2020 Delhi Assembly Election Results - The 8 BJP men who stood Kejriwal storm Tuesday Feb 11,2020

The BJP may have looked like giving a fight to Arvind Kejriwal led Aam Aadmi Party (AAP) when the counting of votes for Delhi assembly polls began on Tuesday Feb 11,2020, but the saffron party was all but swept in the Kejriwal storm by the time the dust settled

Several party stars were vanquished leaving only 7 men standing till the last stages of counting as per the data made available by the election commission at 4 pm

1)MS Bisht, Karawal Nagar
Mohan Singh Bisht of the BJP has emerged one of the heroes for the party after securing 71,268 votes against Durgesh Pathak of AAP, who polled 41983 votes after the 18th round of counting. He is trailing Bisht by close to 30 thousand votes

2)Vijendra Gupta, Rohini
It appeared at one point that the Delhi BJP stalwart could end up as one of the many electoral casualties but Gupta made a comeback on the Rohini seat, his home turf against AAP’s Rajesh Nama Bansiwala. Gupta with 50,075 votes was leading Bansiwala--40,942 votes—by close to 10 thousand votes after 11 rounds of counting

3)Jitender Mahajan, Rohtas Nagar
In Rohtas Nagar, Jitender Mahajan is leading by over 13 thousand votes against AAP’s Sarita Singh who got 44785 votes after 11 rounds of counting

Bajpai had secured 40652 votes against 37143 votes polled by AAP’s Chaudhary. Congress’ Arvinder Singh Lovely polled 19486 votes. It remains to be seen if his good showing helped Bajpai

7)Abhay Verma, Laxmi Nagar
Abhay Verma is leading from Laxmi Nagar constituency in east Delhi by the thinnest of margins – 62 votes—against his rival from AAP, Nitin Tyagi. Verma polled 62909 votes against 62847 votes polled by Tyagi after 14 rounds of counting.

8)Ramvir Singh Bidhuri
Ramvir Singh Bidhuri won by a margin of 3,000 votes from the Badarpur seat. Bidhuri was an MLA for three terms from Badarpur. During the first Legislative Assembly of Delhi, he was a member of the Janata Dal.
During the third Legislative Assembly, he was a member of the Nationalist Congress Party (NCP) and during the fifth Assembly election, he contested as a BJP candidate. In 1991, Bidhuri had contested the general elections from the East Delhi Lok Sabha constituency.

Supreme Court of India(SCI) Ruling On Reservation - No fundamental right to claim reservation, State not bound to provide reservation in promotion Read more at: https://www.deccanherald.com/national/no-fundamental-right-to-claim-reservation-state-not-bound-to-provide-reservation Friday Feb 07,2020

In a major judgement, the Supreme Court of India(SCI)has said that there is "no fundamental right which inheres in an individual to claim reservation in promotions", and also no court can order a state government to provide for reservation to SC/STs.

A bench comprising Justices L. Nageswara Rao and Hemant Gupta said, "In view of the law laid down by this Court, there is no doubt that the State Government is not bound to make reservations.

There is no fundamental right which inheres in an individual to claim reservation in promotions. No mandamus can be issued by the Court directing the State Government to provide reservations."
Citing the necessity of relevant data collection regarding representation of SC/STs in public jobs, the apex court emphasized this exercise is pre-requisite to begin reservation. And this data collection exercise, is not required when the state government decided not to provide reservations

The SCI observed the state government has the absolute discretion to decide whether or not to provide for reservation in jobs or reservation in promotions. Also, the state government is not under any obligation to do so.

Citing its judgement, the bench said that Article 16(4) and 16(4-A) are enabling provisions and the collection of quantifiable data showing inadequacy of representation of Scheduled Castes and Scheduled Tribes in public service is a "sine qua non for providing reservations in promotions."

The SCI also clarified that a state government is bound to collect data regarding inadequacy of representation of SCs/STs in government services when it wants to provide reservation but otherwise. The top court also observed that the state cannot be issued directions to provide reservations for appointment in public posts. "The State is not bound to make reservation for Scheduled Castes and Scheduled Tribes in matters of promotions", added the court.

Some of the past SCI judgments which had cited this regarding reservation

MR Balaji v. State of Mysore (1963, 5-judge bench)
This case related to a challenge to an order by erstwhile state of Mysore reserving 68% seats in engineering and medical colleges for educationally and socially backward classes and the SC and STs.
The court in its judgment observed that Article 15 (4), which empowers the state to make special provisions for the SC and STs, is an enabling provision. “It does not impose an obligation, but merely leaves it to the discretion of the appropriate government to take suitable action, if necessary.”

CA Rajendran v. Union of India (1967, five-judge bench)
The court dealt with the Centre’s decision that there would be no reservation for the SC and STs in appointments made by promotions to Class I and II services in the railways as these required a higher degree of efficiency and responsibility.
However, such reservations were to continue in certain grades and services in Class III and Class IV. The Centre’s had said there is no constitutional compulsion to make reservations for the SCs and STs in posts filled through promotion and the question whether reservation should be continued or withdrawn was entirely a matter of public policy.
The Supreme Court agreed with the Centre holding that Article 16(4) does not confer any right on the petitioner and there is no constitutional duty imposed on the government to make reservation for the SCs and STs, either at the initial stage of recruitment or at the stage of promotion.
“Art. 16(4) is an enabling provision and confers a discretionary power on the State to make a reservation of appointments in favour of backward class of citizens which, in its opinion, is not adequately represented in the Services of the State,” the court said.

Indra Sawhney v. Union of India (1992, nine-judge bench)
The court, while dealing with whether creamy lawyer should be excluded from the purview of reservation, stated that Article 16(4) is an enabling provision and permissive in character. The provision, the court noted, is a source of reservation for appointments or posts in services for backward class of citizens

Ajit Singh v. State of Punjab (1999, five-judge bench)
This case related to reservation in promotions and whether reserved candidates, who get promotion would be entitled to claim seniority over general candidates who get promoted at a later point in time.
The court noted with the approval the law laid down in its previous judgments in MR Balaji v. State of Mysore (1963) and CA Rajendran v. Union of India (1967) and ruled that there is no duty on the government to provide reservations

“In view of the overwhelming authority right from 1963, we hold that both Articles 16(4) and 16(4A) do not confer any fundamental rights nor do they impose any constitutional duties but are only in the nature of enabling provision vesting a discretion in the State to consider providing reservation if the circumstances mentioned in those Articles so warranted,” the court said.

M Nagaraj v. Union of India (2006 – five-judge bench)
The case related to a challenge to an amendment to Article 16(4A). Article 16(4A), before its amendment, empowered the government to provide reservations to the SCs and STs in matters of promotion.
Parliament amended it in 2001 providing reservation in promotion with consequential seniority which was challenged before the apex court.
The court, in its judgment, observed that the government is not bound to make reservation for the SCs and STs in the matter of promotions. However, if it wishes to exercise discretion and make such provision, the state has to collect quantifiable data showing backwardness of a class and inadequacy of representation of that class in public employment.

In a significant judgement, the Supreme Court on Friday said an individual cannot claim reservation as a fundamental right and the government is not bound to provide quota in promotion for the Scheduled Caste and Scheduled Tribe employees in public j...

2020 Delhi Assembly Elections Results - Congress losses deposit on 67 out of 70 seats Tuesday Feb 11,2020

Delhi has once again rejected the grand-old Congress in the Assembly Elections

After giving Shiela Dikshit a chance to rule for 15 years straight, Delhi seems to be in mind to keep the party at bay for a long time.Congress, which had run a campaign on good olds days, seems to have been forgotten by the national capital as the party has failed to save its deposit on 67 out of 70 seats

Only three seats where it managed to score enough votes to save deposits were Gandhi Nagar, Badli and Kasturba Nagar.

Even Alka Lamba, who had won the Chandni Chowk seat from an AAP ticket in 2015, failed to save her deposit.

A candidate forfeits his or her deposit if they fail to secure one-sixth of the total number of valid votes cast in the constituency

In Assembly elections, candidates deposit Rs 10,000 to Election Commission before the polls, if they fail to achieve one-sixth of votes, their deposit is forfeited.

KL Rahul emulates Rahul Dravid’s 21-year-old feat

K L Rahul became the first Indian wicket-keeper to hit a century outside Asia after Dravid’s effort in the 1999 World Cup against Sri Lanka at Taunton.Dravid had scored 135 in that match against Sri Lanka and also kept wickets.

MS Dhoni does not have a hundred outside Asia in ODIs.

This was also the first ODI hundred hundred by an Indian player batting at No. 5 or below since MS Dhoni’s 134 against England at Cuttack in Jan 2017

K L Rahul’s 4th ODI hundred took India to 296 for 7 after being sent in by New Zealand in the 3rd ODI.

K L Rahul made 112 runs (from 113 balls), including nine fours and two sixes, as he rescued India from 62/3 in the 13th over after being sent in to bat. He put on 100 runs with Shreyas Iyer (62 off 63 balls) for the fourth wicket, and later on another 107 runs with Manish Pandey (42 off 48 balls) for the fifth wicket

Shreyas Iyer surpasses Ian Chappell to create world record

India batsman Shreyas Iyer continued his rich vein of form and slammed a fine half-century Vs NZ the third and final ODI at Bay Oval in Mount Maunganui on Tuesday

Shreyas Iyer has now slammed eight fifties and one century in 17 matches and his average reads in excess of 49 while his strike rate is better than run-a-ball

Courtesy of his latest fifty, Shreyas Iyer surpassed former Australia cricketer Ian Chappell’s mark to set a new world record.

Shreyas Iyer now holds the record for best percentage of 50+ scores in ODIs. The right-hander has nine 50+ scores in 16 innings in 50-over format and his percentage reads 56.25. Earlier, the record was held by Chappell, who had eight 50+ scores in 16 innings.

Highest percentage of 50+ scores (min. 10 innings)

56.2 (9/16): Shreyas Iyer (IND)
50.0 (8/16): Ian Chappell (AUS)
50.0 (5/10): Aaqib Ilyas (OMN)

43.7 (7/16): Rassie van der Dussen (SA)

Jasprit Bumrah goes wicketless for the 1st time in bilateral series

Apart from the series whitewash, Jasprit Bumrah's form ahead of the Test series will be a huge cause for concern for Virat Kohli's Indian team as he once again failed to pick up a wicket in the third and final ODI against New Zealand on Tuesday Feb 11,2020

Ranked No. 1 in the 50-over format, Bumrah's wicketless run has now stretched to four ODIs in succession since his return to the Indian limited-overs team in January, following his back injury. Before this series, Bumrah had never gone wicketless for more than 2 ODIs in a row.

This is also the first time he has failed to pick up a single wicket in a bilateral ODI series.

He finished with 0 for 50 in 10 overs in Mount Maunganui while in the first two matches he had figures of 0 for 64 and 0 for 53 respectively. In all he has bowled 30 overs for 167 runs with 1 maiden to his name

2020 Delhi Assembly Election Results - Arvind Kejriwal's Aam Aadmi Party(AAP) Heads For Big Win In Delhi Tuesday Feb 11,2020

Arvind Kejriwal's Aam Aadmi Party(AAP) looks likely to win a sweeping 60-plus seats -- marginally short of the 67 seats it won in 2015 -- building on its early morning surge as the counting of votes progressed

The BJP, which was hoping for around 55 seats, might end up with less than 10 - an outcome many opposition leaders have hailed as a defeat of divisive politics

The campaign for Delhi has been has been highly polarised, riddled with violence and hate speeches.

The BJP had banked on the anti-CAA protests at Shaheen Bagh for a surge

AAP had expressed confidence that its performance in health and education sectors and free power and water to the people will see it through.

The AAP had fielded nine defectors, including five Congress leaders who recently joined the party. Ram Singh Netaji (Badarpur) and Vinay Mishra (Dwarka) were among them.

Former AAP MLA from Dwarka, Adarsh Shastri, switched sides to Congress ahead of February 8 polls. He was fielded from the same constituency by the Congress, but finished at the third spot. He is the grandson of former prime minister Lal Bahadur Shastri and his father Anil Shastri is still with the Congress.

Vinay Mishra, also a turncoat, won by over 13,000 votes. Mishra is Congress leader Mahabal Mishra's son.

Ram Singh Netaji, who was fielded from Badapur by the AAP after dropping sitting MLA Narayan Dutt Sharma, lost to BJP rival Ramvir Singh Bidhuri.

AAP's Prahlad Singh Sawhney, a former four-time Congress MLA, was pitted against sitting MLA Alka Lamba in the Chandni Chowk constituency. Lamba, who had joined Congress, finished at the third spot with only 3,421 votes, while Sawhney won the seat with a margin of over 27,000 votes.

Dhanwati Chandela, who lost to BJP/SAD's Manjinder Singh Sirsa in Rajouri Garden on a Congress ticket, was fielded by AAP this time. She defeated BJP's Ramesh Khanna by a margin over 20,000 votes.

Rajkumari Dhillon, also a former Congress leader, was AAP's candidate from Hari Nagar against BJP's Tajinder Singh Bagga, famous for his internet spats. She defeated Bagga by over 20,000 votes.

Shoaib Iqbal, a five-time MLA from Matia Mahal, had parted ways with the Congress and joined the AAP just a few days before the candidate list was announced. He defeated BJP's Ravinder Gupta by over 50,000 votes.

Bhisham Sharma, who was expelled from the Congress and went to the BJP, fought on a Congress ticket from Ghonda this time but lost to BJP's Ajay Mahawar by a margin of over 28,000 votes.

BJP's Chaudhary Surender Kumar who switched sides to AAP, was fielded from Gokalpur, a reserved constituency. He defeated saffron party's Ranjeet Singh by over 20,000 votes.

From Bawana constituency, Aam Aadmi Party fielded Jai Bhagwan Upkar, who had left the BJP. He defeated BJP's Ravinder Kumar by over 10,000 votes.

Former AAP MLAs Gugan Singh and Devender Sehrawat had joined the BJP but were not given tickets.

Key Winners & Losers

3  of the 46 sitting MLAs fielded by the Aam Aadmi Party (AAP) from the same constituencies as in the 2015 polls lost in this election. These include Nitin Tyagi from Laxmi Nagar, Sarita Singh from Rohtas Nagar and SD Sharma from Ghonda. Besides, the party had brought 23 fresh faces this time, of which five lost, including Ram Singh Netaji who shifted to AAP from the Congress and lost from Badarpur

In at least 13 constituencies where victory margins ranged from below 7,000 votes to as low as 753

Among the cabinet ministers in the AAP government, the highest margin belonged to social welfare minister Rajendra Pal Gautam, who won the Seemapuri seat by 56,108 votes. Food and civil supplies minister Imran Hussain registered a victory with a margin of 36,172 votes. Labour minister Gopal Rai won the Babarpur seat by 33,062 votes and chief minister Arvind Kejriwal registered a victory from the New Delhi constituency with a margin of 21,697 votes.

PWD minister Satyendar Jain, who had a cliffhanger of a contest, finally won Shakur Basti by 7,592 votes, while Gahlot also won the Najafgarh constituency by 6,231 votes. Sisodia had the lowest victory margin of all cabinet ministers, winning by 3,207 votes.

A stunning collapse that saw New Zealand lose seven wickets for 55 runs threatened to take the hosts out of the equation at the halfway stage.

However, a smart, unbeaten 73 from Ross Taylor allowed them to recover and post a fairly competitive 273.

Earlier New Zealand were 142/1 at one stage with a well-set Martin Guptill taking charge

Set a target of 274, India's top order was dismantled early, leaving the middle and lower order with a lot of catching up to do

Shreyas Iyer led that bid with a busy 52, the lone noteworthy performance from the batting group.

Adding to his efforts were Ravindra Jadeja (55) and Navdeep Saini (45) who put on a 76-run stand for the eighth wicket to raise hopes of an unlikely win

New Zealand chased down 348 to end an eight-match losing streak in international cricket

Prithvi Shaw and Mayank Agarwal made their debut for India in the first ODI at Seddon Park in Hamilton as hosts New Zealand won the toss and opted to bowl first.

Mayank Agarwal and Prithvi Shaw joined an elite list as soon as they walked to bat in the first ODI against New Zealand.

Shaw and Agarwal became only the fourth opening pair for India to have made their debut in the same ODI.

The last instance when two debutants opened the batting for India was when KL Rahul and Karun Nair batted against Zimbabwe in 2016.

Instances where two debutantes opening the innings for IND in ODIs.
  1. Sunil Gavaskar and Sudhir Naik vs ENG in 1974
  2. Parthasarathy Sharma and Dilip Vengsarkar vs NZ in 1976
  3. KL Rahul and Karun Nair vs ZIM in 2016
  4. P Shaw and M Agarwal vs NZ in 2020

Prithivi Shaw 20(21 Balls 4x3) and Mayank Agarwal 32(31 Balls 4x6) gave India a brisk start and brought up the fifty inside 8 overs, becoming the first Indian opening pair to put up a fifty-run stand on ODI debut.

Both Agarwal and Shaw have been called-up as replacements. Prithvi Shaw was named in the squad after Shikhar Dhawan was declared unfit and Agarwal came in as Rohit’s cover after the latter injured his calf muscle during the 5th T20I.

Mayank and Prithvi came out to open the batting for India as Virat Kohli decided to stick with KL Rahul in the middle order

K L Rahul became the first India batsman since 2013 to score 50 or more from No. 5 or below at a strike rate of more than 150 when batting first

Ever since his comeback into the Indian team after the 2019 World Cup, Shreyas Iyer has been among the most consistent batsmen in the side

In 9 ODIs since August 2019, when Iyer returned to the team, he has averaged 53, with a strike rate of 104.95 (the best among Indians who have faced at least 100 balls since then)

In 16 T20Is in the same period, Iyer has an average of 33.40 at a strike rate of 138.01. He is placed third and fourth on the highest run-scorers' lists for ODIs and T20Is respectively since August, and quietly, Iyer has become an important member of a batting line-up

After going more than five years without committing an over-rate offence, India have now had to pay fines in three consecutive matches, the latest a whopping 80% of their match fee after being found four overs short of the target in the first ODI against New Zealand in Hamilton

Shivam Dube Hit For 34 Runs in an Over, Second Most Expensive in T20I History

Indian all-rounder Shivam Dube entered the T20I record books against New Zealand, albeit for the wrong reason, as he was hit for 34 runs by the duo of Ross Taylor and Tim Seifert in the tenth over of the second innings during the fifth T20I. It is now the second most expensive over bowled in the history of the format

The first three balls of the over from Dube were hit for a six, six and four by Seifert as he set the tempo straight up. The fourth ball of the over saw a single being taken and Ross Taylor getting on strike. Unfortunately for Dube, the fifth ball was a no-ball, hit for a boundary, and the free-hit delivery was hit for a six by Ross Taylor once again. The final ball of the over also saw Taylor hitting a six, as the over finished on a whopping 34 runs

The most expensive over ever bowled in the format is none other than the one bowled by Stuart Broad to Yuvraj Singh in the 2007 T20 World Cup, in which he hit the Englishman for six consecutive sixes
