The UPA Govt. on Thursday Dec 29,2011 introduced the Lokpal and Lokayuktas Bill, 2011in the Rajya Sabha.The Lokpal and Lokayuktas Bill, 2011, already passed by Lok Sabha, was moved for consideration and passage in the House by Minister of state for parliamentary affairs V Narayanasamy. The UPA pride will be at stake when the Rajya Sabha votes on the bill.
In the numbers game, UPA is well short of simple majority in the Rajya Sabha.
TMC opposes provision in the bill on setting up of Lokayuktas in the states and its decision to move amendment has become a big headache for the UPA.TMC on Thursday said that it would move an amendment in the Rajya Sabha on the issue of setting up of state Lokayuktas.TMC has sought deletion of a provision on setting up of state Lokayuktas, stating that it was as good as tampering with the federal structure and the party would seek scrapping of this clause.
The government is considering the option of sending the bill to a select committee, where specifics about the bill can be taken up by a joint select committee.

Lokpal Bill Debate in Rajya Sabha
Leader of the Opposition in the Rajya Sabha Arun Jaitley
who initiated the debate on the Lokpal bill in the house, said that the government has introduced an absurd and complicated Bill. "Government controls the selection and appointment of Lokpal. It also controls both appointment and removal of Lokpal.
"We don't want the present bill but also don't want to go back today without passing a Lokpal bill. We want a strong Lokpal bill,"
"Government's bill is an unworkable and impossible mechanism. Make CBI an autonomous, impartial institution. Neither Lokpal nor Central government should've the right to interfere in investigations."
said that the government has consciously brought in a Bill that is Constitutionally vulnerable
said that the government should not go against the federal structure of the country and questioned government's power to appoint and remove Lokpal listed in the Bill.
