Mulayam and Mayawati bail out UPA on FDI in Retail in India

Those absent during the vote included -
 Babulal Marandi of the Jharkhand Vikas Morcha (JVM)
 Two MPs of Jharkhand Mukti Morcha (JMM)
 Trinamool Congress MP Kabir Suman and
 Asad Owaisi of MIM

 

Mulayam Singh's Samajwadi Party(SP)with 22 MPs and Mayawati's Bahujan Samaj Party(BSP with 21 MPs abstained the voting (though at the time of FDI Debate in the Lok Sabha,both the parties spoke against bringing FDI in Retail in India)and thus indirectly helped UPA to save the face on FDI.

May be, some GIVE and TAKE understanding between the giver and taker might have influenced such a decision.

Mayawati is facing charges of possessing disproportionate assets which are being probed by CBI. She was served a notice by the Supreme Court in the case

Motion Seeking Cancellation of FEMA Modifications
The motion moved by TTMC's Saugata Roy MP was also defeated in the Lok Sabha as there were 224 votes in favour of the motion, the government managed to negate it with 254 votes.

Opposition Parties Comment on FDI Voting Results

• Bharatiya Janata Party (BJP) and the Left parties accused the government of misusing the Central Bureau of Investigation (CBI) to ensure a win in the House on the issue

• BJP leader Sushma Swaraj said 14 parties had spoken out "passionately" against the issue, and the voting numbers in the Lok Sabha, with SP and BSP staging a walkout, would not reflect true sense of the house."14 parties have spoken against allowing FDI... The number of their MPs works out to 282, that means 10 more than the halfway mark. Only four parties are for it -- Congress, NCP, RJD and RLD. That works out to 224 in favour''

• CPI Leader Gurudas Dasgupta said, "The UPA has moved criminal method, by deliberately using the CBI and using parties to stage a walkout." 

• Trinamool Congress chief Mamata Banerjee,posted a message on Facebook, saying, "It is a shame. The mandate today proves that the UPA-II is a minority government. As against the majority figure of 271, based on the total strength of the House, the support was only 253, despite all attempts made by the selfish people. This Government has lost its credibility. They must take fresh verdict from the people." 

• Harsimrat Kaur (SAD) alleged that "some members voted in favour of FDI policy because of CBI pressure and other considerations."  

Comments of Parties favouring FDI in Retail in India

• Prime Minister Manmohan Singh said the decision to have FDI in multi-brand retail has the approval of the House. 

• DMK Chief M Karunanidhi said "The vote margin will help support the principle of a stable government at the Centre"

• Andhra Pradesh Chief Minister N Kiran Kumar Reddy  hailed the pro-FDI vote in Lok Sabha and said his state is expected to secure foreign investment worth Rs 500 crore in retail business. 

• Minister of State (Independent charge) for Information and Broadcasting Manish Tewari said "It was a contest between reform and retribution...ultimately reform and pragmatism have won. This decision, which has been endorsed by the Lok Sabha would ensure the economy is strengthened''

• RJD chief Lalu Prasad said "BJP and the Opposition parties tried to mislead the people and the House on the FDI in retail issue. There is nothing mandatory in the FDI policy and states have the freedom to implement it if they want''
• Even as it voted in favour of FDI in retail, UPA's key constituent NCP Wednesday struck a discordant note by saying that it did not support implementation of the decision in Maharashtra. "NCP does not support FDI in multi-brand retail," Patel, who is also the Union Minister for Heavy Industry, told reporters outside Parliament soon after its members voted in favour of the move in the Lok Sabha.
