The vote was the first experiment in real democracy anywhere in Libya 4 months after the death of Moammar Gadhafi, the people of Misrata(Libya's third-largest city) were frustrated by stalled reforms. They played a key role in overthrowing the Libyan dictator of 42 years. They staged a sit-in on the council's steps, got the members to resign and call new elections, which were held on Monday Feb 20,2012.
It was also another example of how Libya is splintering into largely autonomous city-states, with powerful local militias and emerging local governments that at best have loose ties to the Tripoli-based central government known as the National Transitional Council.
