Anna Hazare,Jan Lokpal Bill,govt's response and subsequent rally and fasting



The Jan Lokpal Bill (Citizen's ombudsman Bill) is a draft anti-corruption bill drawn up by prominent civil society activists seeking the appointment of a Jan Lokpal, an independent body that would investigate corruption cases, complete the investigation within a year and envisages trial in the case getting over in the next one year. Drafted by Justice Santosh Hegde (former Supreme Court Judge and former Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission.

Salient Features of Jan Lokpal Bill:


1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3.  Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within 2 years.Cases against corrupt people will not linger on for years anymore:

4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant


 India Against Corruption movement is an expression of collective anger of people of India against corruption and to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill.

Anna Hazare in Tihar Jail
 Delhi Police detained/arrested (or took preventive custody of )Anna Hazare before he could go on indefinite hunger strike on August16,2011 and put in Tihar Jail,New Delhi to 7 days judicial custody.Hazare was sent to judicial custody on 16.08.2011Tuesday after he refused to sign a bond which stated that he and his supporters would not violate Section 144

Anna's detention spread through the city. Supporters thronged the streets and the places where Anna Hazare was to conduct his fast.  Hundreds were detained and were taken to Chhatrasal Stadium in North Delhi

Anna was taken to the DCP West's office.

By evening Anna Hazare and 7 supporters(Manish Sisodia, Arvind Kejriwal, Darshak, Radheshyam, Suresh Pathare, Naveen Jaisingh and Dada Phatare) were sent to Tihar Jail No. 4. But a few hours later, Shanti Bhushan and Kiran Bedi were released.However,Anna Hazare refused to come out of the jail but launches fast inside the Tihar Jail.

 Home Minister P Chidambaram said Hazare was arrested under Sections 107 and 151 of the CrPC because Delhi Police felt that he could commit a cognizable offence.

The 73-year-old Hazare, who is continuing his fast, is understood to have spent the night at one of the rooms in the Administrative Block of the jail premises along with his associate Arvind Kejriwal.

 Hours after Anna Hazare was taken into preventive custody, the National Human Rights Commission (NHRC) on Tuesday issued notices to the Union Home Secretary and the Delhi Police Commissioner seeking a report within two weeks on the episode
