2013 Chhattisgarh Assembly Election Nov 11 & 19,2013

Election Commission of India(ECI) Notifies Election Dates for 5 States Friday Oct 5,2013
The Election Commission of India(ECI)announced on Friday Oct 5,2013 that the polls to the Assemblies in the National Capital Territory of Delhi and the States of Chhattisgarh, Madhya Pradesh, Rajasthan and Mizoram will be held between November 11 and December 4,2013 and Counting of votes will be taken up on December 8,2013


Chief Election Commissioner V.S. Sampath told journalists here that as per the Supreme Court direction, a ‘None of the Above’ button (the option of rejecting all candidates) would be provided in electronic voting machines in the polls

Over 11.60 crore voters are eligible to exercise their franchise

BJP is the ruling party in the States of M P and Chhattisgarh

In Mizoram, the ruling Congress is hoping to retain power

In Rajasthan,chief minister, Ashok Gehlot(Congress)is challenged by BJP's Vasundhra Raje Scindia.BJP is counting on the anti-incumbency factor, the Congress seems confident that the UPA and the state government's welfare schemes will bring in votes.

The only non-Congress CM to rule Madhya Pradesh for five years in continuation, Shivraj Singh Chouhan is in the fray for a third term and will ask voters to bring the BJP and him back to power for an third consecutive term. Challenging him is the Congress led by Jyotiraditya Scindia.

In Chhattisgarh,Chief Minister Raman Singh(BJP)is holding the power since 2003.Raman Singh is in the fray for a third term, the major players in the Congress are MP from Korba Charan Das Mahant, Ajit Jogi and former MP CM Motilal Vora

Phase One -Polling on Nov 11,2013

18 Naxal-affected constituencies of the southern region will go to polls in the first phase on Nov 11,2013.

Eighteen constituencies in Bastar, Bijapur, Kondagaon, Sukma, Kondagaon, Kanker and Rajnandgaon will go to polls in the first phase

Gazette notification for the first phase will be issued on October 18, 2013 with filing of nominations to begin on the same day

Final date for filing nominations has been scheduled on October 25, 2013 after which scrutiny of nominations would be completed by the next day.

Contestants may withdraw their name by October 28,2013

143 candidates are in battle for the first phase of polls.

 

 Phase Two -Polling on Nov 19,2013

72 constituencies of 16 Districts will vote in the second phase on Nov19,2013.

The gazette notification for the second phase will be issued on October 25,2013

The last date to file nominations will be Nov 1 and scrutiny will be completed by the next day.

Contestants may withdraw their candidatures until Nov 4 ,2013

A total of 957 candidates were shortlisted after scrutiny, of which 115 candidates withdrew their names leaving 842 candidates in the fray for the second phase of the assembly polls, Joint Chief Electoral Officer DD Singh told

A total of 18,004 polling stations have been set up for the second phase of polls, out of which 17,350 are primary booths, while 654 are auxiliary booths

 

Counting on: 08.12.2013 (Sunday)

As per the SC's Order  on Sep 27,2013, Election Commission has decided to include of 'None of the above' (NOTA) provision in the Assembly polls

 

 

Model Code of conduct for Polls Implemented

The political parties have been informed about the opening of bank account for their candidates at least a day before filing their nominations and the candidates will have to manage their poll expenses from the account

The limit of poll expenditure in one constituency has been fixed at Rs. 16 lakh

About 1,67,97,368 voters in the state, of which 85,51,862 are men and 82,45,506 women

A total of 21,418 polling stations are in the state which requires 1.10 lakh personnel for conducting elections

As per the directives of the Supreme Court, if the candidate misses out something while filling the nomination form then it will be the responsibility of the Returning Officer to inform the candidate about those missing entries

 

Seven small parties get poll symbols

The Election Commission has allotted poll symbols to seven registered unrecognised parties in Chhattisgarh for the forthcoming Assembly elections on Nov 11 and 19,2013

According to the ECI -

  • Chhattisgarh Swabhiman Manch was allotted 'whistle'

  • Bhartiya Bahujan Party was given 'sewing machine' 

  • Hindustan Swaraj Party was given the symbol of 'diesel pump'

  • Bhartiya Picchda Dal was allotted 'glass tumbler'

  • Bhartiya Sadbhawna Samaj Party was allotted 'slate'

  • Gondwana Gantantra Party was allotted 'saw'

  • Shaktisena (Bharatdesh)was allotted 'candle'

BJP and Congress  Gear Up for the Assembly Election

Chhattisgarh Chief Minister Raman Singh(BJP) said that people of the state have elected BJP twice and once again they will show faith in the party and claimed his government has fulfilled the promises made during previous elections manifestos

"In last 10 years, Chhattisgarh has witnessed rapid growth in several sectors. Beside developing infrastructure, Right to Food was enacted. We have taken care of every section including labourers, farmers and students,"

Opposition Congress has also geared up with the declaration of polls, saying that it will raise the issues of corruption, false promises and poor law and order situation in the state during BJP regime


"Our party is completely ready for the election. People of the state are fed up with the BJP and this time they will definitely bring change," state Congress chief Charandas Mahant(

The BJP on Sunday announced a list of 67 candidates for the 90-Member Assembly, replacing nine sitting MLAs and retaining all the serving 12 ministers in the Raman Singh cabinet. 20 new faces are in the list which includes 23 ST's,9SC's and 19 BC's  Chief minister, Dr Raman Singh, would seek re-election from Rajnandgaon against Congress nominee, Alka Mudaliar, widow of slain leader, Uday Mudlaiar    BJP Announce Candidates for 2nd phase of polls Sunday Oct 27,2013 Deputy Speaker of Chhattisgarh assembly Narayan Chandel figured in the list of 21 candidates announced by BJP for the second phase of polling to be held on Nov 19,2013BJP had announced the names of candidates for 67 seats on October 20 for the two-phased poll scheduled on November 11 and 19.
