2014 Lok Sabha Election Phase 7 April 30,2014



The Election Commission of India(ECI)announced that the 16th Lok Sabha Elections will be held from April 7 to May 12,2014 in 9 Phases -April 7, 9, 10, 12, 17, 24, 30, May 7 and May 12,2014


Counting for all polls will be held on May 16,2014


With the election schedule announced on Wednesday March 05,2014, Model Code of Conduct for elections comes into force with immediate effect

Notification was issued on Wednesday April 03,2014 for the 7th phase of Lok Sabha polls to 89 constituencies spread across 9 states on April 30,2014

Out of the 89 constituencies -
  • 17 are in Andhra Pradesh -Telagana
  • 26 in Gujarat, seven in Bihar
  • one each in Jammu and Kashmir, Daman and Diu, Dadra and Nagar Haveli
  • 13 in Punjab
  • 14 in Uttar Pradesh and
  • 9 in West Bengal.

In this phase a total of 89 constituencies in 7  States  and 2 UT's* goes to polls

Elections are already over in the first six phases involving 349 of the 543 constituencies. With Wednesday’s polling, 438 constituencies will be covered. Elections to the remaining 105 constituencies will he held on May 7 (64 seats) and May 12 (41).

Gujarat -26 seats

A total of 4.05 crore voters (2.12 crore male and 1.93 crore female) are eligible to exercise franchise in the state across 45,380 polling stations. 

As many as 334 candidates are in the fray in the state, including Chief Minister and BJP's prime ministerial candidate Narendra Modi (from Vadodara) and veteran BJP leader L.K. Advani (Gandhinagar)

The BJP's campaign was centred around the fact that Modi, a son of the soil, was the BJP's candidate for the top job. 

Invoking Gujarati pride, it is seeking to win all the 26 seats. Modi campaigned in the state extensively after the completion of the sixth phase on April 24,2014 

On the last day on Monday April 28,2014, Modi addressed six rallies here. The Congress employed its two big guns, party president Sonia Gandhi and vice-president Rahul Gandhi in the state.

Ahmed Patel, Sonia's political secretary, was stationed in the state to manage the campaign for the last few days. 

Both Rahul and Sonia questioned Modi's claims about development in Gujarat. 

Considering the symbolic importance of arresting the Modi wave in Gujarat, Congress made an all-out effort, especially in the constituencies that were its traditional bastions, intensifying an already aggressive campaign

BJP prime ministerial candidate Narendra Modi and Leader of the Opposition in Gujarat, Shankersinh Vaghela of the Congress, are in warring camps. But there was a time when Vaghela would drive Modi through Gujarat on his motorcycle.

In Vadodara,Gunarat,the battle becomes interesting not because of who the Congress has pitted against Modi, but for the fact that the Gujarat Chief Minister is a candidate from this constituency. Vadodara is believed by some to be a safe seat for Modi, even as Madhusudan Mistry has expressed confidence that he will emerge victorious in the seat



Punjab - 13 seats
In 2012, the SAD-BJP alliance had scripted history by winning a second consecutive term in the Punjab Assembly elections - the first for any party in the northern state. But the post-2012 period has not been rosy for the Badals.
The anti-incumbency factor against the SAD-BJP state government is at a high in the state. Unfulfilled promises have resulted in resentment among the voters - be it senior citizens, youths, employees or businessmen. 
During the last six years, Punjab's poor financial health has been reflected many times when the salaries and pensions were delayed for months together and the state government was compelled to mortgage buildings.
The state's debt has touched the one lakh crore-mark - the highest in the country. More than one lakh small and medium industrial units have closed in Punjab.

''The Akali Dal-BJP government has ruined the state. We had won eight seats last time and we are going to will all 13 seats this time," senior Congress leader and in-charge for Punjab affairs, Shakeel Ahmad said

Another issue that is likely to benefit the Congress and the AAP is unemployment
The number of jobless, the Opposition parties claim, has touched the 65 lakh-mark. Adding to the headache of the Punjab government, the backlog of jobs reserved for Dalits has also not been filled up from a long time.

 

The biggest failure of the SADBJP government is to check the rampant drug menace in the state. Drug seizures are common in the state, and so are allegations of Akali leaders links with drug mafia.

The issue of drug addiction and smuggling, which Akali Dal avoided for a long time, was ironically raked up by its ally BJP and former DGP (jails) Shashi Kant. 
The retired IPS officer had taken the names of two Cabinet ministers and one chief parliamentary secretary among others who were allegedly patronising drug peddling in the state.
Lapping up the drug issue, the AAP candidates have been vocal against the Akalis in their poll rallies. 

Chief Minister Parkash Singh's son-inlaw and Cabinet minister Adesh Partap Singh Kairon has admitted that the drug controversy will badly affect the SAD's prospects. 

Political observers said the Aam Aadmi Party may win a seat or two. The party has cautiously chosen its candidates with clean image. 
Those expected to open the party's account in Punjab are Bhagwant Mann from Sangrur and H. S. Phoolka from Ludhiana. 
The Congress in Punjab is facing trouble from dissenters in as many as 11 of the total 13 Lok Sabha seats.
Barring senior leaders and Congress nominees from Amritsar and Anandpur Sahib, Amarinder Singh and Ambika Soni, the remaining party candidates, are facing a visible threat from disgruntled insiders and leaders.

Arun Jaitley and Captain Amarinder Singh – have been pitted against each other by two leading national parties. This might be one of the toughest elections for Congress leader Captain Amarinder Singh, a former chief minister of Punjab. Singh is facing a very senior national leader of the Bharatiya Janata Party, Arun Jaitley, who has never fought an electoral battle in his career. Jaitley has replaced Navjot Singh Sidhu of his party, who was elected from Amritsar in 2009

Bhatinda is witnessing a Badal vs Badal battle and pitched against each other are two firebrand leaders of Punjab – Manpreet Singh Badal and Harsimrat Kaur Badal. Harsimrat, who is the wife of Deputy Chief Minister Sukhbir Singh Badal, has been fielded by her party SAD against her ‘devar’ Manpreet, who is contesting on a Congress ticket. Manpreet, whose politics is believed to be similar to that of AAP and Arvind Kejriwal, had quit as the finance minister of state and parted ways with SAD over ideological differences. His campaign has centred around his bid to “uproot the corrupt regime of SAD”. However, Kaur, whose diktats matter a lot in her party, is the incumbent MP from Bhatinda and has expressed her confidence of retaining the seat.

Telagana -119 Assembly Seats and 17 LS Seats

Voters in the Telangana region of Andhra Pradesh will exercise their franchise on Wednesday to decide the first elected government of India's newest and 29th state on June 2,2014

The Election Commission is holding the last Assembly and Lok Sabha elections in the undivided Andhra Pradesh. The state is now under the President's rule. 

Besides the voting in 119 Assembly seats, the electors on Wednesday will also decide the fate of candidates in 17 Lok Sabha constituencies in the region

In total, there are 265 and 1,669 candidates vying for the 17 Lok Sabha and 119 assembly seats respectively in the first phase of polling. 

The fate of these candidates will be decided by 2.82 crore voters. 

The second phase of election will be held on May 7,2014. Counting of votes for both phases will be taken up on May 16,2014


There will be a keen race between the ruling Congress and the TRS, with the newly formed BJP–TDP alliance coming a distant third

The TRS is contesting the polls for the first time on its own. While it is dominant in north Telangana, the party has little or no presence in Khammam, Nalgonda, Mahbubnagar, Ranga Reddy and Hyderabad districts. 

The five districts together account for 65 of the 119 assembly seats in Telangana region. 

In 2009, the TRS won only 10 of the 45 Assembly seats it had contested in alliance with the TDP, CPI and CPI(M)

For the Telangana Rashtra Samithi, it is a 'now or never' situation to seize power in Telangana.
 TRS president K. Chandrasekhara Rao is the only contestant to join the race for a Lok Sabha seat - Medak - as well as the legislative Assembly, the Gajwel segment. 

He is keeping options open to play a role in government formation in Delhi, besides that in the state. His daughter K. Kavitha is in the race to occupy the Nizamabad Lok Sabha seat, while son K.T. Rama Rao and nephew T. Harish Rao are battling to retain the Sircilla and Siddipet assembly seats. 

Other heavyweights in the poll race are Union science and technology minister S. Jaipal Reddy (Mahubnagar LS seat), former deputy chief minister C. Damodar Rajanarasimha (Andole assembly seat) and state BJP president G. Kishan Reddy (Amberpet assembly seat).
 

Bihar -7 Seats

The fortress of the ruling Janata Dal (United) appears to be under siege in the 7 constituencies of Bihar going to the polls on Wednesday April 30,2014

Out of these 7 Lok Sabha seats - Jhanjharpur, Samastipur, Begusarai, Madhepura, Khagaria - are held by the JD(U) while Madhubani and Darbhanga are with the BJP.

Chief Minister Nitish Kumar's citadel is under attack from Lalu Prasad's Rashtriya Janata Dal and the BJP, with which it snapped ties in June 2013

JD(U) chief and and sitting MP from Madhepura Sharad Yadav is locked in a tough triangular contest with the RJD's Pappu Yadav and BJP's Vijay Kumar Kushwaha in the Yadav-dominated constituency while the party's Khagaria MP Dinesh Chandra Yadav faces a stiff challenge from RJD's Krishna Kumari Yadav and LJP's Choudhary Mehboob Ali Kaiser. 

Sitting BJP MPs from Darbhanga and Madhubani, Kirti Azad and Hukumdeo Narain Yadav, respectively are also having a hard time saving this seats. 

Uttar Pradesh - 14 Seats

There are 233 candidates in 14 constituencies of Uttar Pradesh in the fourth phase of the elections is by and larger in the hands of Muslim and Dalit voters.
A total of 2.25 crore electorates are expected to exercise their franchise. Rae Bareli could be termed as a safe haven for three-time MP and UPA chairperson Sonia Gandhi as most of the other candidates appear to be weaker than her. However, it will be an interesting fight in Kanpur where veteran BJP leader Murli Manohar Joshi has challenged Cabinet minister Shri Prakash Jaiswal. 
The Jhansi seat will also witness a good scrap as former MP chief minister Uma Bharti takes on sitting MP and Cabinet minister Pradeep Aditya Jain.
The state capital is preparing for a novelty as BJP president Rajnath Singh is going to make his debut from here for the first time


West Bengal - 9 Seats
9 Lok Sabha constituencies spread across four districts of West Bengal's southern part are set to go to the polls on Wednesday April 30,2014 to decide the fate of as many as 87 candidates. 
More than 1.39 crore electorates, including 66 lakh women voters, are slated to exercise their franchise across 17,332 polling stations (of which 173 would be run by women)
Of the total 87 candidates, 13 women nominees are taking part in the fray. So far, 10 of the total 42 Lok Sabha seats went to the hustings, most of which were in northern West Bengal districts. The third phase in the state will witness polling in Howrah, Uluberia, Hooghly, Sreerampore, Arambag, Burdwan-Purba (east), Burdwan- Durgapur, Bolpur and Birbhum.
High-profile candidates such as Bollywood music composer- singer Bappi Lahiri, Tollywood's cinestar George Becker and actress Satabdi Roy, former footballer and Indian soccer skipper Prasun Banerjee and journalist- turned politician Chandan Mitra will participate in the third phase polling.


J&K - Sri Nagar Constituency
With Srinagar constituency going to polls on Wednesday April 30,2014 stakes are very high for current MP and Union minister Farooq Abdullah(National Conference)who is facing a strong candidate from Opposition Peoples Democratic Party (PDP) Tariq Hamid Karra and also have to confront the poll boycott call given by separatist leaders.
Senior separatist leader Syed Ali Geelani has asked people to stay away from the polls and called for shutdown across Kashmir on Wednesday. Jammu and Kashmir Police has launched a massive crackdown and has arrested hundreds of youths, former militants, separatist leaders and workers of religious organisations to "instill sense of confidence among the people to come out and vote".
Dadra and Nagar Haveli - 1 Seat
In Dadra and Nagar Haveli constituency, Natubhai Gomanbhai Patel, incumbent MP and BJP candidate, faces Delkar Mohanbhai Sanjibhai of the INC, Khulat Janiyabhai Chandubhai of the Nationalist Congress Party(NCP) and Chhotubhai Babubhai Patel of the AAP.


 Daman and Diu - 1 Seat

The Union Territory of Daman and Diu will see sitting MP Lalubhai Patel of the BJP taking on Ketan Dahyabhai Patel of the INC, Bhavesh Patel of the Bahujan Samaj Party(BSP) and Kessur Goan of the AAP
