Lokpal Draft Tabled in Parliament - Dec 09,2011

The report on the Lokpal Bill was tabled in the Rajya Sabha by Abhishek Manu Singhvi, Chairman of the Standing Committee on Law and Justice, Public Grievances and Personnel. In the Lok Sabha, committee member Pinaki Misra tabled the same report.

A total of 16 dissenting notes accompany the report, three of them from Congress MPs who disagree with the decision to exclude 57 lakh junior bureaucrats from the jurisdiction of the new Lokpal.
Abhishek Manu Singhvi said the committee addressed 24 issues and on 13 of these, "there was 100% unanimity."
The draft reportedly recommends -
Group C and D Bureaucrats should be brought under State Lokayuktas and at the Central level under the CVC.
Control of the CBI be outside the Lokpal
Including the PM under the Lokpal's purview should be left to Parliament.

Don't rush the Lokpal Bill.Parliament should not come under presure. There should be reservation in the Lokpal Bill.

43 years and atleast 8 versions of the bill,Parliament still has not reached consensus on who and what, exactly it should cover. The Lokpal was introduced in 1968,1971,1977,1985,1989,1996,1998,2001,2008 and 2010.
