BREXIT - Britain Leaves European Union(EU) by 11 P.M TONIGHT Friday Jan 31,2020

At 11pm – midnight on the Continent – Britain will legally leave the EU and enter a 'transition period' which runs until December 31. During this time the UK will remain subject to EU laws and free movement of people will continue.

In an ddress to be broadcast shortly before Britain's departure at 11pm, the Prime Minister will insist that Brexit marks 'not an end but a beginning'.

And in a sign of the new Government's changed approach, he will convene a symbolic Cabinet meeting this afternoon in Sunderland, the first city to declare for Brexit when the 2016 referendum results came out

London unfurls the flags for Brexit as the Mall in London towards Buckingham Palace is transformed into a sea of patriotic Red White & Blue

Big Ben's clockface is pictured at 11pm on Thursday - 24 hours before the UK officially withdraws from the European Union

Buildings on the Grand Place pulsate with lights in the red, white and blue of the British flag during a British-themed evening titled 'Brussels Calling' sponsored by the city the day after the European Parliament ratified the Brexit agreement on January 30, 2020 in Brussels, Belgium

NO 10 LIGHT SHOW

The UK's final hour in the EU will be marked with a light display in Downing Street, including a clock counting down to 11pm projected on to the black bricks of the famous building. Ministries around Whitehall will be lit up in red, white and blue. The Government revealed plans for the light show after Mr Johnson failed in his bid to get Big Ben to bong at 11pm, the moment the UK leaves the EU – which will be midnight in Brussels. The Prime Minister is understood to be hosting his own private party in Downing Street.

PARLIAMENT SQUARE PARTY

Nigel Farage is organising a celebration rally from 9pm in Parliament Square. Speakers will include Brexit Party MEP Ann Widdecombe and Tim Martin, the boss of Wetherspoon pubs. Participants are invited to wave flags and sing patriotic songs. Union Jacks have been hung around the square and down The Mall.

BRUSSELS WAVES GOODBYE

European Commission president Ursula von der Leyen will say a final farewell in the European Parliament just before midday. At 7.30pm, a ceremony will see Union flags taken down inside the European Council. After 11pm our time, the UK flag that hangs outside the European Parliament alongside those of other EU member states will be removed. It will go to the House Of European History museum.

What is the Union Budget?

What is the Union Budget?

According to Article 112 of the Constitution of India, the Union Budget is the annual financial statement of the estimated receipts and expenditure of the Central government for that particular financial year. The receipts and disbursements are shown under three parts in which the Government Accounts are kept, viz.,

(i) The Consolidated Fund of India,
(ii) The Contingency Fund of India, and
(iii) The Public Account of India.

The finance minister's Budget presentation speech has many parts. They pertain to various categories: Annual Financial Statement (AFS), Demand for Grants (DG), Appropriation Bill, Finance Bill, Macro-economic framework for the relevant financial year, Medium-Term fiscal policy and a strategy statement, Expenditure Profile, Expenditure Budget, Receipts Budget.

Apart from the AFS, the Demands for Grants and Finance Bill are also mandated by Articles 113 and 110(a) of the Constitution of India respectively. The statements mandated under FRBM Act namely Macro-Economic Framework Statement, Fiscal Policy Strategy Statement and Medium Term Fiscal Policy Statement are presented as per the provisions of the Fiscal Responsibility and Budget Management Act, 2003

Who prepares the Budget

A lot of discussions and consultations are held with the finance ministry, NITI Aayog and other spending ministries while preparing the Union Budget. The finance ministry issues the norms for spending and based on this guideline, the ministries put up their demands for the financial year.

The Budget Division of the Department of Economic Affairs in the finance ministry is the nodal body responsible for producing the Budget.

2020 Union budget - Finance Minister Nirmala Sitharaman to present Budget 2020 tomorrow: From preparation to presentation and tweaks in age-old practices

Union finance minister Nirmala Sitharaman will present Budget 2020 on Saturday Feb 01,2020

This will be Nirmala Sitharaman's second budget as finance minister.

Nirmala Sitharaman had presented the first full Budget of the Narendra Mod led NDA Govt in July 2019

Nirmala Sitharaman is the first full-time woman finance minister of India. Before her, former prime minister Indira Gandhi was the only woman who presented the Union Budget. That was in February 1970

From 2017, the Union Budget is presented on 1 February replacing the previous practice of presenting it on the last day of February every year.

The Railway Budget was merged with the General Budget in 2017 thus putting an end to a 92-year-old practice of presenting a separate rail and general budgets. The Rail Budget was separated from the General Budget in 1924. The last Railway Budget was presented on 25 February 2016 by then railway minister Suresh Prabhu.

Since 2017, the Budget of the Ministry of Railways and the Demands for Grants relating to railway expenditure are presented in Parliament together with the Union Budget from the financial year 2017-18 onwards.  The total receipts and expenditure of the Railways are, incorporated in the Annual Financial Statement of the Government of India.

The decision to merge the railway budget with General Budget was taken along with advancing the date of the Union Budget in the Parliament under the process of budgetary reforms taken up by the government.

Fiscal Deficit - All U Need To Know

Fiscal deficit, by definition, is the difference between a government's revenue receipts plus non-debt capital receipts (NDCR) and its total expenditure

Fiscal deficit occurs when a government collects lesser money - in terms of personal and corporate taxes, GST, market loans and NDCR (money received from sale of old assets) etc. - than it spends, on items such as central sector schemes, salaries of employees, subsidies, payments to states and so on.

In other words, a deficit occurs when a government spends more money than it receives

Fiscal deficit indicates how much extra money the government needs, over and above its collections, to meet its budgetary expenses.

For example, the Union Budget worth Rs 27.86 lakh crore presented in July 2019 pegged fiscal deficit at Rs 7,03,760 crore (3.3 per cent of GDP). The lion's share of that was estimated to be funded by market borrowings, such as government securities and treasury bills worth Rs 4,48,122 crore

Besides market borrowings, components such as securities against small savings, state provident fund and external debt also help a government meet its fiscal deficit, or the shortfall in the money required for meeting expenses

Other terms that are helpful in understanding the concept of fiscal deficit

Revenue deficit

By definition, revenue deficit is the excess of revenue expenditure over revenue receipts. A revenue deficit occurs when actual revenue collected by government falls short of Budget estimates. In Budget 2019, the revenue deficit was estimated at Rs 4,85,019 crore in 2019-20, up 18 per cent compared to revised estimates of Rs 4,10,930 for the previous financial year.

Effective revenue deficit

Effective revenue deficit is defined as the difference between revenue deficit and grants for creation of capital assets.

Primary deficit

Primary deficit is fiscal deficit less interest payments. In Budget 2019, the primary deficit was estimated at Rs 43,289 crore in 2019-20 over interest payments of Rs 6,60,471 crore. (Rs 7,03,760 crore - Rs 6,60,471 crore = Rs 43,289 crore)

All India Bank Strike on Jan 31,2020 and Feb 01,2020 - Services at ATMs, Branches to Take a Hit This Weekend

Banking services will be affected across India as several bank employees' unions have called for a two-day bank strike from Friday Jan 31,2020 as talks with management of public sector lenders on wage revision have failed to reach a consensus

The banks will be closed for the three days as bank unions have announced that they would sit on strike on Friday and Saturday Feb 01,2020

The call for the strike has been given by the United Forum of Bank Unions (UFBU), an umbrella body of 9 bank unions, including All India Bank Officers' Confederation (AIBOC), All India Bank Employees Association (AIBEA) and National Organisation of Bank Workers (NOBW)

Earlier this week, a meeting with the Chief Labour Commissioner remained inconclusive, AIBOC President Sunil Kumar said

The wage revision for employees of public sector banks is pending since November 2017

Apart from the scrapping of the new pension scheme, demands from the Bank unions include 20 per cent pay hike on payslip components, 5-day work week and merger of special allowance with basic pay
