Former auditor questions Rs. 1.76 lakh crore loss figure

 

Former Director General of Audit in the Comptroller and Auditor General (CAG) RP Singh has questioned the CAG's estimates of presumptive loss of Rs. 1.76 lakh crore.

"After completing the audit of Ministry of Telecom, which was under my direct charge, I prepared a draft audit report covering each and every aspect ... My report did not contain any loss figure," said former Director General of CAG RP Singh.

He added that his report carried "two types of figures which indicate the less recovery" based on Rs. 1,658 crore that was charged for giving out pan-India licence along with spectrum.

"Another figure which I had indicated not as exactly as a loss but that amount that can be recovered. I found some people having more spectrum than what is provided under contractual agreement," Mr Singh said.

He said that his report mentioned that Rs. 37,000 crore can be recovered from those holding excess spectrum.

Directed by ''written order'' to sign 2G Report

Former Comptroller and Auditor General (CAG) official RP Singh today claimed he was directed by his superiors - through a "written order" - to sign on the final 2G spectrum audit report that put the presumptive loss from the allocations at Rs. 1.76 lakh crore.

Singh, who headed the CAG team that audited the 2G spectrum allocations, said he never put the loss figure of Rs. 1.76 lakh crore in his draft report. 

"They (senior CAG officials) told me this is the final report and asked me through a written order to sign it. So I followed their instructions and signed," he said. "There was no opportunity to show one's difference of opinion."

"I prepared the report. I gave reasons for removing the (presumptive loss) figures and submitted the report to the higher authorities. But they did not agree with my explanations and incorporated those figures in the final report. What can I do?" he said.

In his draft report, R P Singh had given a figure of Rs. 2,645 crore as loss from the 2G spectrum sale in 2008.

DMK demands judicial probe into 2G loss controversy

The DMK on Monday Nov 26,2012 asked the government to order a probe by a Supreme Court judge, into the fresh controversy in the 2G spectrum allocation issue in view of allegations and counter-allegations levelled on the exact loss to the government. 

DMK parliamentary party leader T.R. Baalu said the party had given notices under Rule 193 in the Lok Sabha (for short duration discussion without voting) and in the Rajya Sabha seeking discussion on the subject as the former Director-General (Audit) for Posts and Telecommunications in the Comptroller and Auditor General (CAG) office, R.P. Singh, had alleged that a Public Accounts Committee (PAC) member had influenced him to prepare the final report of the CAG by mentioning the presumptive loss as Rs.1.75 lakh crore though the actual loss could not be more than Rs. 2,600 crore as mentioned by him in the draft report.
