2017 May Day - Why is it called the International Workers' Day

May 1, also known as the May Day marks the traditional spring festival in some countries which is counted as a public holiday where people indulge in many day-long activities such as dancing, cake-making etc. In the 19th century or so May Day was selected as the date marking the International Workers' Day by the Socialists and Communists of the Second International to commemorate the Haymarket affair in Chicago.
The International Workers' Day or Labours Day is marked on the same day as May Day but differs from the traditional May Day celebrations in some parts of the world.
The Labours Day happens to be a celebration of labourers and the working classes that is promoted by the international labour movement, socialists, communists or anarchists and occurs every year on May 1.
The 1904 International Socialist Conference in Amsterdam, the Sixth Conference of the Second International, called on "all Social Democratic Party organisations and trade unions of all countries to demonstrate energetically on the First of May for the legal establishment of the 8-hour day, for the class demands of the proletariat, and for universal peace."
On May 1, 1886, the labour unions in the United States of America went on a strike demanding that the workers should not be allowed to work more than 8 hours a day. This strike was followed by a bomb blast in Chicago's Haymarket Square on May 4. Several people and police officers were killed in the bombing and more than 100 people were injured.
After this, the 8-hour shift demand was established as a set pattern for the working class.
May Day is one of the most important holidays in communist countries such as the People's Republic of China, North Korea, Cuba and the former Soviet Union.
The celebrations in these countries include workforce parades, displays of military hardware and soldiers.

Women And Kids Can Use Hotel Toilets For Free in South Delhi Monday May 01,2017

Starting on Monday May 01,2017, women and children won't have to hunt for public conveniences in busy markets in south Delhi as they can access toilet facilities at hotels and restaurants in the area for free

The move by the South Delhi Municipal Corporation (SDMC) has been taken as part of its efforts to boost the Swachh Bharat campaign in its area

In late March, the SDMC had already brought in the policy as a few hoteliers and restaurant-owners had agreed in principle.
"But, because of MCD elections, the code of conduct had come into place, so we never officially announced the policy. Hotel and restaurants which allowed people to use their facilities did it out of goodwill. From Monday, the new policy will officially come into force," a senior SDMC official on Sunday said.
The corporation said, however, the policy shall be reviewed in due course on the basis of feedback given by these business establishments, like the practical difficulties faced by them
South Delhi is home to several big markets, including Central Market, Amar Colony Market in Lajpat Nagar, Sarojini Nagar Market, INA Market, Delhi Haat, Lakshmi Bai Market. The area also has a number of restaurants and hotels, especially in Defence Colony, Lajpat Nagar and Malviya Nagar areas. So, the move will bring a relief to women shoppers who earlier had to face difficulties in accessing clean public conveniences.

Turkey expels 4,000 civil servants, bans TV dating programmes

Turkey has passed two new decrees, one that expelled more than 4,000 civil servants and another that banned television dating programmes.
The country’s Official Gazette published the decrees on Saturday evening. The first named thousands of civil servants to be dismissed, including nearly 500 academics and more than 1,000 Turkish military personnel. The decree also reinstated 236 people to their jobs.
The second decree, among other things, bans radio and television programmes for “finding friends and spouses“.
The state of emergency that followed last summer’s coup attempt has allowed the Turkish government to rule by decrees.
Since then, more than 47,000 people have been arrested and 1,00,000 have been purged for alleged connections to terror organisations.
Turkey says US-based cleric Fethullah Gulen orchestrated the coup attempt. He denies the allegations.

Niti Aayog Suggests Simultaneous Polling for Lok Sabha and Assembly from 2024

The Niti Aayog has suggested a synchronised two-phase Lok Sabha and Assembly polls from 2024 so as to ensure minimum ‘campaign-mode’ disruption to governance.
Outlining the details, the policy think—tank has said implementing the proposal may necessitate “a maximum one-time curtailment or extension of some state assemblies“.
It has made the Election Commission the nodal agency to look into the suggestion and recommended setting up of a working group of stakeholders for deciding a road-map for synchronised elections.
A report in this regard need to be finalised within six months and final blue-print will be ready by next March, as per draft three-year action agenda for 2017-18 to 2019-20.
The draft report was circulated among the Governing Council members (consisting of chief ministers of all states and others) of the Niti Aayog on April 23.
The recommendation assumes significance as President Pranab Mukherjee and Prime Minister Narendra Modi have pitched for simultaneous Lok Sabha and assembly polls.
“All elections in India should happen in a free, fair and synchronised manner so as to cause minimum ‘campaign—mode’ disruption to governance. We may begin work towards switching to a synchronised two—phase election from the 2024 election to the Lok Sabha,” the Niti Aayog draft report says.

Real Estate (Regulation & Development) Act, 2016 (RERA) Takes Effect From Today Monday May 01,2017

In a bid to revive confidence in the real-estate sector the government will implement the Real Estate (Regulation & Development) Act, 2016 (RERA) in full from Monday May 01,2017
“Developers shall get all the ongoing projects, which have not received completion certificate, and the new projects registered with regulatory authorities by July end.
“This enables the buyers to enforce their rights and seek redress of grievances,” an official statement said.
The new regulation will apply to over 76,000 companies across the county. Minister of Housing and Urban Poverty Alleviation M Venkaiah Naidu, in a series of tweets, said, “The Act ushers in the much desired accountability, transparency and efficiency in the sector, with the Act defining the rights and obligations of both the buyers and developers.”
In addition to mandatory registration of projects and real estate agents, the Act mandates depositing 70 per cent of the funds collected from buyers in a separate bank account in case of new projects and 70 per cent of unused funds in case of ongoing projects.
Further, projects with a plot size of at least 500 square metres, or eight apartments should be registered with regulatory authorities.
In addition to this, both developers and buyers will pay the same penal interest of SBI’s MCLR (marginal cost of lending rate) plus 2 per cent in case of delays. Developers will be liable for structural defects for five years.

Act Highlights

Projects with plot size of minimum 500 sq.mt or 8 apartments shall be registered with Regulatory Authorities.
-The developers will now have to get the ongoing projects that have not received completion certificate and the new projects registered with regulatory authorities within 3 months from 1 May.
-Depositing 70% of the funds collected from buyers in a separate bank account in case of new projects and 70% of unused funds in case of ongoing projects.
-Both developers and buyers to pay the same penal interest of SBI’s Marginal Cost of Lending Rate plus 2% in case of delays.
-In case of project delays, the onus of paying the monthly interest on bank loans taken for under-construction flats will lie on developers unlike earlier, when the burden fell on home buyers.
-All developers are required to disclose their project details on the regulator's website, and provide quarterly updates on construction progress.
-Liability of developers for structural defects for five years: RERA also states that any structural or workmanship defects brought to the notice of a promoter within a period of five years from the date of handing over possession must be rectified by the promoter, without any further charge, within 30 days. If the promoter fails to do so, the aggrieved allottee is entitled to receive compensation under RERA.
-Imprisonment of up to three years for developers and up to one year in case of agents and buyers for violation of orders of Appellate Tribunals and Regulatory Authorities.

Note

The Real Estate (Regulation and Development) Bill, 2016 was passed by Parliament in March last year and all the 92 sections of the Act come into effect from May 1 However, only 13 states and UTs have so far notified the rules.

The states that have notified the rules are Uttar Pradesh, Gujarat, Odisha, Andhra Pradesh, Maharashtra, Madhya Pradesh and Bihar. The Housing Ministry had last year notified the rules for five Union Territories —Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, and Lakshadweep, while the Urban Development Ministry came out with such rules for the National Capital Region of Delhi.

BBC Tamil Radio to go off air after a run of 76 years from Monday May 01,2017

Nearly 76 years after it was started on May 3, 1941, the broadcast had its last show on April 30,2017

The short wave transmission broadcast, which became a daily programme from 9.15 p.m. to 9.45 p.m. in the 90s, initially began as a weekly programme. The radio broadcast then became a bi-weekly programme in the eighties.

“For people in Tamil Nadu and Sri Lanka who were keen to know more about current affairs and international news in particular and wanted to listen to it in a language they were comfortable with, the Tamil broadcast was a staple. The radio broadcast was always known for its objective reporting of the Sri Lankan civil war and had a lot of listeners from there,” said Sampath Kumar, a former correspondent with the BBC.

“Apart from the programme ‘Paatu ondru ketten’, Tamil translations of the works of Shakespeare and George Bernard Shaw, which were done by Sankaramoorthy, were fascinating to hear. Through these special programmes and the news broadcasts, many of us improved our Tamil vocabulary. Tamil words were used even for words such as ‘guerrila warfare’ and ‘helicopter,’ which we picked up,” Mr. Raja said.

“Tamizhosai offered a platform to virtually trace the history of so many interesting topics such as Tamil theatre and music and this made for some interesting programmes. A large number of listeners from Sri Lanka could be attributed to the fact that the broadcast played a huge role in bridging the information gap during the war there,” recalled T N Gopalan, a former correspondent with BBC News.
“With the explosion of 24-hour news channels and websites, many people from the Tamil diaspora continued to listen to the Tamil news broadcast online in the late 2000s,” he added

Former British Prime Minister Tony Blair Announces Return to British Politics to Fight Brexit

Former British prime minister Tony Blair said on Monday May 01,2017 he was plunging back into domestic politics in order to fight against Brexit.
Blair, who led the Labour Party from 1994 to 2007, will not be standing in the June 8 general election.
But he said he wanted to build a political movement to shape the policy debate as Britain starts its negotiations to leave the European Union.
Tony Blair, 63, who was prime minister for a decade from 1997 and whose legacy has been defined by the Iraq war, said he knew he would face intense criticism for doing so
But the ardent Europhile, who has largely been working on Middle East and African issues since leaving office, still wanted to get his "hands dirty" and re-enter the fray, saying voters should have the chance to change their mind once the final EU exit deal becomes clear.
"This Brexit thing has given me a direct motivation to get more involved in the politics," he told the Daily Mirror newspaper.
"You need to get your hands dirty and I will.
"I know the moment I stick my head out the door I'll get a bucket of wotsit poured all over me, but I really do feel passionate about this

2017 IPL Season 10 - Andrew Tye(Gujarat Lions) Ruled Out for the rest of IPL Matches due to dislocated shoulder

The Gujarat Lions all-rounder Andrew Tye has been ruled out of the remainder of the 10th edition of the Indian Premier League with a dislocated shoulder.
Tye, who claimed a hattrick and a five-wicket haul on his IPL debut, dislocated his left shoulder while fielding at the boundary during the match against Mumbai Indians on Saturday.
Explaining his injury, Tye said, “The shoulder popped out of the socket and remained out for a while. They put it back in at the hospital. The extent of the damage is still unknown. I will be flying home in the next couple of days to figure that out. And as for the recovery time, I am not too sure at the moment, but hopefully it’s not too long.”
After waiting on the fringes for 34 matches, the Australian all-rounder took the IPL by storm this season, registering tournament best bowling figures of 5 for 17, including a hattrick, in his first IPL game, against Rising Pune Supergiant.
With 12 scalps in six matches, Tye established himself as the third highest wicket-taker in tournament.
While gutted that his dream run in the IPL has been cut short by the unfortunate injury, Tye expressed his gratitude to the team for giving him the opportunity to showcase his skills.
He also acknowledged the support he has received from the fans during his time with the Gujarat Lions.
“Unfortunately this is the end of the tournament for me,” Tye said.
“As heartbreaking as it is, I have enjoyed my time here. The people at Gujarat Lions have looked after me well. The fans have been unbelievable. The messages of support and good wishes I have got from everyone have been overwhelming. All I can say is, thanks to the fans and the franchise for giving me this opportunity and hopefully I will be back in the IPL next year,” he added.
Expressing dismay at the loss, a Gujarat Lions spokesperson said, "Losing a match-winner like Andrew Tye is a huge blow to the team, especially at such a crucial juncture in the tournament.
"We, at Gujarat Lions, wish Andrew a speedy recovery and thank him for his contributions to the team."

Yellow Nails - Know the common causes for it

Here are a few causes of yellow nails which we all should be aware of:

Fungal infections

One of the most common result of a fungal infection is yellow nails as our hands and feet often come into contact with all kinds of potentially infectious bacteria. And your toes in particular are exposed to moist, warm temperatures where fungus can fester.

Smoking

Smoking can also lead to yellow fingernails because of the close exposure to the toxins in the smoke which lead to discoloration in the nails.

Liver disease

If your nails are yellow in colour, then you might be suffering from jaundice. Jaundice is a condition that causes a light yellowish tinge or pigmentation of the skin due to high levels of bilirubin in the body.

Kidney disease

High level of excess of bilirubin in the blood could also be caused due to an underlying kidney disease, which causes yellow fingernails. One should consult your doctor if they have yellow nail to know the exact cause and treat it.

Pleural effusion

A lung disease, even pleural effusion might lead to yellow nails. It is a condition in which excess fluid gets accumulated in the lungs, which can lead to yellowing of nails, which a subtle sign of this condition.

Dark nail paint

2017 National Health Policy - Health Minister JP Nadda announces National Health Policy 2017 Saturday April 29,2017

Union Minister of Health and Family Welfare JP Nadda on Saturday April 29,2017 announced the National Health Policy 2017 as one of the many progressive strides being made by the country, adding it was one of the several long due activities that had fructified under the NDA Government’s mandate of ‘sabka saath, sabka vika’ under the visionary leadership of Prime Minister Narendra Modi.

“The NHP 2017 has several highlights and features but at its core, as its main focus is ‘comprehensive and universal wellness’. To achieve the goals enunciated in the NHP 2017, various steps are being taken. Two very significant and patient centric initiatives have recently received approval of the Parliament i.e. the Mental Healthcare Act 2017 and the HIV & AIDS Prevention and Control Act, 2017,” Nadda mentioned in his blog.

“The Acts are one of the many sub components of the NHP 2017, as the Policy seeks to reach everyone in a comprehensive integrated way to move towards wellness. The main objective of the National Health Policy 2017 is to achieve the highest possible level of good health and well-being, through a preventive and promotive health care orientation in all developmental policies, and to achieve universal access to good quality health care services as well as stringent monitoring mechanisms for both private and public health institutes; the Mental Healthcare Act and the HIV/AIDS Prevention & Control Act would ensure the same. Also since the Policy proposes a focus on prevention and treatment in addition to the earlier model of sick-care only services, we are moving along with sick care to wellness,” he added.

“To achieve this, the Policy has strongly emphasised the patient’s awareness and involvement in their diagnosis as well cost-effective access to top health-care infrastructure and treatments. The shift from primarily public services to new, strategic partnerships with private health providers further opens up opportunities for the best treatments with the prospect to fill the gaps in public and private services in health care; the Acts will therein play their role of ensuring patients right while accessing the services being provisioned at public and/or private facilities.”
Now to elaborate exclusively about the individual items, I would like to start with the Mental Healthcare Act, 2017. A 2015 study placed nearly 6-7 per cent of the Indian population under the category of mental health illness – this could be significantly higher given that mental illnesses often go underreported due to the associated stigma.
Elaborating on the Mental Healthcare Act, 2017, he said the Act adopted a rights based legislation on mental health and to strengthen equality and equity in provision of mental healthcare services. It was important to protect the rights of people with mental health problem to ensure that they were able to receive optimum care and were able to live a life of dignity and respect. The Act proposed a more progressive and humane approach towards mental health. It gives more value to the lived experiences, decisions and perspectives of an individual person and opposes adoption of a tunnelled vision of providing only institutional based medical services (in line with NHPs focus on wellness). Through rigorous penalties and systemic checks, the Act increased accountability of both government and private sectors in delivery of mental healthcare.
On the HIV and AIDS Prevention and Control Act, 2017 which was drafted to safeguard the rights of people living with HIV and affected by HIV, he said the provisions of the Act sought to address HIV-related discrimination, strengthen the existing programme by bringing in legal accountability and establish formal mechanisms for inquiring into complaints and redressing grievances. It sought to prevent and control the spread of HIV and AIDS, prohibited discrimination against persons with HIV and AIDS, provided for informed consent and confidentiality with regard to their treatment, placed obligations on establishments to safeguard rights of persons living with HIV arid create mechanisms for redressing complaints.
“As I mentioned at the start, in alignment with these provisions, the National Health Policy hopes to act as an umbrella framework to monitor their efficient roll out and reach across the country. Further, it opens up access to public resources (financially and otherwise) to meet the provisions of the Acts,” he said
