National Rural Health Mission(NRHM) and Uttar Pradesh NHRM Scam


National Rural Health Mission (NRHM) is an Indian Health Program for improving Health Care Delivery across rural India. The mission, initially mooted for 7 years (2005-2012), is run by the Ministry of Health(MOH) . The scheme proposes a number of new mechanisms for healthcare delivery including -
training local residents as Accredited Social Health Activists (ASHA) and
 the Janani Surakshay Yojana (motherhood protection program)
The Scheme also aims at improving Hygiene and Sanitation infrastructure .
National Rural Health Mission (NRHM) has a special focus on 18 states -
Arunachal Pradesh,Assam,bihar,Chattisgarh,Himachal Pradesh,J&K,Manipur,Mizoram,Meghalaya,Madhya Pradesh,Nagaland,Orissa,Rajastan,Sikkim,Tripura,Uttarkhand and Uttar Pradesh.

Uttar Pradesh NRHM Scam

 

Uttar Pradesh NRHM Scam is a corruption scandal in U.P in which top politicians and bureaucrats are alleged to have siphoned off a massive sum (estimatedatINR10,000crore(US$2.2 Billion) 

At least 5  people are said to have been murdered in an attempt to coverup large-scale irregularities.The NRHM scam came to the limelight after two Chief Medical Officers(CMO) - the top health functionary of the state -- were successively murdered in posh localities of the state capital, Lucknow. Dr. Vinod Arya (Oct 2010) and Dr. B. P. Singh (April 2011) were shot dead in broad daylight outside their houses, by motorcycle-riding killers, using the same weapon. Deputy-CMO Y.S. Sachan, who is thought to have had a role in the murders, was arrested, but died mysteriously in prison. Subsequently, three other functionaries who were under investigation have also been murdered or died under suspicious circumstances.

  

Several ministers and ex-ministers of the ruling BSP govt in Uttar Pradesh are being investigagted by the CBI   

                                                    

                                                                     



                                                       

 

CAG Report

A CAG report blamed the state's health and family welfare department functionaries, middlemen and contractors for guzzling INR5,700 crore(US$1.25 Billion) or 68% of the INR8,657 crore(US$1.9 Billion) released between 2005 and 2011 under the NRHM.

 

NRHM Scam Accused Commits Suicide

Project Manager Sunil Verma shot himself at his Vikas Nagar residence at around 8:30 AM. on Monday Jan 23,2012. The 52-year-old official was taken to a hospital where the doctors declared him dead. Verma was a project manager associated with the construction and design division of Uttar Pradesh government.
The Construction and Design Division is a part of the UP Jal Nigam and Verma was was overseeing all the construction related work under the NRHM scheme.

NRHM case: CBI questions UP Jal Nigam official 

Intensifying its probe into the National Rural Health Mission scam, the CBI on Tuesday Jan 24,2012 questioned Chief General Manager of UP Jal Nigam's Construction and Design Services, Bharat Singh, whose project engineer Sunil Verma had allegedly committed suicide in Lucknow

Bharat Singh was among 12 people including the witnesses, suspects and accused questioned by the agency in connection with eight cases registered by it relating to alleged swindling of funds in NRHM, CBI sources said.

NRHM Scam: CBI Raids Ghazipur District Hospital

A CBI team on Wednesday Feb 8,2012 conducted searches at the district hospital in Ghazipur in connection with the National Rural Health Mission scam. The two-member team checked documents and also took custody of some papers, official sources said.

This is the third CBI raid in the district in the past 20 days.

 

NRHM Scam: CBI Register Case

4 fresh cases were registered by the CBI on Friday Feb 24,2012 in connection with alleged embezzlement of funds under NRHM scheme by the then Chief Medical Officers in collusion with private drug suppliers to procure sub-standard medicines at exorbitant rates

 

NHRM Scam:CBI Conducts Fresh Raids in UP

The CBI on Saturday Feb 25,2012 conducted fresh raids at 23 places across the state of Uttar Pradesh in connection with the National Rural Health Mission (NRHM) scam. The Raids are being conducted in cities including Lucknow, Varanasi, Ghaziabad, Kanpur, Jhansi, Meerut.

The CBI sources have said that the residences of the Chief medical officers (CMOs) and deputy CMOs are being raided.

CBI raids premises of former UP Minister Anant Mishra

The CBI on Saturday June 02,2012 carried out searches at the premises of former Uttar Pradesh Minister Anant Mishra in Lucknow and in Kanpur in connection with its probe in the National Rural Health Mission (NRHM) scam.
