India's President Pranab Mukerjee Slams NDA Govt for using Ordinances 9 times to push bills past Rajya Sabha Monday Jan 19,2015,

On Monday Jan 19,2015, Pranab Mukherjee reminded the legislature once again that he was no rubber stamp president and chastised the NDA Government for using the Ordinance route to push legislations that they thought would not pass the Rajya Sabha test. 

 
In his address to higher educational and research institutions on the topic 'Parliament and Policymaking' through video conferencing, the President slammed both the Government and the Opposition for the manner in which the House has been functioning in the last few months and said that Parliament should become a “more effective platform to build consensus on public policies”.

Pranab Mukherjee was equally critical of the Congress and other Opposition parties for the frequent disruptions in Parliament. 
“It is incumbent on the ruling party and Opposition to sit together and find a workable solution to avoid disruptions. 
"Disruptions are not the way to Parliamentary intervention. Disruptions will only showcase energy but does not allow others to make their voice heard,” he said. 
The President said there is a growing tendency to resort to disruption as a means of Parliamentary intervention. 
“Dissent is a recognised democratic expression, but disruption leads to loss of time and resources, and paralyses policy formulation,” he added. 
He said India's diversity and the magnitude of its problems require that Parliament becomes a more effective platform to build consensus on public policies and a bulwark of our democratic ideals. 
The proceedings in Parliament must be conducted in a spirit of cooperation, harmony and purpose.
The content and quality of debates should be of a high order. Maintenance of discipline and decorum in the House and observance of etiquette and decency are necessary, Mukherjee said. 
“It is the responsibility of entire political establishment to put their heads together and work out a workable solution.
