NDA Govt. brings new, simple IT return forms Sunday May 31,2015

The Finance Ministry on Sunday May 31,2015 came out with new three-page income tax return (ITR) forms, dropping the controversial provision for mandatory disclosure of foreign trips and dormant bank accounts, while it also extended the last date of filing to August 31,2015

The salaried individuals and those persons who do not have business/professional income are required to file I-T returns in either ITR-1 or ITR-2 by July 31 every year.

The new forms — ITR 2 and ITR 2A — will have only three pages and other details will have to be filled in schedules, said a Finance Ministry statement.

At present, individuals/HUFs having income from more than one house property and capital gains are required to file form ITR-2.
Individuals having exempt income without any ceiling (other than agricultural income exceeding Rs 5,000) can now file form ITR 1 (Sahaj). Similar simplification is also proposed for individuals/HUF in respect of form ITR 4S (Sugam)

A new form ITR 2A has been brought out by the Ministry, which can be filed by an individual or HUF, who does not have capital gains, income from business/ profession or foreign asset/foreign income.

The statement also said that the last date for submission of tax returns will be extended to August 31, 2015.
“In lieu of foreign travel details, it is now proposed that only passport number, if available, would be required to be given in forms ITR-2 and ITR-2A. Details of foreign trips or expenditure thereon are not required to be furnished,” it said.

Further, the Ministry has done away with disclosure of details of dormant accounts which are not operational during the last three years.
“As regards bank account details in all these forms, only the IFSC code, account number of all the current/savings account, which are held at any time during the previous year will be required to be filled-up. The balance in accounts will not be required to be furnished,” the statement added

NDA Govt.’s ‘khoyapaya’ website to help trace missing children

With 11 children disappearing every hour in the country, the government will on June 2,2015 roll out a web platform for people to directly report, track and upload information on missing children.

The web portal will be launched by the Women and Child Development Ministry. It will serve as a platform for people to not only report a missing child but also track the efforts towards his or her recovery.

The website, www.khoyapaya.gov.in, will answer all queries as to what action is to be taken when a child goes missing.

A joint initiative of the WCD Ministry and the Department of Electronics and Information Technology, the website will have three sections - ‘My child is missing’, ‘I have sighted a child’ and ‘Search a missing child’.

The website will also provide links to court orders wherein police have been mandated to register an FIR in the matter of a child gone missing and treat it as either abduction or trafficking unless it is proved otherwise in the investigation

No deal in Senate, NSA domestic surveillance program expires Monday June 01,2015

The National Security Agency is losing its authority to collect Americans' phone records in bulk, after GOP Sen. Rand Paul stood in the way of extending the fiercely contested program in an extraordinary Sunday May 31,2015 Senate session.

But that program and several other post-Sept. 11 counter-terror measures look likely to be revived in a matter of days. With no other options, Senate Majority Leader Mitch McConnell, in an about-face, reluctantly embraced a House-passed bill that would extend the anti-terror provisions that expire Sunday at midnight, while also remaking the bulk phone collections program.

Although the lapse in the programs may be brief, intelligence officials warned that it could jeopardize Americans' safety and amount to a win for terrorists. But civil liberties groups applauded as Paul, who is running for president, forced the expiration of the once-secret program made public by NSA contractor Edward Snowden, which critics say is an unconstitutional intrusion into Americans' privacy.

The Senate voted 77-17 to move ahead on the House-passed bill, the USA Freedom Act, which only last weekend fell three votes short of the 60 needed to advance in the Senate. For McConnell, it was a remarkable retreat after objecting ferociously that the House bill would make the bulk phone collections program dangerously unwieldy by requiring the government to search records maintained by phone companies.

"It's not ideal but, along with votes on some modest amendments that attempt to ensure the program can actually work as promised, it's now the only realistic way forward," McConnell said.

The White House backs the House bill. White House Press Secretary Josh Earnest said in a statement: "The Senate took an important - if late - step forward tonight. We call on the Senate to ensure this irresponsible lapse in authorities is as short-lived as possible. On a matter as critical as our national security, individual senators must put aside their partisan motivations and act swiftly."

But the Senate adjourned without final action on the bill after Paul asserted his prerogative under Senate rules to delay a final vote for a couple of days.

China's Toughest Anti-Smoking Legislation Comes into Effect in Beijing Monday June 01,2015

The toughest anti-smoking legislation in China's history came into effect today Monday June 01,2015  in Beijing, with unprecedented fines and a hotline to report offenders following fears of weak enforcement.

The law makes smoking in offices, restaurants, hotels and hospitals illegal, with venues where the ban is flouted liable to fines of up to 10,000 yuan ($1,600).

Venues which repeatedly ignore the law could have their licenses revoked, while individuals caught smoking in specified areas could be fined as much as 200 yuan.

As well as indoor smoking, the law prohibits lighting up in some open-air spaces close to schools, hospitals, and sports venues.

Despite a government awareness campaign that saw posters detailing the law displayed in restaurants and offices around the city, many say it will be difficult to implement

The government-suggested anti-smoking gestures: Don't (不可以), I do mind (我介意) and Please stop (请停止)

Various parties - the police, building managers, tenants and health inspectors - have been called on to implement the ban, but the law "fails to make clear who is ultimately responsible, thus leaving the possibility that they will pass the buck to each other", state-run newspaper Beijing Youth Daily pointed out.

The law - limited to the capital - is not China's first such effort.

A similar nationwide measure was passed in 2011, albeit without financial sanctions, but implementation was lacklustre.

India's First Trangender College Principal

Manabi Bandopadhyay – a transgender from West Bengal – will make history when she takes charge of Krishnagar Women's College in Nadia district on June 9,2015
"For me, it’s a long battle against ignorance. There was a time when I and even my father were threatened with (dire) consequences as I am a transgender. I spent my childhood in Nadia and it’s a comeback to my home with pride and dignity after a long battle," Bandopadhyay told Hindustan Times.
This is not the first time Bandopadhyay, currently an associate professor in Bengali at the Vivekananda Satobarshiki Mahavidyalaya, has created history for the transgender community.

In 1995, she published the country’s first transgender magazine, Ob-Manab (sub-human). The magazine, despite a very low circulation, continues to be published.
"I was the first transgender professor in West Bengal and the first transgender to complete a PhD. Despite getting my due honour, I have always faced threats and insults," said Bandopadhyay, who completed her PhD on transgenders in 2005.
She did her MA in Bengali and joined the Vivekananda Centenary College in Jhargram sub-division as a lecturer in the late 1990s. But she faced challenges from her colleagues in her very first assignment.

Manabi underwent a series of operations in 2003 and 2004 and became a full-fledged woman. In 2004, I became Manabi (which means beautiful woman in Bengali) from Somnath (her given name)

Note
India is estimated to have about two million transgender people.

IBA Signs Agreement with Employee Unions,Officers Association Monday May 25,2015

Around 10 lakh employees of 43 banks, including public sector lenders, will get a 15 per cent hike in salaries, with the Indian Banks Association on Monday May 25,2015 signing a wage agreement with employee unions and officer associations.

The revision, applicable retrospectively with effect from November 1, 2012, will benefit employees and officers in 43 banks including PSU banks, old private sector banks and a few foreign banks.

The 15 per cent hike would put an extra burden of Rs 4,725 crore on the banks.

"The 15 per cent wage revision would cost banks Rs 4,725 crore as incremental salary and allowances in a year. If superannuation cost is included, then the total burden would be around Rs 8,370 crore," IBA chairman T M Bhasin told

As a prudent measure, banks have been making provision for wage hike for last few years.

For officers, the pay has been revised from existing range of Rs 14,500-Rs 52,000 to Rs 23,700-Rs 85,000.

A special allowance for officers ranging from 7.75 to 11 per cent of basic pay along with applicable dearness allowance has been introduced.

The scale of pay of workmen and non-subordinate staff has been revised from Rs 7,200-Rs 19,300 to Rs 11,765-Rs 31,540 while the scale of pay of subordinate staff has been increased from Rs 5,850-Rs 11,350 to Rs 9,560-Rs 18,545.

As per the new pact, a special allowance for workmen at 7.75 per cent of basic pay along with applicable dearness allowance has also been introduced

Arrears to workmen will be given immediately and within 4-6 months for officers.

The wage settlement has also introduced a medical insurance scheme for employees of member banks and their family members.
Earlier, all banks were having reimbursement of hospitalisation and medical expenses on individual bank basis. Now, we have taken consolidated policy from four public sector non-life companies which gives a floater cover of Rs 3 lakh and Rs 4 lakh for family.

The bank employees will now soon get holidays on second and fourth Saturdays.
RBI has given in-principle approval for it (holidays) and we have written to the government. We hope to get permission soon. We expect it should take 3-4 weeks' time to implement it

Hartmut Schick, head of Daimler Buses, said, “We expect the volume of the Indian market for buses weighing more than 8 tons  to more than double by 2020.”

The localisation levels for these buses will be 90% for the BharatBenz brand and 75% for the Mercedes-Benz brands.

Daimler also unveiled a mining truck with a heavy duty engine that will be available in two variants. The company is also planning to launch a truck for transporting heavy-lift project cargo later in the year.

Erich Nesselhauf, MD and CEO of Daimler India Commercial Vehicles (DICV), said that the company has already rolled out over 20,000 trucks out of the Oragadam plant.

The plant is set to create 1,300 job opportunities in Tamil Nadu, 300 for DICV and an additional 1,000 at Wrightbus International, which would operate the plant for Daimler.
“Exports from the plant are also all set to roll out by the third quarter of this quarter. We are planning to export these buses to the Gulf Cooperation Council countries in the Middle East,” said Schick.
