The word Lokpal has been derived from the Sanskrit words "loka" (people) and "pala" (protector/caretaker). So the word Lokpal means 'protector of people'. The concept of Lokpal has been drawn up to root out corruption at all levels.The basic idea of the Lokpal is borrowed from the office of the ombudsman in other countries.
It provides for filing complaints of corruption and anyone (except for a public servant)can file a complaint and the Lokpal has to complete the inquiry within 6 months.
What is lok pal and lok ayukhta?
Lokpal (or Lok Pal) and Lokayukta (Lok Ayuktha) are the Indian versions of Ombudsman. An ombudsman is an official, usually (but not always) appointed by the government or by parliament, who is charged with representing the interests of the public by investigating and addressing complaints reported by individual citizens.
Lokpal is an officer who investigates complaints of citizens of unfair treatment meted out to them by Government Departments and suggests remedy thereof, if he finds that a complaint is justified.
Lok Ayukta is a person appointed by the Governer of an Indian state for the purpose of conducting inquires against state-level officials above the rank of deputy commissioners, Chief Minister, Members of the Legislative Assembly, Municipal Councilors, and the Chairman, Vice Chairman, Managing Director and Members of Boards which are subject to the control of the Government.
Lok Pal BillThe first Lokpal Bill was introduced by Shanti Bhushan and passed in the 4th Lok Sabha in 1969 but could not get through in the Rajya Sabha, subsequently.
Lokpal bills were introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008, yet they were never passed and it is pending for the past 42 years.
