Passenger Fare Increased
The Railway Minister increased the passenger fares by 2 paise per km for suburban and ordinary second class; 3 paise per km for mail/express second class; 5 paise per km for sleeper class; 10 paise per km for AC Chair Car, AC 3 tier and First Class; 15 paise per km for AC 2 tier and 30 paise per km for AC I
Highlights of Railway Budget 2012-13
- Highest ever plan outlay of Rs 60,100 cr
- Rs 6,872 cr provided for new lines, Rs 3,393 cr for doubling, Rs 1,950 cr for gauge conversation, Rs 828 cr for electrification
- Over one lakh persons to be recruited in 2012-13 – backlog of SC/ST/OBC and other categories to be wiped off
- Freight loading of 1,025 MT targeted; 55 MT more than 2011-12
- Passenger growth targeted at 5.4 per cent.
- To set up Railway Safety Committee headed by Anil Kakodkar
- Recommendations of Kakodkar committee on safety to be implemented
- To set up Railway Research and Developmental Council.
- To set up independent railway safety authoritySignalling System and 19000 km of Track to be Modernised(accounting for 80 per cent of traffic)
- Eliminate level crossings
- Invest Rs 3.5 lakh crore during 12th five year plan in Railways
- Ploughback Dividend of Rs 20,000 crore
- Minimum fares and Platform tickets would now cost Rs. 5.
- Introduction of coin/currency operated ticket vending machines
- Installation of 321 escalators at important stations of which 50 will be commissioned in 2012-13
- Upgradation of 929 stations as Adarsh Stations including 84 stations proposed in 2012-13; 490 stations have been completed so far
- A wagon factory to be set up at Sitapali (Ganjam District of Odisha)

- specially designed coaches earmarked for wheelchair borne and differently-abled passengers

- Run of 39 trains to be extended
- Frequency of 23 trains to be increased.
- Escorting of trains by RPF/GRP extended to 3,500 trains

Mukul Roy Sworn in As New Railway Minister
TMC leader Mukul Roy was on Tuesday March 20,2012 elevated to cabinet rank (currently serving as Union Minister of State for Shipping and had earlier served as Minister of State in the Railway ministry before Dinesh Trivedi took over in July 2011)to take over as Railway Minister replacing Dinesh Trivedi, who was forced to resign after Congress caved in to Mamata Banerjee’s pressure.
Mukul Roy rolls back fare hike
Railways minister Mukul Roy on Thursday March 22,2012 announced a rollback of the fare hike that was announced in the railway budget by Dinesh Trivedi
Fares across sleeper, suburban, ordinary second class, AC Chair Car and AC 3-tier clases have been rolled back by Roy, who said "Impact of the fare hike on the aam aadmi is huge. I intend to give relief to all."
Fare hikes for AC 2-tier and AC first class segments, which are at the top end of the ticket ranges, have been left untouched.
Mukul Roy also announced some other rollbacks of his predecessors' proposals regarding Board restructuring, and catering.
They include proposals to restructure the Railway Board by having Member (PPP and Marketing), Member (Safety). Member (PPP) would have increased the Railways focus towards private participation in non-core areas the Railways.
He added that in railways catering space, the focus will be on "local talent" . Mr Trivedi had proposed inviting international firms in the catering space.
