State of Colima in Mexico Approves Same-Sex Marriages Monday July 29,2013

Lawmakers in Mexico’s western state of Colima have approved a change in the state’s constitution that legalizes same-sex civil unions


Colima state spokeswoman Cecilia Ramirez says the legislature approved the constitutional change late Monday after seven of the state’s 10 municipalities approved the reform. 


At present,Mexican same-sex marriages are allowed in Mexico City, the southern state of Oaxaca and the state of Quintana Roo, home to the resort city of Cancun. The northern state of Coahuila began allowing same-sex civil unions in 2007.

  • On 5 August 2010, the Mexican Supreme Court voted 8-2 to uphold the constitutionality of Mexico City's same-sex marriage law. The Court later ruled on August 10, 2010, that Mexico City marriages are valid throughout the entire country

  • Since August 2010, same-sex marriages performed within Mexico are recognized by the 31 states without exception, and fundamental spousal rights (such as alimony payments, inheritance rights and the coverage of spouses by the federal social security system) also apply to same-sex couples across Mexico

  • On November 28,2011, the first two same-sex marriages occurred in Quintana Roo after discovering that Quintana Roo's Civil Code did not explicitly prohibit same-sex marriage, but these marriages were later annulled by the Governor of Quintana Roo in April 2012.In May 2012, the Secretary of State of Quintana Roo reversed the annulments and allowed for future same-sex marriages to be performed in the state

Malnutrition in India


The World Bank estimates that India is ranked 2nd in the world of the number of children suffering from Malnutrition, after Bangladesh(in 1998), where 47% of the children exhibit a degree of malnutrition

Malnutrition refers to the situation where there is an unbalanced diet in which some nutrients are in excess, lacking or wrong proportion.Simply put, we can categorise it to be under-nutrition and over-nutrition

One of the major causes for malnutrition in India is gender inequality. Due to the low social status of Indian women, their diet often lacks in both quality and quantity

According to the National Family Health Service survey (NFHS-3) which came out in 2006, the proportion of women who are too thin—underweight and malnourished—is particularly high in Bihar, Chhattisgarh and Jharkhand (all 40-45 %)

The survey used 3 indicators to gauge nutritional levels in children -
  • height for age
  • weight for height
  • weight for age
Of children under five years, 48 % were stunted (short for their age); 20 %were wasted (below weight for their height); and 43% were underweight for their age

A general survey by the National Nutrition Monitoring Bureau in 2009 sampled over 1.15 lakh individuals from 40,359 households in 1,032 villages of nine states. Among the  infants sampled, 36 % were underweight, 35 % stunted and 24 % wasted

The 2011 Global Hunger Index (GHI) Report ranked India 15th, amongst leading countries withHunger situation. It also places India amongst the three countries where the GHI between 1996 and 2011 went up from 22.9 to 23.7, while 78 out of the 81 developing countries studied, including Pakistan, Nepal, Bangladesh, Vietnam, Kenya, Nigeria, Myanmar, Uganda, Zimbabwe and Malawi, succeeded in improving hunger condition

Telangana to be India's 29th state?


Two important meetings will be held before the big announcement this evening Tuesday July 30,2013

First, the Congress's top leaders like Sonia Gandhi and the PM will meet their allies who participate in the government to share the blueprint of the new state.

Then, the Congress's top decision-making body, the working Committee(CWC)will formally endorse the decision taken on Friday by Mrs Gandhi to grant statehood to Telangana.

The non-Telangana regions have over the last few days held large protests for "a united Andhra." The centre has sent an additional 1,000 para-military soldiers to these areas to keep the calm.

On July 30,2013 Tuesday Evening, the central government is likely to announce that the Telangana region of Andhra Pradesh will become India's 29th state.  If that happens, this is the process that will be followed to create the new state:

  • The actual formation of the state is expected to be completed by early next year.
  • The cabinet will share its plans with President Pranab Mukherjee and the Andhra Pradesh legislature will be asked for insights.
  • The PM will then set up a committee to negotiate consensus between the leaders from the three regions of the state for issues like how to share revenue and water.
  • Both Houses of Parliament will have to then pass the resolution for the creation of a separate state.


Andhra Pradesh consists of 3 regions-

  • Telangana
  • Coastal Andhra and
  • Rayalseema

The process in the creation of the new state will be -

 

  • The Central Govt would send the CWC resolution to the State Assembly to seek its views (its approval is not required), after which it will go to the Union Cabinet
  • A Group of Ministers to address all the issues of Telangana and Seemandhra — the sharing of waters, revenue, land, power, assets and liabilities — will then be set up
  • The Union Cabinet will then ask the Union Law Ministry to draft a bill that will be sent to the Andhra Pradesh Assembly for its comments
  • Next, the Union Home Ministry will make adequate provisions, incorporating the suggestions
  • After this, the Govt-approved draft bill will be sent to the President; Parliament will then have to pass the bill in both the Houses by a simple majority
  • The final step: it will go back to the President for notification


Telangana will be India's 29th state

 

 The decision was unanimously cleared this evening Tuesday July 30,2013, first by the different members of the prime minister's coalition, and then by the Congress's most senior decision-making agency, its Working Committee(CWC)

The bill to create Telangana is expected to reach Parliament in the next four to five months, probably in the winter session. Before this it will go to President Pranab Mukherjee and the Andhra assembly.

 

What's Telangana about:



1. Telangana would be the 29th state of Independent India.

2. The Telangana region comprises 10 districts: Hyderabad, Adilabad, Khammam, Karimnagar, Mahbubnagar, Medak, Nalgonda, Nizamabad, Rangareddy, and Warangal.



3. Apart from Telangana, Andra Pradesh consists of two other parts namely Coastal Andra and Rayalaseema.

4. According to sources, violence that came along with the Telangana merger demand has consumed more than 1000 lives over last three years, which includes numerous cases of self immolation.

6. Pro-Telangana people put forward a notion that 45% of the state income comes from Telangana but when it comes to utilization of funds, its share is only 28%.

Telangana Timeline

1948: The Indian Army annexed princely state of Hyderabad, which had different regions including Telangana.

1950: Telangana became Hyderabad State with appointment of a senior administrator M.A. Vellodi as the chief minister.

1952: First elections were held in Hyderabad State. Burgula Ramakrishna Rao became the first elected chief minister.

Nov 1, 1956: Telangana was merged with Andhra State, which was carved out of Madras State, to form Andhra Pradesh, a united state for Telugu-speaking people.

1969: 'Jai Telangana' movement for separate statehood to Telangana began. Over 300 people killed in police firing.

1972: 'Jai Andhra' movement began in coastal Andhra for separate Andhra state.

1975: Presidential order issued to implement Six-Point Formula, providing some safeguards to Telangana.

1997: Bharatiya Janata Party (BJP) supported demand for Telangana state and in 1998 elections promised 'one vote two states'.

2001: K. Chandrasekhara Rao floated Telangana Rashtra Samithi (TRS) to revive the Telangana movement.

2004: TRS fought elections in alliance with the Congress, won 5 Lok Sabha and 26 assembly seats. The UPA included the issue in its common minimum programme and formed a three-member committee headed by Pranab Mukherjee.

2008: TDP announced support for Telangana demand.

2009: TRS contested elections in alliance with TDP but its tally came down to two Lok Sabha and 10 assembly seats.

Sep 2, 2009: Chief Minister Y.S. Rajasekhara Reddy died in helicopter crash, triggering political uncertainty.

Oct, 2009: Chandrasekhara Rao began fast-unto-death for separate Telangana state.

Dec 9, 2009: Centre announced its decision to initiate the process for formation of Telangana state.

Dec 23, 2009: Following protests in Rayalaseema and Andhra regions and en mass resignations of MPs and state legislators, the centre put the process on hold, citing need for consensus.

Feb 3, 2010: Centre set up five-member Srikrishna Committee to look into Telangana issue.

Dec, 2010: Srikrishna Committee submitted its report, suggested six options.

Dec 28, 2012: Union Home Minister Sushilkumar Shinde announced after an all-party meeting that a decision will be announced in a month.

July 1, 2013: Congress leader Digvijaya Singh announced that a decision on Telangana is in final stages.

July 12, 2013: Congress core group met on Telangana to discuss reports by the chief minister, deputy chief minister and state Congress chief.

July 26, 2013: Congress core group held another meeting, Digvijaya Singh said Congress Working Committee (CWC) and UPA will take a final decision.

July 30, 2013: UPA coordination panel and CWC met and decided to carve out Telangana state.
 

IPL Spot-fixing: BCCI Probe Panel Illegal, Bombay HC says Tuesday July 30,2013

   In a severe blow to BCCI and its president-in-exile N Srinivasan, the Bombay high court on Tuesday held as "illegal and unconstitutional" the two-member probe panel set up by it to look into spot-fixing and betting charges in the IPL tournament.


The high court order comes just two days after the probe panel submitted its report on July 28 giving a clean chit to Srinivasan, his son-in-law and owner of CSK Team Gurunath Meiyappan and Raj Kundra, owner of Rajasthan Royals and husband of actress Shilpa Shetty
 

A Division Bench of Justices S.J. Vazifdar and M.S. Sonak was hearing a public interest litigation filed by the Cricket Association of Bihar and its secretary Aditya Verma challenging the constitution of the two-member commission, set up by the BCCI and IPL Governing Council to probe allegations of betting and spot-fixing.

The Bench, while allowing the PIL, said the constitution of the probe panel was “illegal and unconstitutional”. 

The report submitted by the two-member probe panel, comprised of fromer judges Jayaram Chouta and R Balasubramanian, had given clean chit to Chennai Super Kings (CSK) team principal Gurunath Meiyappan and Rajasthan Royals co-owner Raj Kundra, among others, was also thus rejected by the Bombay HC

2013 Malian Presidential Election Sunday July 28,2013



Presidential elections is scheduled on Sunday July 28,2013, with a second round run-off planned for 11 August if required

The people of Mali go to the polls on July 28,2013 to vote in a presidential election considered crucial for the return to constitutional rule and stability in the West African nation.

The poll is intended to end months of political crisis that started when soldiers overthrew President Amadou Toumani Toure in March 2012, allowing separatist rebels and Islamist militants to seize the north of the country.

France sent its troops in January 2013 to drive out the militants from the northern cities of Timbuktu, Kidal and Gao. A UN peacekeeping mission took over from the French and African troops on 1 July, and will support the army in securing the poll.

Presidential Candidates


Candidates must be Malian citizens aged at least 35 years. They must have the backing of 10 legislators or five local councillors from each of the country's nine administrative regions.

President Traore, who took over in April 2012 after the then military junta accepted a transition to civilian rule, is not allowed to stand

Twenty-eight candidates were cleared to contest. They are the finalists who made it after 36 hopefuls presented their papers. However one contestant later withdrew, saying the electoral process was flawed

There are an estimated 6.8 million voters out of a total population of 15 million, who mostly live in rural areas.
There will be 25,000 polling stations that will open between 08:00-18:00 local time.
The Register is Biometric and Voters will use a National Identification Number Card to cast their ballots. The government started handing out these voter cards at the end of June, ahead of the official campaigning period between 7 and 26 July.
Hundreds of local and foreign observers have been accredited, including 90 observers from the European Union and dozens of others from the African Union and the UN.

Before he took his oath of office, transitional leader Dioncounda Traore handed over power at a ceremony inside the presidential palace.





The swearing-in ceremony comes two weeks after the announcement of the final results of the second round of the presidential elections held on Aug. 11, by the Constitutional Court, in conformity with article 37 of Mali's Constitution.

Another swearing-in ceremony will take place on Sept. 19 at the biggest stadium in Bamako. During the event, 25 presidents from the sub-region will take part, including French President Francois Hollande and South Africa's Jacob Zuma.
