Why do so few Indians pay income tax?

Over 90% of Indian households aren’t liable to pay income tax as they earn less than Rs 2.5 lakh a year.

 Even among the small base of those who pay taxes, some are exempt from paying taxes, while others pay a lower rate of income tax. 

There is an upside though despite the falling number of tax payers, revenues from income tax have been on the rise.
