2012 Manipur Assembly Elections

Manipur History
The first Assembly elections in Manipur was held in 1967. But much before that in 1948, Manipur had a legislative assembly that was elected on adult franchise. It was a first in India. In 1949, the king of Manipur was allegedly forced to sign an agreement (in Shillong, under virtual house arrest) and be a part of India. Sardar Vallabhbhai Patel, then Indian Home Minister, had no hesitation in saying "Isn't there a brigadier in Shillong?" in response to reports that the native state of Manipur might be reluctant to merge fully with the Indian Union (Baruah/Durable Disorders). Once Manipur was merged with the Indian Union, the State Assembly with 53 seats was dissolved. Manipur was turned into a Part C category state in 1949. The State continued to be administered by the President through a Chief Commissioner or a Lieutenant Governor who acted as his agent

Manipur with 60 constituencies,the 2012 assembly elections will be held on Jan 28,2012



Counting of Votes Deferred to March 6,2012

The EC has announced that counting for all five states headed for elections is being moved from March 4 to March 6,2012.

"Okram Ibobi Singh" of INC is the incumbent CM.INC won 30 seats out of a total of 60.

In the last Assembly elections in 2007, 86 out of every 100 people in Manipur cast their votes. Manipur has a total electorate of about 17 lakh voters.

BJP and MPP to form Alliance

The Manipur People's Party(MPP)which had on Sunday Jan 01,2012 said it would ally with the BJP to fight the January 28 Assembly election, indicated on Monday Jan 02,2012 it would put up at least 15 candidates in the 60-member House. Sources in the MPP said the party had also signed agreements with the CPI, JD (U) and NCP for a pre-poll alliance in a bid to oust the 'corrupt' Congress-led Secular Progressive Front.

 

5 Non-Cong Parties Form Front

Five Non-Congress parties have formed People's Democratic Front (PDF) to fight the January 28 Manipur Assembly elections. The parties are -

Manipur People's Party(MPP)

National Congress Party (NCP)

Janata Dal-United (JD-U)

Rashtriya Janata Dal (RJD) and 

CPI-M

MPP President Nimaichand Luwang told reporters in Imphal on Tuesday Jan 03,2012 announced a list of 30 PDF candidates for the 60-member Assembly in the first phase - 

MPP                  -   15 seats

NCP                 -     9 seats

JD-U                -     5 seats and 

CPI(M)            -     1 seat

Besides, PDF would support the candidature of senior CPI leader M Nara in Wangjing Tentha constituency and BJP aspirant Indira Devi in Thoubal seat


EC to Photograph Each Manipur Voter

ECI has decided to photograph each voter in Manipur to avoid rigging and bogus voting in the elections.This is the first time that ECI has taken such a step.

Manipur's Women Poorly Represented in Assembly

Manipur has a total electorate of 1,740,820. Out of this, 889,497 are women and 851,323 are men. After Mizoram, Manipur is the second Indian state where women voters outnumber men. However, the number of female legislators in the state assembly is minimal. The outgoing ninth assembly has only one woman member in the 60-member house - O Landhoni Devi, wife of Chief Minister Okram Ibobi Singh.All the six women, except Landhoni Devi, who stood for election in 2007 lost the race to their male rivals.

Congress Announce Candidates for Poll - Thursday Jan 05,2012

 

Manipur CM O Ibobi Singh(has been the Chief Minister for the past 10 years andhas been renominated from his home constituency of Thoubal) and several of his Cabinet colleagues figure in the list of 60 candidates announced by Congress for the coming Assembly elections in the state. 

Manipur Insurgent Outfits Threaten Action Against Congress Supporters 

7 major insurgent outfits of Manipur have threatened action again anyone taking part in the election campaign of the ruling Congress in the state.

In a joint statement, the insurgent bodies, who have a common goal of making Manipur an independent country, said elections were not meant to bring welfare for the people.

The seven outfits are -

United National Liberation Front (UNLF),

Revolutionary People's Front (RPF), 

Kangleipak Communist Party (KCP), 

Peoples Revolutionary Party of Kangleipak (PREPAK)), 

PREPAK-Progressive and

United People's Party of Kangleipak

  

Notification for Assembly Polls Issued by EC

Notification for the January 28 Manipur assembly elections was issued by the state election office and as per the notification, candidates would be allowed to file their nomination papers between 11 am and 3 pm from today till January 11 and although January 6 and 9 are holidays because of 'Emoinu festival' (a local festival) and death anniversary of former Manipur king Gambhir Singh, candidates would be allowed to file their nominations.The scrutiny of papers would be taken up on January 12 next and withdrawal of nomination papers was fixed on January 14,2012.

279 Aspirants for 60 Member Manipur Assembly

298 candidates have filed nomination papers for the 60-member Manipur Assembly polls on January 28,2012.Jan 11 was the last date for filing nomination papers and scrutiny would be done on Jan 12. The date of withdrawal was January 14. The candidature of 8 aspirants was rejected during scrutiny the following day, while 11 candidates withdrew.

The main parties who have put up candidates in the polls are -

Congress (60), 

Trinamool Congress (48), 

Manipur State Congress Party (31), 

CPI (24), 

NCP (22), 

BJP (19) and

Manipur People’s Party (14)

Ruling Congress has fielded candidates in all the 60 constituencies including Chief Minister O Ibobi Singh.

People's Democratic Front (formed by Manipur People's Party, NCP, Janata Dal (U), CPI(M) and state unit of Rashtraya Janata Dal) nominated candidates in all the constituencies.


Manipur Assembly Election - Saturday Jan 28,2012

 


















Around 82 per cent of the electorate on Saturday exercised their franchise in Manipur assembly elections marred by militants' violence that claimed five lives and left two injured.A total of 279 candidates were in the fray and as many as 12,967 polling personnel were deployed for the elections at 2,357 polling stations.
Chief electoral officer P C Lawmkunga said as per preliminary official reports, 82 per cent of the 17.40 lakh electorate cast votes but details from the nine districts in the state were yet to be received.
Details of Parties Contesting the Election
Congress and its partner CPI, which comprise the ruling Secular Progressive Front, fought separately. While Congress contested all the 60 seats, CPI did so in 24.
Trinamool Congress, which has one legislator and is an ally of Congress in West Bengal contested in 47 seats on its own.
Peoples Democratic Front, an opposition five-party alliance comprising Manipur Peoples Party, NCP, CPI-M, Janata Dal (U) and RJD, contested 43 seats.
BJP fielded candidates in 19 seats and Manipur State Congress Party (MSCP) in 34. Manipur unit of Nagaland-based party, Naga Peoples Front (NPF), contested in 12 constituencies in the hills.

Re-polling at 34 polling booths in five hill districts of Manipur concluded peacefully.
8 polling booths of Chandel district witnessed the highest 82 per cent polling
9 polling booths of Ukhrul recorded 72.08 per cent of voter turnout
polling booths in Churachandpur district registered 58.99 per cent polling
polling booths of Senapati district recorded 70 per cent polling
polling booths in Tamenglong district registered 80 per cent voting

INC Retains Power and has scored a hat-trick
INC has won 42 seats and secured absolute majority in the 60-member Assembly.
Trinamool Congress(TMC) has won 7 seats out of the 47 seats contested.
Manipur State Congress Party (MSCP) has won 5 seats.
Naga Peoples' Font (NPF) has won  4 seats
 Lok Janashakti Party (LJP) secured 1 seat.
NCP has won 1 seat

Chief Minister Okram Ibobi Singh retained his Thoubal seat, defeating his rival from the BJP Indira Oinam by a huge margin of over 15,000 votes.
Ibobi Singh's wife Landhoni Devi also won the Khangabok seat by defeating rival Jatra Singh of Manipur People's Party (MPP) by a huge margin of over 9,000 votes


Okram Ibobi Singh Sworn in as Manipur CM


Okram Ibobi Singh(63) was on Wednesday March14,2012 sworn in as 23rd CM of Manipur (for a third consecutive term) by Governor Gurbachan Jagat who administered the oath of office and secrecy to Singh at a simple ceremony at Raj Bhavan around 3.20 pm.

After the swearing-in ceremony, Mr. Singh said he would expand the Ministry before March 19, when he plans to convene an Assembly session to pass Finance Bills. He said he would soon go to New Delhi to consult the high command on the composition of the Ministry. In the 60-member House, he can have 11 more Ministers.
However,the tug of war between the two contenders for Deputy Chief Minister has intensified. Initially, G. Gaikhangam had an edge over Phunzathang Tonsing, Power Minister in the outgoing Ministry, as he has been Pradesh Congress Committee president for long. However, with the support of first-timers, Mr. Tonsing says he is one of the seniormost Congressmen in the State. They also questioned Mr. Gaikhangam's contribution to the party's landslide in the January 28,2012  assembly election
