SC/ST Job Promotions Quota Bill Introduced in Rajya Sabha - Wednesday Dec 12,2012

The UPA Govt tabled a Bill providing for ''Reservation to SCs and STs in Promotions in Govt. Jobs'' in the Rajya Sabha on Wednesday Dec 12,2012

The bill was introduced in Parliament after the Union Cabinet approved a proposal to amend Article 16(4) of the Constitution to remove the term "inadequate representation" to justify reservation in promotion and appointments.  
As the Bill is a Constitutional Amendment Bill, both houses of the Parliament would have to pass it with 2/3rd majority.





Political Parties' Position on the Bill
Congress: Wants to pass the bill at the earliest
Left: Supports the move
BSP: Wants appropriate credit for the bill
Samajwadi Party: Opposed to reservation in promotions. It is in favour of quota in jobs.
BJP: Hasn't revealed its stand.
JD(U): Supports the move
DMK: Favours inclusion of OBCs in the bill


Note
The previous Uttar Pradesh government headed by Mayawati had provided reservation benefits for SCs, STs in promotions to higher posts in government jobs.

The Allahabad High Court has struck down the government decision.

The Supreme Court on April 28 has upheld the High Court order and termed the state government decision as unconstitutional and done without any sufficient data
