Crude Oil Storage Facilities in India

Crude Oil Storage Facilities in India

The crude oil storages are in underground rock caverns which are considered the safest means of storing hydrocarbons

A series of pipes running from the surface (above) descend into the underground rock caverns (below). Crude oil will be pumped into the caverns through these pipes

Developed by Indian Strategic Petroleum Reserves Ltd (ISPRL), a special purpose vehicle floated by the Oil Industry Development Board, in Visakhapatnam  in Andhra Pradesh

Apart from the natural caverns, concrete tanks are being built at Vishakhapatnam port. Both underground facilities can together hold 1.33 metric tonnes (MMT) of crude—the equivalent of 1,29,221 truck-tanker loads.

The facility comprising natural cavern and concrete tanks has the capacity of 1.33 million metric tons (MMT) including 0.3 MMT chamber for use by Hindustan Petroleum Corp Ltd (HPCL)

ISPRL has invested Rs.1,178 crore in the project while HPCL has spent Rs.265 crore

LocationApproved Cost of Construction (in Rs crore)Capacity (MMT)Anticipated Completion Date
Vishakapatnam 1038 1.33 Completed
Mangalore 1227 1.5 Oct-2015
Padur 1693 2.5 Oct-2015
Put together, the three facilities - managed by the Indian Strategic Petroleum Reserves Ltd - can hold 5.33 MMT of crude oil, the equivalent of 5,17,857 truck-tanker loads (of 12 kilolitre capacity each).

Note

India — the fourth-biggest energy consumer in the world after the US, China and Russia — depends on imports for more than 80% of crude oil it processes for domestic consumption.

The global standard for strategic oil reserves, as set by International Energy Association (IEA) for member-countries, is 90 days of net oil imports.
USA holds 95 MMT of strategic reserves, the highest by any country in the world.
Japan, which like India is dependent on imported oil, has the second highest reserves with 44 MMT

At present, the country can store crude oil in storage tanks of refiners and oil pipelines for less than 45-50 days.

Two other storages are coming up at Mangalore(1.5 MT) and Padur, near Udupi(2.5 MT) on the western coast.

Four more caverns of 12.5 million tonnes capacity will be built in the second phase, for which the locations that have been identified include Bikaner, Rajkot, Chandikhol and Padur
