Why discontent is rising amongst Indian paramilitary troops

Against the backdrop of a BSF jawan using an online video to raise awareness of the poor food quality served to India's servicemen, it has emerged that there is widespread discontentment among jawans of another paramilitary force.

Members of the Indo-Tibetan Border Police(ITBP) are upset as no one has been promoted in the last four years.

'Due to a court case, no jawan or the officer up to the rank of Commandant belonging to the Indo-Tibetan Border Police cadre has been promoted in over three-and-a-half years.

The almost one lakh personnel-strong ITBP is deployed on the China border from the icy glaciers of upper reaches of Eastern Ladakh in the north to the remotest areas of Arunachal Pradesh in the northeast at heights between 10,000 feet to 18,000 feet. 

Former ITBP DIG JVS Chowdhary blamed the present situation on the 'functionaries' of the force meaning the Indian Police Service officers who join the force on deputation and have captured almost all the plum posts in the force.

For example, the ITBP has 10 Inspector General-posts sanctioned for its personnel but half of them are occupied by IPS officers who are mostly junior to even DIGs of ITBP in terms of age and service.

'Our bosses have their vested interest and we saw that one Additional Director General-rank post was taken away from ITBP to other force and our IGs retire after three years service and can never even think of becoming ADG,' Chowdhary pointed out.
