Congress chief Rahul Gandhi on Friday Nov 09,2018 released the party's manifesto for Chhattisgarh which promises farm loan waiver, minimum support price for crops as per the Swaminathan Commission recommendations and ban on liquor sales.

The state will go to polls in two phases on November 12 and November 20 and counting of votes will take place on December 11.

Mr Gandhi released the manifesto, titled "Jan Ghoshna Patra" in Rajnandgaon, which is the constituency of Chief Minister Raman Singh.

Addressing a press conference on the occasion, Mr Gandhi said that farmers' loans would be waived within 10 days of the party attaining power.

The MSP for paddy will be fixed at Rs. 2,500 per quintal and maize at Rs. 1,700 per quintal, Mr Gandhi said.

Besides, a provision of pension for farmers aged above 60 years has also been planned, the Congress chief said.

The manifesto also promised halving electricity bills for domestic consumers, provisioning of houses and land to urban and rural families respectively.

Every family will be given 35 kg of rice every month at Re 1 only, he said.

Tackling employment under the party's "Ghar Ghar Rozgaar, Har Ghar Rozgaar" scheme, the manifesto underlines apprenticeship programmes and employment opportunities for the youth.
It also promised a monthly stipend to 10 lakh unemployed youths under the party's 'Rajiv Mitr Yojana".

The manifesto mentioned the setting up of special women's police stations, women help cells in police stations and strict enforcement of laws related to women.

A special conveyance for women for late night commuting has also been proposed in the manifesto.
Emphasising on health care services, the manifesto proposes introduction of a "universal health care" scheme in which free and quality services will be provided to those in need.

It also proposes converting six medical colleges into multi-speciality hospitals, along with bringing 1,000 specialists on board in the first year.

Air ambulances will be provisioned for areas like Bastar, Sarguja and Gariaband's Supebeda, Gandhi said.

Special attention on improving the quality of education through emphasis on quality of teachers has also been listed in the manifesto.

The manifesto also promises an increase in the minimum support price (MSP) on 70-85forest crops, and fixing Rs. 4,000 per bag for 'tendu patta' workers.

It speaks about fixing a "respectable income" for daily wage labourers, increase in income bands of Class 3 and 4 employees and distribution of 7th Pay Commission surplus in three phases.
It also promises increase in the pension being given to police families who have lost a family member in Maoist attacks.

The Congress manifesto speaks about the establishment of sports hostels and scholarships for economically weak sports persons.

The manifesto promises a ban on sale of liquor in the state, adding that Gram Sabhas in Scheduled areas like Surguja and Bastar will be vested with the power to decide on such a ban in these places.
A policy will be drafted to take on the menace of Maoism and serious steps will be taken for talks, Mr Gandhi said, adding that each Naxal-affected panchayat will be given a package of Rs. 1 crore for community development works.

US Court Halts Construction of Keystone XL Oil Pipeline Thursday Nov 08,2018

A federal judge on Thursday Nov 08,2018  halted construction of the Keystone XL oil pipeline, arguing that President Donald Trump's administration had failed to adequately explain why it had lifted a ban on the project.

The ruling by Judge Brian Morris of the US District Court for the District of Montana dealt a stinging setback to Trump and the oil industry and served up a big win for conservationists and indigenous groups.

Trump granted a permit for the conduit meant to stretch from Canada to Texas shortly after taking office. He said it would create jobs and spur development of infrastructure.

The administration overturned a ruling by the Obama administration in 2015 that denied a permit for the pipeline, largely on environmental grounds.

Thursday's ruling is temporary, and requires the government to do a more thorough review of how the project might affect the climate, cultural resources and wildlife.

Sri Lanka President Maithripala Sirisena Dissolves Parliament, Snap Election on January 5,2019

Sri Lanka's President Maithripala Sirisena on Friday Nov 09,2018  dissolved parliament in a gamble that a new election will get backing for his preferred candidate as prime minister over an ousted premier who has refused to give up, a minister said.

Sirisena announced that snap elections will be held on January 5,2019 after he signed a decree dismissing the island's 225-member assembly just hours after his party admitted it did not have enough votes to get support for former president Mahinda Rajapaksa against rival claimant Ranil Wickremesinghe

Sirisena sparked the crisis on October 26 by naming Rajapaksa, the country's authoritarian president from 2005 until 2015, as prime minister after sacking Wickremesinghe. Wickremesinghe has since refused to leave the premier's official residence while the president also suspended parliament to head off any revolt against his action.

In the latest twist in the crisis, Sirisena's United People's Freedom Alliance (UPFA) said ahead of the president's stunning announcement they were at least eight legislators short of getting a majority for Rajapaksa in the assembly.

The leftist People's Liberation Front (JVP), which regards the sacking of Wickremesinghe as unconstitutional, accused Sirisena of trying to consolidate his power grab. "Dissolving parliament at this time is illegal and goes against the constitution," JVP general secretary Tilvin Silva told reporters.

Sirisena suspended parliament to give himself more time to engineer defections, according to the opposition. Several legislators have said they were offered millions of dollars to switch allegiance and at least eight have already jumped to the president's side.

Wickremesinghe, who has not left the Temple Trees residence since his sacking, maintains that the action against him was unconstitutional and illegal, and insists his group can muster a majority.

Elisa Leonida Zamfirescu: Google Doodle Celebrates 131st Birthday of One of the World's 1st Female Engineers

One of the world's first female engineers Elisa Leonida Zamfirescu was honoured by Google Doodle on her 131st birth anniversary on Saturday Nov 10,2018

Zamfirescu was a Romanian engineer, who carved herself a spot in a male-dominated field, led geology labs, and studied Romanian mineral resources.

Born on November 10, 1887, Zamfirescu was the first female member of the General Association of Romanian Engineers (AGIR) and ran laboratories for the Geological Institute of Romania. Her country honoured her by naming a street after her in the capital city of Bucharest in 1993. An award named after was created in 1997. The 'Premiul Elisa Leonida-Zamfirescu' honours female contributors to the fields of technology and science.

The Romanian engineer had to face gender-related discrimination before carving out her name in the field. Zamfirescu wanted to study at the School of Bridges and Roads in Bucharest after graduating high school but was rejected due to her gender.

Instead, she went to the Royal Technical University of Charlottenburg where she studied mechanical engineering, and later enrolled in 1909 and graduated in 1912, becoming one of the first female engineers to do so in Europe.

According to a report in The Independent, Zamfirescu kept working past retirement age and didn't fully retire until the age of 75 years old after a four-decade career. In addition to her work as a chemical engineer, Zamfirescu took a stance in favour of disarmament. She filed a complaint with the disarmament committee at London's Lancaster House, with a focus on nuclear threat.

World's First Artificial Intelligence(AI) News Anchor Debuts in China

Xinhua, China’s state news agency, informed the Chinese public, and the world at large, of its very own breaking news: it now fields AI anchors, who will “tirelessly” cover all the news all the time, from every corner of the world's most populous country.

The AI tenchnology was created by Xinhua and Chinese search engine Sogou. The digital anchors themselves were developed through machine learning and taught to simulate the vocalizations, facial movements, and gestures of real-life broadcasters, so as to present a “a lifelike image instead of a cold robot,” according to Xinhua.

The anchors debuted during China’s annual World Internet Conference, which is pitched as the country's very own Davos for technology and futurism, and provide a showcase for China’s future plans, whether for the internet or just technology of the future.

2018 Women's T20 World Cup in West Indies - India beat New Zealand by 34 Runs

India beat New Zealand by 34 Runs, helped by captain Harmanpreet Kaur's century

Scorecard
Indian Women 194/5
NZ Women 160/9

India registered a 34-run win over New Zealand in the opening match of the 2018 ICC Women’s World T20 match in Guyana, courtesy a scintillating 51-ball 103 by Indian captain Harmanpreet Kaur.

India set the tone from the very first ball, with Taniya Bhatia dispatching Jess Watkin for two consecutive fours off the first two balls of the match. But Bhatia was bowled off the first ball of the second over by Lea Tahuhu, which brought 18-year old Jemimah Rodrigues to the crease.

It was Jemimah who laid the foundation for the Indian innings, featuring heavily in every partnership with the Indian batters who followed. The run-rate was never in danger, but India soon lost the wicket of the other opener Smriti Mandhana, who holed out to deep square leg fielder Hayley Jensen.

Number four batter Dayalan Hemalatha could stay at the crease for only the next seven balls, though she racked up fifteen runs in that short-period time. However, the Indian innings only went upwards from this point on, as captain Harmanpreet Kaur came out to bat.

Kaur put on a spectacular show of batting from that point on, and no New Zealand bowler was spared of her onslaught. She cleared the boundaries easily, and with Jemimah Rodrigues providing ample support at the other end, Kaur gave herself the license to go all out.

Between the sixth and nineteenth overs, the duo took India’s score from 40 to 174. Jemimah Rodrigues’ innings of 59 off 45 balls included seven fours, and even as she perished off the bowling of Jess Watkin through a sharp stumping by Katey Martin, Kaur still stood at the other end.

The Indian captain’s innings of 103 saw sixes outnumbering fours, as she hit eight sixes, one more than the number of times she found the boundary rope.

New Zealand started with intent as well, Suzie Bates meting out the same treatment to Arundhati Reddy that Bhatia had given Watkins with a four off the first ball of the innings. But in a theme that continued for the duration of the New Zealand innings, Bates started losing partners at the other end, starting with the wicket of Anna Paterson just as the duo brought up the 50-run partnership.

After 21 more runs were added to the score, New Zealand lost the wickets of Sophie Devine and Jess Watkin, both off the bowling of Poonam Yadav. Captain Amy Satterthwaite could also only register three runs off nine balls, and was caught by Veda Krishnamurthy off the bowling of Dayalan Hemalatha.

At 93-4, New Zealand were feeling the pressure and it was only a matter of time before key batter Bates was dismissed, caught by Hemalatha off the bowling of Arundhati Reddy. New Zealand were insipid from this point on and could never really recover from the situation.

Barring the odd boundary from wicket-keeper Katey Martin, India were in control of proceedings from this point on. Martin perished soon for 39 runs. Leigh Kasperek and Hayley Jensen were the victims off the second last and last ball of the New Zealand innings, as they ended their innings on 160-9, with India getting off to a successful start in their women’s world T20 campaign

Chhattisgarh is the first of the 5 states to vote in the assembly polls. It is also the only state to vote in two phases -- November 12 and November 20,2018

Image result for 2018 Chhattisgarh Assembly Election Phase I Monday Nov 12,2018

8 of 27 districts of Chhattisgarh would vote on November 12,2018.The districts going to polls are: Bastar, Sukma, Dantewada, Bijapur, Kanker, Kondagaon, Narayanpur and Rajnandgaon

Chhattisgarh Chief Minister Raman Singh's constituency Rajnandgaon goes to polls on Monday, November 12 along with 17 other assembly segments.

The Congress holds 12 of the 18 assembly constituencies going to polls in the first phase in Chhattisgarh. The remaining six seats are with the BJP.
Of 18 seats going to the polls in the first phase on November 12, 12 are in the Bastar region that is considered a Maoist den and has been the scene of major attacks in recent years. Sukma, Dantewada and Bastar are the worst-hit by Maoist violence.
The Congress holds an edge in the entire Bastar region holding eight against four seats of the BJP.
  • Bastar - Congress
  • Dantewada - Congress
  • Konta - Congress
  • Bijapur - BJP
  • Narayanpur - BJP
  • Kondagaon - Congress
  • Keshkal - Congress
  • Kanker - Congress
  • Bhanupratappur - Congress
  • Antagarh - BJP
  • Bastar - Congress
  • Chitrakot - Congress
  • Jagdalpur - BJP
Besides, there are six other seats in Rajnandgaon district, the home turf of Chief Minister Raman Singh. He has won the past two elections from Rajnandgaon assembly seat in Chhattisgarh. But despite Raman Singh's presence, the Congress holds four of the six seats in the district.
  • Khairagarh - Congress
  • Dongargaon - Congress
  • Khujji - Congress
  • Mohla Manpur - Congress
  • Dongargarh - BJP
  • Rajnandgaon - BJP

The Maoists have put out posters asking the people to boycott the elections. Sukma and Dantewada, the strongholds of the Maoists, are flooded with posters asking people to stay away from voting on November 12.

To counter the Maoist influence, the administration has sought the help of local self-help groups run by women activists. These self-help groups have been promised a waiver of five per cent on their debts if they convince people in the Maoist-affected areas to come to the polling booths and vote.

Many of these voting booths had registered less than 10 per cent votes in 2013 assembly polls in Chhattisgarh. Some of them recorded no votes at all. Their number is more than 40.

n the last assembly election in Chhattisgarh, the BJP won 49 of the 90 seats. The Congress won 39, the BSP got one while the other seat went to an Independent candidate.

The BJP hopes to win a fourth consecutive election in Chhattisgarh, while the Congress is banking on anti-incumbency sentiments to get back to power in the state.

In the second phase of voting, 72 seats will go to the polls in Chhattisgarh. The BJP and the Congress are in direct fight for power in Chhattisgarh even though former Chief Minister Ajit Jogi has entered into an alliance with the BSP of Mayawati for the assembly election.

Votes would be counted on December 11 for all five states. Other states going to polls are Madhya Pradesh, Rajasthan, Mizoram and Telangana.

Former Philippines first lady Imelda Marcos faces arrest after verdict in corruption case

A court in the Philippines has sentenced former first lady Imelda Marcos to prison for corruption.
Imelda Marcos, 89, was the wife of late president Ferdinand Marcos, and famous for owning 1,000 pairs of shoes.

The charges relate to alleged illicit financial dealings with Swiss-based NGOs while serving in her husband's government in the 1970s and 80s.

The ruling permanently barred Marcos, who is currently a member of parliament, from holding public office.

The corruption court found Marcos guilty of seven counts of violating the Anti-Graft and Corrupt Practices Act. She was sentenced to between six and 11 years in prison for each count.

Marcos was not present at the court but a warrant has now been issued for her arrest.

The case has been pending with the anti-graft court for 27 years.

Marcos, who is currently a member of the House of Representatives, is running for a governor post in next year's general election.

Trent Boult Becomes Third Kiwi to Take ODI Hat-Trick

Image result for Trent Boult Becomes Third Kiwi to Take ODI Hat-Trick

Left-arm paceman Trent Boult(29) became only the third bowler from New Zealand to pick up a ODI hat-trick on Wednesday Nov 07,2018
Danny Morrison was the first Kiwi to take an ODI hat-trick. He did it against India in 1994. Meanwhile, Shane Bond did the same in 2007 against Australia.

Trent Boult  achieved the feat in the second ODI against Pakistan at the Sheikh Zayed Stadium in Abu Dhabi.

Boult dismissed Fakhar Zaman, Babar Azam and Mohammad Hafeez in consecutive deliveries in the third over after New Zealand managed 266 for 9 in their 50 overs.

Fakhar Zaman, Babar Azam and Mohammad Hafeez became the victims of ODI cricket’s 46th hat-trick.

What Trent Boult achieved against Pakistan in Abu Dhabi on Wednesday – has happened only on 46 occasions in 47 years of ODI cricket

Trent Boult’s hat-trick was the third of the year after Shehan Madushanka (vs Bangladesh at Mirpur) and Imran Tahir (vs Zimbabwe at Bloemfontein)

It was also the third hat-trick in New Zealand’s ODI history after Danny Morrison (vs India at Napier in 1994) and Shane Bond (vs Australia at Hobart in 2007).

Hat-tricks are dominated by fast bowlers with 37 of the 46 hat-tricks accredited to them. Spinners have only accounted for 9. In all, 8 spinners and 33 fast bowlers have taken Hat-tricks.

46 hat-tricks in 4186 ODI matches in history – that is one hat-trick every 91 matches!

A hat-trick assumes special significance in ODI cricket as there are lesser men in catching positions, more defensive fields and a white ball which does significantly less in the air and off the seam as compared to a red Test match cherry

The first ODI hat-trick is accredited to Pakistan’s Jalal-ud-Din – against Australia at Hyderabad (Pakistan) on the 20th of September, 1982. Rodney Marsh, Bruce Yardley and Geoff Lawson were at the other end of the hat-trick.

There have been 4 hat-tricks in the 1980s, 9 in the 1990s, 14 in the 2000s and 19 in the 2010s

Lasith Malinga is the only bowler who has three ODI hat-tricks to his name. The most memorable of these was his first against South Africa in the 2007 World Cup at Providence. Sri Lanka were bowled out for 209. South Africa, after some hiccups, were within four runs of a comfortable win, at 206 for 5 in the 45th over. But Malinga had other plans.

He cleaned up Pollock with a slower one before Hall dug out a yorker only for Tharanga to pouch at cover. Two wickets in two balls. South Africa were reduced to 206 for 7 at the end of the 45th. Vaas conceded just one run off the next over. But more importantly South Africa hadn’t lost a wicket.

Malinga again came in to bowl the 47th. It was Kallis (the highest scorer of the match) on strike. Euphoria struck when the South African nicked a full and fast delivery outside off to Sangakkara – to complete Malinga’s hat-trick.

There was more drama. Ntini’s stumps were uprooted off the next delivery – another yorker. The Proteas were choking. Three runs still needed. Langeveldt and Peterson negotiated the remainder of the over and the next one from Vaas. It what was a pulsating finish to a thrilling encounter, Peterson edged Malinga off the second delivery of the 49th – the ball ran away to the boundary past slip. South Africa won by one wicket.

Four wickets in Four balls – the feat had never been achieved before and has never been achieved after.

Wasim Akram, Saqlain Mushtaq and Chaminda Vaas are the other three bowlers to have taken more than one hat-trick – two each.

Pakistan's Wasim Akram picked both his hat-tricks at Sharjah. And all the six batsmen dismissed in his two hat-tricks were ‘clean bowled’ – not surprising as he was a master of swing, reverse swing and yorkers.

He cleaned up Dujon, Marshall and Ambrose in a Champions Trophy encounter in 1989 – Pakistan went on to win by 11 runs.

The following year, in 1990, he shattered the stumps of Hughes, Rackemann and Alderman to take Pakistan to a 36-run win in the final of the Austral-Asia Cup.

Akram’s two hat-tricks are amongst the 11 hat-tricks when the mode of the three dismissals has been the same.

  World Cups:

There have been nine hat-tricks in World Cup cricket.

Chetan Sharma holds the record for the first World Cup hat-trick which he achieved against New Zealand in India’s final group game in the 1987 World Cup in Nagpur. Sharma went past the defense of Ken Rutherford, Ian Smith and Ewen Chatfield – all clean bowled.

The other memorable World Cup hat-trick, apart from Malinga’s, involved the Sri Lankan left-armer, Chaminda Vaas in action against Bangladesh in Pietermaritzburg in 2003. This was indeed a unique one as Vaas got rid of Hannan Sarkar, Al Sahariar and Mohammad Ashraful off the first three deliveries of the match! This is the only instance of such a feat in ODI history.

Vaas got rid of Sanwar Hossain off the fifth ball – this made it 4 wickets in 5 balls.

But Vaas wasn’t the first bowler to achieve this. Saqlain Mushtaq had already spun his name into the record books seven years earlier – against Zimbabwe in Peshawar (not in a World Cup match though). Saqlain had sent packing Grant Flower, John Rennie and Andy Whittall to complete a hat-trick and then got rid of Gavin Rennie a ball after.

The most unusual name in the World Cup hat-trick list is of JP Duminy – against Sri Lanka at Sydney in 2015. The South African off-spinner got rid of Angelo Mathews off the last ball of the 33rd over before returning in the 35th to send Kulasekara and Kaushal packing.
Other Interesting Hat-Trick Numbers:

6: Hat-tricks which involved first three wickets of the innings – Eddo Brandes vs England (1997), Chaminda Vaas vs Bangladesh (2003), Brett Lee vs Kenya (2003), Clint Mckay vs England (2013), Prosper Utseya vs South Africa (2014) and Kagiso Rabada vs Bangladesh (2015)

17: Hat-Tricks which involved last three wickets of an innings:

The most famous amongst these has to be Charl Langeveldt against West Indies at Barbados on the 11th of May, 2005. South Africa, courtesy a hundred by Dippenaar, amassed 284 for 6. Gayle’s 132 took West Indies to touching distance of the target. But after his departure, what should have been a comfortable win turned into a tricky chase.

This is what it was reduced to - two runs from four deliveries with three wickets in hand – It was West Indies’ game to lose, and lose they did! Rather, Langeveldt snatched it away from them.

He sent Ian Bradshaw’s leg stump flying before cleaning Daren Powell who went for a mighty heave. He then trapped Collymore plumb lbw to give South Africa a memorable win and an unassailable 3-0 series lead.

4: Number of ODI Hat-tricks on debut

- Taijul Islam (Bangladesh) vs Zimbabwe at Dhaka in 2014
- Kagiso Rabada (South Africa) vs Bangladesh at Mirpur in 2015

The Harmanpreet Kaur-led side looks balanced on paper but with the likes of Australia, New Zealand, Pakistan and Ireland, all placed in Group B with India, getting through to the semifinals will be a demanding task.

Australia and England had dominated women’s cricket for the last decade – in both ODI and T20 cricket. They had the best win-loss ratio in both formats. While Australia had won three (out of four) editions of the World T20 (till the 2016 WT20), both countries had won every edition of the World Cup except one.

Thus, the victory of West Indies in 2016 against all odds was a turning point in women’s cricket history. Australia and England were not the only powerhouses any more.

Women’s World T20 Winners 2009/2010/2012/2014/2016

The ICC Women's World T20 has witnessed a fair amount of change since its inception back in 2009. Only eight teams participated in the first three tournaments - in 2009, 2010 and 2012. However, as the women’s game grew in popularity, the number of teams have been increased to ten and the same number will compete for the title in West Indies from Friday. The hosts are also the defending champions but historically, Australia has been the most successful team with three titles to their name.

2009, England - Winners - England

The inaugural women's World T20 saw the hosts lift the trophy. England were unbeaten throughout the tournament and defeated New Zealand by six wickets in the final at Lord's. India, led by Jhulan Goswami, qualified for the semi-finals but lost by 52 runs to New Zealand. England's Claire Taylor was named as the player of the series. Australia's Aimee Watkins (200 runs) and England's Holly Calvin (9 wickets) were the top run-scorers and wicket-takers respectively.

2010, West Indies - Winners- Australia

This time it was the Australian side led by Alex Blackwell who came out on top, defeating arch-rivals New Zealand by 3 runs in a close final. Goswami again led India as they managed to reach the semi-final before losing to eventual champions Australia by seven-wickets in a one-sided contest. Australia's Nicole Browne was named the player of the series. India's Diana David and Australia's Nicola Browne were the highest wicket-takers with nine wickets each. Sara McGlashan with 147 runs was the highest run-scorer.

2012, Sri Lanka - Winners - Australia

Australia defended their title with a thrilling four-run victory over England in the final. India had an extremely disappointing campaign under the leadership of Mithali Raj as they lost all their matches and finished at the bottom spot. It was a tournament to remember for England's Charlotte Edwards as she finished with most runs (172) and was also named the player of the series. Australia's Julie Hunter (11) was the highest wicket-taker.

2014, Bangladesh - Winners - Australia

This was the first edition of the ten-team format with Ireland and Bangladesh making their first appearances. Yet again, the final saw Australia clash against England and take the honours as they won the match by six wickets. India had a mixed campaign, winning two and losing two games, they failed to make it to the semi-finals but sealed a spot in the 2016 edition with a victory over Pakistan. England's Anya Shrubsole was the player of the series with 13 wickets to her name, she was also the highest wicket-taker. Meg Lanning finished as the highest run-scorer with 257 runs.

2016, India - Winners - West Indies

Yet again, the tournament ran concurrently with the men's event. However, it was a disappointing campaign for the hosts as they managed to win only one game and failed to qualify for the knockout stage. India's solitary win came against arch-rivals Pakistan. Australia squared off against West Indies in the final and a comprehensive eight-wicket win for the West Indies at Eden Gardens saw them snatch the title from Australia. West Indies' Stafanie Taylor was named as the player of the series and also had the highest runs (246) in the tournament. New Zealand's Leigh Kasperek, Sophie Devine and Deandra Dottin were joint highest wicket-takers with nine wickets each.
