What is AgustaWestland Chopper Scam?



 What is AgustaWestland?
AgustaWestland(AW) was formed in 2000 as a merger of Agusta(Finmeccanica's subsidiary) & Westland Helicoptors(GKN's subsidiary). Agusta specialised in making commercial choppers while Westland was the only company manufacturing UK's military choppers. The two companies help merger talks while developing EH-101(aka AW-101), a military cum civil chopper, amidst the consolidation phase of Europe's aerospace and defense industry. The rationale of the merger was not exploiting synergies or cost-cutting but producing newer products used for both civil and military purposes as well as leveraging each other's geographical influence. GKN bought out its share in 2004 leaving Agusta as the sole owner

Why were the choppers needed? What's the background?
It was perceived that Mil Mi-8s, the existing choppers in until 2000, would become obsolete due to major operational constraints such as inability to operate efficiently during night time and adverse weather conditions. Also, after the 1999 Kargil war, it was required that choppers be procured which could operate at a height of 6000 meters(Siachen Glacier) and could also be used for transporting VVIPS since Mi-8s weren't that comfortable

What was the criteria to select the choppers? Why were AW-101 selected over its competition?
A Request For Proposal(RFP) with the above requirements was floated to 12 vendors out of which 4 responded and the IAF's technical evaluation committee shortlisted 3 including EH-101 of AW. But since EH-101 was not yet certified to fly at 6000 m, it didn't participate in the further flight evaluation round. The Russian helicopter Mi-172 could not comply with 7 mandatory Operational Requirements (ORs). That left only Eurocopter's EC-225 as the default choice and IAF's report was sent to PMO in the latter part of 2003. Then Brajesh Mishra, NSA to then PM Atal Bihari Vajpayee, asked the SPG, responsible for VVIPs protection, for its comments. The SPG apparently said the EC-225 was unsuitable because its cabin height was too short (at 1.39 metres) and that neither the VVIPs nor the SPG personnel would be able to stand upright inside such a cabin. Mishra then asked the then Air Chief Marshal to broaden the competition and consider SPG's concerns. The new specifications being considered suggested the helicopters must be able to fly at an altitude of 4500 meters(same as Mi-8s) since the PM & President rarely traveled at bigger heights and that its cabin must be at least 1.80 m in height. But, in January 2004, the Air Force insisted on keeping height at 6ooo m as anything less would cut off VVIP helicopters from traveling from Leh valley to Srinagar which involves crossing Zoji La Pass as well as the Siachen glacier. This view changed when Air Field Marshal SP Tyagi became the chief and agreed to the reduced height norm. Also, the quantity of helicopters proposed for procurement was revised from 8 to 12 helicopters by adding 4 helicopters in non-VIP configuration for security reasons. It was not until 2006 that a fresh RFP, with the same specifications, was issued under UPA-1 to six vendors. Three companies -- the makers of Mi-172, Sikorsky which made the S-92 helicopters and AW-101 -- responded to the RFP. Meanwhile, the defense ministry put in place a new concept -- the Defense Procurement Procedure. Under this, all companies that bid for contracts above Rs 1 billion have to sign an integrity pact that binds the companies to give an undertaking that no bribes would be paid or that agents would be used in the contracts. The Russian company that manufacturers the Mi-172 withdrew from the competition at an early stage refusing to sign the integrity contract. That left AW and Sikorsky in the race. According to IAF sources, the S-92 was found to be non-compliant on four counts:
  1. It could not reach 15,000 feet without maximum power.
  2. Its 'hover out off ground effect' was insufficient.
  3. Its drift down altitude did not meet the requirement.
  4. Its missile airborne warning system was not up to the mark.
AW, with its three engines, was a bonus, according to IAF test pilots since one engine failure still meant it had two engines to fall back upon. Sometime in 2009, Air HQ sent its recommendation to the defense ministry and after going through stringent financial and technical requirements, a contract was signed in February 2010.

How do the various choppers compare? Which one should have been selected ideally?


HOGE - The height at which the helicopter can fly in open air. HOGE = Hover Out of Ground Effect. As altitude increases, the air becomes thinner and at a point the machine will no longer be able to produce enough lift to support its weight.
HIGE - Maximum height (measured in feet) at which the helicopter can fly over a surface. Flying near the ground requires less power to lift the machine.
A HIGE altitude ceiling of 12,000 feet and a HOGE altitude ceiling of 10,000 feet means that a skilled pilot could fly over a 12,000 foot peak while keeping the helicopter close to the ground.
Range - This is the distance that the helicopter is able to travel on a single tank of fuel.
As you could see, AW-101, although expensive to procure and run, trumps other choppers on most of the counts. But that doesn't make it the right buy. We required VVIP choppers for high altitude areas(~6000m) and AW-101 doesn't do that job howsoever superior it might be performance-wise.
One thing to note here is - IAF, in its evaluation report said that S-92's HOGE was insufficient. But data shows that it's(6500 ft) much better than AW-101's(3500 ft). Higher HIGE & HOGE are desired if the intended purpose of the chopper is to operate in high altitude areas. On these counts, S-92 would have been a better buy.

India and the UAE on Tuesday Dec 04,2018 signed two agreements, including one on currency swap, as External Affairs Minister Sushma Swaraj held exhaustive discussions with her counterpart Abdullah bin Zayed Al Nahyan to step up cooperation in areas like trade, security and defence

Currency Swap is such a pact between two countries that allows trading in their own currency and payments to import and export trade at pre-determined exchange rate without bringing in a third benchmark currency like the US dollars.

The second agreement would enable both sides to undertake development projects in Africa.

Bolivia court allows President Morales to run for fourth term Tuesday Dec 04,2018

A Bolivian court has given a green light for President Evo Morales to seek a fourth term in office, which opponents say is unconstitutional.

"The full chamber of the Supreme Electoral Court, by virtue of the jurisdiction and competence exercised by law," approved nine candidates for primary elections in January, including Morales, according to the decision, which was read out at a press briefing.

The decision on Tuesday night Dec 04,2018 came just as opposition to Morales's candidacy was building, with protesters marching in the capital, La Paz, last week.

A general strike was called for next Thursday to oppose Morales' re-election bid.

Morales had previously accepted the results of a 2016 referendum, when 51 percent of Bolivian voters rejected his proposal to end existing term limits.

He later reversed course and said that while he would happily give up the office, his supporters were pushing for him to stay.

Last year, the country's constitutional court lifted term limits, paving the way for Morales to run for a fourth term in 2019.

Cuba to roll out mobile internet services for the first time from Thursday Dec 06,2018

Cubans will be able to access the internet on their mobile phones for the first time from Thursday Dec 06,2018 according to the state-run telecoms company ETECSA.

The announcement is a milestone for the Communist-run island, which has long been one of the Western Hemisphere's least connected countries and is one of the last countries in the world without mobile internet.

Nearly half of the Caribbean country's 11.2 million residents have mobile phones, although not all will be able to afford to access the internet on them.

Bogibeel, India’s longest rail-cum-road bridge


Bogibeel, India’s longest rail-cum-road bridge connecting Dibrugarh in Assam to Pasighat in Arunachal Pradesh, will be inaugurated by Prime Minister Narendra Modi on December 25,2018

The bridge, which has been constructed by the railways, is 4.94 km long and 32 metres above the water level of the Brahmaputra.

 It will be the second largest bridge in Asia with three-lane roads on top and a double-line railway track below.

The foundation stone of the bridge was laid in 1997 by then prime minister H D Deve Gowda but the work started only in 2002.

The project, which has missed several deadlines, was supposed to be completed in June 2017 but got delayed.

The construction of the bridge will be a major boost in improving logistical support to the armed forces along the border in Arunachal Pradesh as India shares nearly a 4,000 km border with China.

Former India opener Gautam Gambhir on Tuesday Dec 04,2018 announced his retirement from all forms cricket.

Gambhir revealed the same in an emotional video posted on his Facebook page and Twitter handle.

In a career that spanned 58 Tests, 147 ODIs and 37 T20 internationals for the Indian cricket team, Gambhir went on to win two global titles. He was the top scorer for India in both the 2007 ICC WT20 final as well as the 2011 ICC World Cup final.
 
Gambhir 4154 runs at an average of 41.95 in Test cricket with 9 centuries and 22 half-centuries. In ODIs, he scored 5238 runs at an average of 39.68 with 11 centuries and 34 half-centuries.

Gambhir guided Kolkata Knight Riders to two IPL titles in 2012 and 2014 and was the captain of the Delhi Daredevils franchise in 2018, before being replaced by Shreyas Iyer mid-season.

ISRO's GSAT-11 satellite also called the "Big Bird " successfully launched into space today Wednesday Dec 05,2018


ISRO's GSAT-11 satellite also called the "Big Bird " was successfully launched into space today Wednesday Dec 05,2018 from the French space port of Kourou in South America.

The satellite, launched at 2.07 am (IST), will help provide satellite-based internet to remote places where cable-based internet cannot reach.

The satellite, weighing 5,854 kg, is the heaviest Indian-made equipment that the agency put into its orbit.

This launch was the second attempt after ISRO's first bid failed in May earlier this year and was placed into space on its 102 nd flight, the Ariane 5 rocket. According to ISRO, the satellite is healthy after the launch.

"GSAT-11 is the next generation high throughput communication satellite that will play a vital role in providing broadband services across the country. It will also provide a platform to demonstrate new generation applications," Dr K Sivan, ISRO chief said.

The "Big Bird" has cost about Rs. 600 crore. The ariane-5 heavyweight rocket was hired from Arianespace by ISRO. The satellite is expected to have a life span of 15 years.

The satellite internet, which the GSAT-11 will help to provide, will aid in giving internet connectivity in flights in India.

AgustaWestland Deal And Christian Michel's Alleged Role


Christian Michel, the alleged middleman in the AgustaWestland chopper deal, has been extradited to India and arrived late last night Tuesday Dec 04,2018  in Delhi.

Michel was arrested in UAE last year on the basis of an Interpol notice and was out on bail


  1.  The case involves a 3,600-crore contract for the purchase of 12 luxury helicopters to be used by top Indian leaders like the President, Prime Minister, former PMs and other VIPs.
  1. The deal with Italy-based helicopter-maker AgustaWestland was signed by the previous Manmohan Singh government in 2007.
  2. Christian Michel, a British national, is one of the three middlemen being investigated over charges of organising bribes to push the deal with decision-makers in India.
  3. Italian prosecutors suspect bribes worth about 10 percent of the contract, or some 55 million euros, were paid.
  4. The chopper contract was scrapped in 2013 amid allegations that AgustaWestland, whose parent company is UK-based Finmeccanica, paid kickbacks in India amounting to Rs. 362 crore.
  5. A former Indian Air Force chief, SP Tyagi, is also an accused in the case. He has been charged by Indian investigators with taking bribes to tweak chopper specs on the contract to help AgustaWestland at the instance of his cousins.
  6. In 2016, SP Tyagi, 72, became the first ever military chief to be arrested.
  7. The Congress alleges that the chopper investigation has been ramped up in an attempt to target its top leaders in election season, mainly to deflect attention from the Rafale deal controversy.
  8. The BJP says the case could spell "serious trouble" for the "first family" of Congress, referring to its chief Rahul Gandhi and his mother Sonia Gandhi.
  9. In Italy, the former head of AgustaWestland and of parent company Finmeccanica were given jail sentences in 2014 over the scandal but they were later acquitted.
WHAT IS AGUSTAWESTLAND BRIBERY CASE?
It is alleged that bribes were paid to “middlemen”, perhaps even politicians, when India agreed to buy 12 AgustaWestland helicopters built by Italian defence manufacturing giant Finmeccanica (now known as the Leonardo group) at an estimated cost of Rs 3,600 crore. The helicopters were for the “Communication Squadron of the Indian Air Force”. The purchase, cleared in 2010 by the previous United Progressive Alliance government, envisaged replacing ageing Mi-8 choppers to ferry VVIPs such as the President, vice-president, Prime Minister and the other dignitaries.
The Central Bureau of Investigation alleges Michel was paid a bribe totalling Rs 295 crore to swing the deal in favour of Agusta.
HOW WAS THE DEAL MANIPULATED?
It is alleged that several parameters, for instance, the height of the cabin of the helicopter, the operating ceiling, or the maximum altitude the helicopter could fly to, were tweaked to help AgustaWestland.
HOW DID ALLEGATIONS COME TO THE FORE?
The allegations came out in an Italian investigation. Three of the contracted 12 helicopters had been delivered to the Indian Air Force before the bribery became public.
Then AgustaWestland CEO Bruno Spagnolini and Guiseppe Orsi, chairman of AgustaWestland’s parent company Finmeccanica, were arrested by Italian police in February 2013 on charges of paying bribes to win the deal. The then UPA government cancelled the deal, enchased the bank guarantee and ordered an inquiry.
WHAT DID THE CBI INQUIRY REVEAL?
CBI alleged the key players who manipulated the specifications for VVIP helicopter deal allegedly were British national Christian Michel, and Carlo Valentino Ferdinando Gerosa (71) and Guido Haschke, from Italy and Switzerland respectively.
CBI alleged the requirements were manipulated after a meeting between former air force chief, Air Chief Marshal SP Tyagi and the accused. Air Chief Marshal Tyagi, who has denied any wrongdoing, was arrested by CBI. His cousin Julie Tyagi and a Delhi-based lawyer Gautam Khaitan were also arrested for alleged wrongdoing.
WHAT DOES CBI HOPE TO GET FROM MICHEL?
While Christian Michel has denied any wrongdoing, agencies in India want to know the identity of Indians who received kickbacks in the purchase of the helicopters. It suspects that some politicians and government functionaries could have been involved.

World's First Baby Born via Womb Transplant from Dead Donor in Brazil


A woman in Brazil who received a womb transplanted from a deceased donor has given birth to a baby girl in the first successful case of its kind, doctors reported.

The case, published in The Lancet medical journal, involved connecting veins from the donor uterus with the recipient's veins, as well as linking arteries, ligaments and vaginal canals

It comes after 10 previously known cases of uterus transplants from deceased donors - in the United States, the Czech Republic and Turkey - failed to produce a live birth.


The girl born in the Brazilian case was delivered via caesarean section at 35 weeks and three days, and weighed 2,550 grams (nearly 6 lbs), the case study said.

Dani Ejzenberg, a doctor at Brazil's Sao Paulo University hospital who led the research, said the transplant - carried out in September 2016 when the recipient was 32 - shows the technique is feasible and could offer women with uterine infertility access to a larger pool of potential donors.


The current norm for receiving a womb transplant is that the organ would come from a live family member willing to donate it.

"The numbers of people willing and committed to donate organs upon their own deaths are far larger than those of live donors, offering a much wider potential donor population," Ejzenberg said in a statement about the results.

She added, however, that the outcomes and effects of womb donations from live and deceased donors have yet to be compared, and said the technique could still be refined and optimised.

The first baby born after a live donor womb transplant was in Sweden in 2013. Scientists have so far reported a total of 39 procedures of this kind, resulting in 11 live births.

Maari 2' has an interesting ensemble star cast with the likes of Dhanush, Varalaxmi Sarathkumar, Sai Pallavi, and Vidya Pradeep among others.

Tovino Thomas will be seen playing a negative role in 'Maari 2'.

The film has been directed by Balaji Mohan who previously helmed the original.

The 2015 hit starred Dhanush and Kajal Aggarwal in lead roles.

 


2018 Ballon d'Or - Luka Modric Wins Title Monday Dec 03,2018


Luka Modric saw off competition from a host of French World Cup stars as the Real Madrid and Croatia midfielder won the 2018 Ballon d'Or on Monday, ending the 10-year stranglehold on the award by Cristiano Ronaldo and Lionel Messi.

Modric, 33, was announced as the winner of the prestigious prize in a glitzy ceremony held in Paris. Ronaldo was second, with France and Atletico Madrid striker Antoine Griezmann completing the podium.

Modric -- the oldest winner since Italy's Fabio Cannavaro, also 33, in 2006 -- was crowned after an outstanding year in which he starred in the Real side that retained the Champions League before heroically helping drag his country to the final of the World Cup for the first time in their history.

Croatia lost 4-2 to France in Moscow in the final in July.

The prize comes after Modric claimed the Golden Ball for the best player at the World Cup before picking up UEFA's prize for player of the season and FIFA's best player award in September.

Nigeria beat SA on penalties to win 2018 Women's Africa Cup of Nations Saturday Dec 01,2018

Nigeria were crowned the 2018 Women's Africa Cup of Nations champions on Saturday Dec 01,2018, beating South Africa 4-3 on penalties in the final in Accra. 

The match had ended 0-0 after 120 minutes, with Nigeria's goalkeeper Tochukwu Oluehi making the trophy-winning save in the shoot-out from the boot of South Africa's Linda Motlhalo.

Experienced midfielder Asisat Oshoala had earlier scuppered the chance to seal a victory for Nigeria in normal time after she missed a penalty.

The Super Falcons, who came to Ghana as defending champions, retain their dominance in this competition, winning the trophy for a ninth time in eleven editions.

Cameroon stripped of hosting 2019 Africa Cup of Nations Friday Nov 30,2018

Cameroon was on Friday stripped of hosting the 2019 Africa Cup of Nations due to delays in preparing for the continental showpiece, organisers the Confederation of African Football announced.

 "Today we took the decision to withdraw the 2019 CAN from Cameroon" CAF president Ahmad Ahmad told a press conference in Accra, seven months before the 2019 opening match.

South Africa and Morocco are two frontline contenders to step in as hosts for the event -- expanded to 24 teams for the first time -- in place of Cameroon, who won the last edition in 2017 in Gabon.

South Africa is the only African country to stage a World Cup, in 2010, and last staged the Cup of Nations in 2013

In 1995 Kenya withdrew as hosts, citing financial difficulties, with South Africa stepping in and going on to be crowned champions.

South Africa also took over holding the 2013 tournament after original hosts Libya had pulled out two years earlier because of the armed conflict then raging in the country.

Equitorial Guinea stepped in to the breach in 2015 when original hosts Morocco had appealed in vain for the competition to be delayed because of the Ebola epidemic.

The 2019 event is scheduled for June 15-July 13, a change from its traditional January-February slot.

And it will be the first to feature 24 teams -- up from 16 at the 2017 edition in Gabon.

2018 Mizoram Assembly Election Nov 28,2018 - Mizoram recorded 80% voter turnout Wednesday Nov 28,2018

Mizoram went to polls on Wednesday with 209 candidates in the fray for the 40-Member Legislative Assembly

Voting began at 7 am and ended at 4 pm.

A total of 209 candidates, including 18 women, contested from 40 assembly seats on November 28.

The Congress and the Mizo National Front contested from all 40 seats, while the BJP put up candidates in 39 and the Zoram People’s Movement in 35 seats. The National People’s Party, which is in power in Meghalaya and is part of the ruling coalition in Nagaland and Manipur, is contesting 9 seats.

The state recorded 80% voter turnout in a peaceful poll.

Bru refugees voted at 15 polling booths at Kahnmun in Mamit district of Mizoram, close to the border. Of the 11,987 registered Bru voters, 56.46% voted. 

In Mizoram, the average number of voters per seat is around 19,000, so votes by Brus, who fled the state in 1997 following ethnic clashes, could be crucial in Hachhek, Dampa and Mamit seats

Congress, which has been in power in Mizoram since 2008, is eyeing a third consecutive term in the state. While the direct contest is between the Congress and Mizo National Front, BJP, National People’s Party and Zoram People’s Movement could play crucial roles in the formation of the next government.

Chief minister Lal Thanhawla is contesting from two seats — Serchhip and Champhai South.

Serchhip with 81% recorded the highest turnout among all eight districts, while Aizawl with 65% was the lowest,” said chief electoral officer Ashish Kundra.

The coter turnout was 83.41 per cent in 2013.

In the 2008 assembly polls, it was 82.35 per cent, the poll panel said.

2018 Rajasthan Assembly Elections - Congress releases party manifesto; focus on agrarian crisis, job creation

Loan waiver to farmers, free education to girls and women, unemployment allowance of up to Rs 3,500 to educated youth and pension to elderly farmers are among the promises the Rajasthan Congress has made in its election manifesto released on Thursday Nov 29,2018

AICC general secretary Avinash Pande, Pradesh Congress Committee president Sachin Pilot, former chief minister Ashok Gehlot and chairman of the manifesto committee Harish Choudhary released the manifesto titled ‘Jan Ghoshna Patra’.

Pilot said the party reached out to people through online and offline modes and received nearly two lakh suggestions before coming out with its manifesto. He said the party aims to implement the manifesto in a time-bound manner on formation of a Congress government in the state.

Highlighting the promises made in the manifesto, Pilot said the government will waive farmers’ loan, provide free education to girls and women and give up to Rs 3,500 monthly allowance to educated unemployed youths

In the manifesto, the Congress said it would like to have agriculture equipment and tractor exempted from Goods and Services Tax(GST)

The party said recommendation to bring petrol and diesel under GST will be made from the GST Council.

Promoting organic farming, pension to elderly farmers, promotion to export of crops like onion, garlic, gwar and cotton, development of dairy industry, push to fisheries, wi-fi and internet facility to every panchayat, linkage of maximum villages with eastern Rajasthan canal project, free education to girls or women in government institutions were made.

The party promised to ensure quality health services to citizens, availability of wheat to BPL families at Re 1 per kg, easy monetary loans to youths and no fare in state-run buses for candidates travelling to appear in competitive exams.

It also announced to expedite work on rail connectivity in Dungarpur, Banswara and Tonk districts by working on Ajmer-Tonk-Sawaimadhopur, Dungarpur-Banswara-Ratlam railway line projects. Rail line is a prominent poll issue in Tonk where Pilot is contesting elections.

It has also promise new industry and tourism policies, promotion of local art, culture and heritage; a 24X7 women helpline, women ITI and poly-technic college in every district, increase in pension scheme for elderly people, journalists’ protection act, advocates’ protection act, implementation of accountability act, steps for the security of temples, mosques, church and all other religious places

2018 Telangana Assembly Election Dec 07,2018 - Chandrababu Naidu fields NTR scion in prestige fight with TRS



If there is an assembly constituency in Hyderabad that is attracting everyone’s attention–politicians, political observers, film stars and even bookies - in the ongoing assembly elections in Telangana, it is Kukatpally.

The reason for which is Nandamuri Suhasini, the granddaughter of legendary actor and former chief minister of erstwhile united Andhra Pradesh NT Rama Rao, who has thrown her hat into the electoral ring. Nandamuri Suhasini is contesting the polls on a Telugu Desam Party (TDP) ticket.

The 37-year old scion of the Nandamuri family is the first in the third generation of the family to contest elections. Nandamuri’s father late Nandamuri Harikrishna, who was killed in a road accident in August this year, was a Rajya Sabha member, a minister in the state cabinet and also a TDP politburo member. Her uncle Nandamuri Balakrishna, a senior actor in the Telugu film industry, is also an MLA from Hindupur in Andhra Pradesh’s Anantapur.

Suhasini’s entry into the poll battle, a strategic move by TDP president and Andhra Pradesh chief minister N Chandrababu Naidu just four days before closure of nomination process in Telangana, has now upped the stakes.

“I am not familiar with political rhetoric. But I assure the people that I will be available to them anytime to solve their problems,” Suhasini said.

Kukatpally had traditionally been a TDP bastion – in the 2014 elections, it was one of the 15 seats won by the party in the 119-member assembly. TDP’s Madhavaram Krishna Rao won the seat with a margin of 43,000 votes but in less than two years, defected to Telangana Rashtra Samithi (TRS), along with 11 others. Now, TDP is aiming at regaining its hold in the constituency.

One of the reasons why Naidu chose to field Suhasini from Kukatpally is the concentration of a large number of people from the Andhra and Rayalaseema regions, generally referred to as settlers in Telangana. Once a small suburban residential area, Kukatpally has grown into one of the busiest localities of the city.

An estimate made by the Telangana Settlers’ Association, a local organisation, voters from Andhra and Rayalaseema constitute nearly 40% of the 338,000 voters. The TDP hopes these settlers will back Suhasini.

For the TRS, Kukatpally is a prestige fight as Suhasini’s defeat would dent Naidu’s image. TRS president K Chandrasekhar Rao’s son and IT minister K T Rama Rao are personally concentrating on this constituency. TDP’s regional rival, the YSR Congress, which polled nearly 22,000 votes in 2014 elections, has openly supported TRS.

Ramgarh sub-division magistrate (SDM) Pankaj Sharma, who is also the returning officer of the constituency, said in his order that BSP candidate Singh died on Thursday. “As per section 52(1) of Representation of People Act 1851, after the death of BSP candidate, the voting scheduled on December 7, 2018 has been postponed till further date is announced. Adjourned the poll to a date to be notified,” the order stated.


The next date of voting in Ramgarh constituency will be announced by EC.


The BJP has fielded Sukhdev Singh replacing the sitting MLA Gyandeo Ahuja Khan from this constituency, and Congress has fielded Zuber.

74.61% voter turnout in Madhya Pradesh till 6pm, says chief electoral officer of Madhya Pradesh.

In the 2013 Assembly election, 72.69% turnout was recorded, an election official said.

The polling on Wednesday was marred by complaints of faulty Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVVPAT) machines. Poll officials said 1,145 EVMs and 1,545 VVPATs were replaced after complaints of technical snags.

Polling was held between 8am and 5pm in 227 seats, while in three assembly segments — Lanji, Paraswada and Baihar — in the Naxal-affected Balaghat district, the voting time was between 7 am to 3pm, state Chief Electoral Officer V.L. Kantha Rao said.

About 2.5% (polling) machines were replaced, Rao said, adding this percentage was around 2% in other states where elections were held recently.

Three employees died due to “health reasons” while performing poll duty in Dhar, Indore and Guna districts, he said.

The battle of ballots in Madhya Pradesh is just months ahead of the Lok Sabha polls slated in the first half of 2019.

Altogether 2,899 candidates were in the fray. The state has 5.04 crore eligible voters.

Also, 3,00,782 government employees, including 45,904 women, were on poll duty and 65,341 polling stations were set up.

Indian Oil Corporation(IOC) reduces jet fuel prices to lowest in 7-month

Indian Oil Corp., the country’s biggest fuel retailer, cut jet fuel prices for domestic and international carriers.
The price in Delhi for domestic airlines was cut to 68,050.97 rupees a kiloliter on 1 December, an 11% reduction from a month earlier, according to a statement by the state-run company.

That is the lowest since 1 May, data from Indian Oil show. The rate reached a five-year high in November.

ISRO's PSLV-C43 successfully places HysIS, 30 foreign satellites in respective orbits Thursday Nov 29,2018

Nearly three minutes after its lift-off at 9.57 a.m. on Thursday Nov 29,2018, the Indian Space Research Organisation's (ISRO) workhorse, the PSLV, carrying 31 satellites, soared in a trajectory crossing the path of the Sun and sped to inject the country's Hyper Spectral Imaging Satellite (HysIS), dubbed ‘Sharp Eye’, in its intended orbit.

In the course of the next one hour, the team at the Mission Control waited for the PSLV C-43 to come up on the other side of the Equator to insert 30 small commercial satellites from various countries into the orbits requested by the customers.

The HysIS is is an Earth observation satellite primarily to assist in a wide range of applications in agriculture, forestry, geological environments, coastal zones, among others.

The 30 satellites are one each from Australia, Canada, Colombia, Finland, Malaysia, Netherlands and Spain, and 23 from the USA

Georgia's ruling party-backed candidate, who favours balancing the ex-Soviet republic's relations with Moscow and the West, has won the presidential runoff, according to partial results published on the electoral body's website on Thursday Nov 29,2018

Figures from the Central Election Commission gave French-born Salome Zurabishvili 59.6 percent of the vote in the runoff, which was held on Wednesday Nov 28,2018

Opposition candidate Grigol Vashadze had 40.4 percent, based on results from almost all polling stations, the CEC said.

The second round of voting was under close scrutiny by the opposition and international observers for any sign that the ruling Georgian Dream party is using its control of state machinery to help Zurabishvili win.

The opposition said there have been attacks on its activists during campaigning and complained there were many irregularities during the vote, including attempts to pressure voters and manipulation of voter lists.

The ruling party has denied attempting to influence the outcome of the vote unfairly.

International observers said the first round of voting last month had been competitive but had been held on "an unlevel playing field" with state resources misused, private media biased, and some phoney candidates taking part.

The election was the last in which the president will be selected by popular vote. From 2024, presidents will be picked by an electoral college of 300 legislators and regional officials.

Zurabishvili won 38.6 percent of the vote in the first round on October 28. That was just one percentage point ahead of Vashadze in a resolutely pro-Western government that was in power when the conflict with Russia broke out over a Moscow-backed breakaway Georgian territory.

Andres Manuel Lopez Obrador has been sworn in as Mexico's next president, starting his six-year term with a promise to end the corruption, poverty and extreme violence that have plagued the country for more than a decade.

"I swear to defend the constitution of the United Mexican States and its laws, and faithfully and patriotically carry out the post of president of the republic that the people have entrusted to me," Lopez Obrador said with his right hand raised before the Congress on Saturday Dec 01,2018

The 65-year old Obrador, also known as AMLO, won the presidential race in July 2018 with over 50 percent of the vote, an historic landslide victory that has not been seen since the end of "one-party rule" almost 20 years ago. He now holds the majority in Congress.

Obrador enjoys at least 56 percent approval ratings, a stark contrast with his predecessor, Enrique Pena Nieto, who is leaving office with only 28 percent approval.

Pena Nieto's administration was plagued with corruption scandals and crime-related murder rates reached record-high levels.

Bangladesh managed to emulate a 128-year-old record on Saturday Dec 01,2018  during the ongoing second Test against the West Indies in Dhaka.

The hosts grabbed five early wickets on Day 2 of the Test match with all five West Indies batsmen getting out bowled at the Shere Bangla National Stadium.

World cricket has seen this only twice before - 11 August, 1890 and 2 January 1879.

Bangladesh equalled the record for most bowled dismissals in an innings, equalling Australia's (against England at The Oval in 1890) and England's (against Australia at the Melbourne Cricket Ground in 1878/79) feats.

The only difference between West Indies and the remaining two teams is that they lost their top-five for just 21 runs while Australia had scored 47 before losing the top-half while England had made 45.

Australia and England were the only two teams playing international cricket back in the late 1800s.
On Saturday, Off-spinner Mehidy Hasan (3-36) and left-arm spinner Shakib Al Hasan (2-15) led the way, spinning the ball viciously as West Indies slumped to 29 for 5 in 12 overs, in reply to Bangladesh's first innings score of 508.

Former US President George Herbert Walker Bush died on Saturday Dec 01,2018 at the age of 94. He was the 41st president of the United States and lived longer than any of his predecessors.

His son George W Bush confirmed the demise of his father on Saturday. "Jeb, Neil, Marvin, Doro, and I are saddened to announce that after 94 remarkable years, our dear Dad has died. George H.W. Bush was a man of the highest character and the best dad a son or daughter could ask for. The entire Bush family is deeply grateful for 41's life and love, for the compassion of those who have cared and prayed for Dad, and for the condolences of our friends and fellow citizens," George W Bush said in an official statement.

His death comes just eight months after the death of his wife Babara who died at the age of 73. A day after he attended his wife's funeral in April, he was admitted to hospital for a blood infection. He had to be admitted for 13 days. He had attended his wife's funeral in Houston in a wheelchair and wore a pair of colorful socks festooned with books, in honor of his late wife's commitment to literacy.

The elder Bush, a Republican like his sons, also served as vice president for eight years during Ronald Reagan's two terms as president, before being elected to the White House himself.  He defeated former Massachusetts Governor Michael Dukakis, the Democratic nominee, in the 1988 presidential campaign, and lost his 1992 re-election bid to Democrat Bill Clinton.

US financial markets will close Wednesday for a national day of mourning to honour former President George Herbert Walker Bush


The New York Stock Exchange, Nasdaq Inc.’s US equities and options markets and CME Group Inc.’s US-based equity markets will shut, the companies said. They will also observe a moment of silence on Monday. The Securities Industry and Financial Markets Association has also recommended that fixed-income cash markets close on Wednesday, according to a statement.

US financial markets traditionally close following a presidential death. The most recent observation was 2 January 2007, after the death of President Gerald Ford.

“The President will designate Wednesday, December 5th as a National Day of Mourning. He and the First Lady will attend the funeral at the National Cathedral in Washington, D.C.,” White House press secretary Sarah Huckabee Sanders said in a statement.

IIT-Madras develops India's first microprocessor 'Shakti'

Researchers at Indian Institute of Technology-Madras (IITM) have designed and booted up India's first microprocessor, Shakti, which could be used in mobile computing and other devices

The Shakti microprocessor can be used in low-power wireless systems and networking systems besides reducing reliance on imported microprocessors in communication and defence sectors.

The microprocessor can be used by others as it is on par with international standards, researchers said.

The Shakti family of processors was fabricated at Semi-Conductor Laboratory (SCL), Indian Space Research Organizations (ISRO) in Chandigarh, making it the first `RISC V Microprocessor` to be completely designed and made in India, IITM said.
The other crucial aspect of such an indigenous design, development and fabricating approach is reducing the risk of deploying systems that may be infected with back-doors and hardware Trojans.

This development will assume huge significance when systems based on Shakti processors are adopted by strategic sectors such as defence, nuclear power installations, government agencies and departments.

Almost a year after making his ODI debut, MS Dhoni entered the Test arena on 2nd December 2005 against Sri Lanka at the MA Chidambaram Stadium in Chennai.


It wasn't the greatest of debuts as it was a rain curtailed game that ended in a draw.

The first three days were washed out and the game only started on Day 4. Batting first, India were dismissed for a paltry 167 with Chaminda Vaas taking four wickets. The debutant scored 30 in the game, inclusive of six fours before he was dismissed by leg-spinner Malinga Bandara.

In reply, Sri Lanka scored 168 for four before the conclusion of the game, with Mahela Jayawardene top-scoring for the visitors with 71. Dhoni also took one catch in the game, that of left-handed batsman Avishka Gunawardene while keeping.

This was Dhoni's entry into the Test arena and he went onto play 90 Tests for India even leading the side to No.1 spot.

He scored 4876 runs with highest of 224 and an average of 38.04. He had 33 half-centuries and six centuries to his name.

Dhoni played his final Test in 2014 against Australia in Melbourne and shocked everyone when he announced his retirement after the game. He handed over the reigns to Virat Kohli who has led the side ever since.

The ruling CPI(M)-led Left Democratic Front (LDF) in Kerala on Friday bagged 21 of the 39 seats in the keenly fought bypolls to the local bodies.

The Congress-led United Democratic Front (UDF) came second with 12 seats, the results of which were announced on Friday Nov 30,2018

However, the BJP, which has led frenzied protests over the entry of women of all ages into Sabarimala, failed to make political dividends as expected and got only two seats

The November 29 bypolls were held in 27 panchayats, five block panchayats, six municipalities and one corporation spread across 14 districts that had fallen vacant due to various reasons.


The Socialist Democratic Party of India (SDPI), the political outfit of Popular Front of India, returned two candidates, while independents won two seats. The UDF, however, lost five wards but was able to wrest four different wards from other parties. One of its candidates in Pathanamthitta Municipality was defeated by a rebel Congress candidate.

Goods And Service Tax(GST) - GST Collections Drop to Rs 97,637 Crore in November 2018

Goods and Services (GST) collection in November dropped to Rs 97,637 crore, lower than Rs 1 lakh crore collected previous month.

The total number of GSTR 3B returns filed for October up to November 30, 2018, is 69.6 lakh, the finance ministry said in a statement. Compensation released to states for August-September stood at Rs 11,922 crore.

Of the Rs 97,637 crore collected, central GST (CGST) collection is Rs 16,812 crore, state GST (SGST) is Rs 23,070 crore, integrated GST (IGST) is Rs 49,726 crore (including Rs 24,133 crore collected on imports) and cess is Rs 8,031 crore (including Rs 842 crore collected on imports).


The government has settled Rs 18,262 crore to CGST and Rs 15,704 crore to SGST from IGST as regular settlement.

The total revenue earned by central government and the state governments after regular settlement in November 2018 is Rs 35,073 crore for CGST and Rs 38,774 crore for SGST, the ministry added.

The GST collections stood at Rs 1.03 lakh crore in April, Rs 94,016 crore in May, Rs 95,610 crore in June, Rs 96,483 crore in July, Rs 93,960 crore in August, Rs 94,442 crore in September and Rs 1,00,710 crore in October.

To arrive at the winning word, Cambridge Dictionary asked its blog readers and social media followers to weigh in on a shortlist of four words chosen by the dictionary's editors. The shortlist choices were selected from the year's new additions to the online dictionary and were chosen based on their popularity and relevance.

"Nomophobia" won out against "gender gap," "ecocide" -- destruction of the natural environment of an area, or very great damage to it -- and "no-platforming," defined as "the practice of refusing someone an opportunity to make their ideas or beliefs known publicly, because you think these beliefs are dangerous or unacceptable."

An estimated 120,000 children and adolescents aged 0-19 were living with HIV in India in 2017, the highest number in South Asia, according a report by UNICEF which warned that around 80 adolescents will be dying of AIDS every day globally by 2030 if progress in preventing transmission is not accelerated.

23rd International Film Festival of Kerala Dev 07 - 13 , 2018

The 23rd International Film Festival of Kerala will open with Asghar Farhadi’s Everybody Knows.

The film starring Javier Bardem and Penélope Cruz was also the opening film at the 2018 Cannes Film Festival in competition.

The film revolves around Penélope Cruz as Laura is a Spanish woman living in Buenos Aires, who returns with her children to her hometown outside Madrid for a wedding. However, the trip is disturbed by startling events that bring many secrets into the open.

The week-long festival will screen more than 150 films from 70 countries. With “rebuilding” as its theme for this year, the festival strives to reflect the experience of the recent floods. It will also feature a retrospective of the veteran Malayalam film producer Lenin Rajendran.
 

2019 Republic Day of India - South African President Cyril Ramaphosa Will be India's Chief Guest

South African President has accepted Prime Minister Narendra Modi’s invitation to be the chief guest on India’s Republic Day on January 26,2019.

The celebrations are held every year at Rajpath before the President of India.

Prime Minister Narendra Modi on Saturday met South African President Cyril Ramaphosa on the sidelines of the G-20 summit here and invited him to be the chief guest at the Republic Day celebrations next year, which also marks the 150th birth anniversary of Mahatma Gandhi

At a time when India is marking the 150th birth anniversary of Mahatma Gandhi, it is our honour to welcome President Ramaphosa as the Chief Guest for the 2019 Republic Day celebrations. 2018-19 India Tour of Australia - Prithivi Shaw's Untimely Injury Adds to India's Opening Woes As First Test Looms

Prithvi Shaw’s freak ankle injury in the tour game against Cricket Australia XI in Sydney is a big blow to the Indian team ahead of the series opener in Adelaide from the 6th of December. With Shaw ruled out of the Test and in doubt for the second starting in Perth four days after, it means that India will be forced to go back to Murali Vijay – who was dropped after his poor performance in the first two Test in England earlier this year. He would partner Lokesh Rahul who, apart from his 149 at The Oval in September, hasn’t much to write home about since last year.


Why is Shaw’s injury a big deal?

Prithivi Shaw is a prodigious talent who burst onto international Test cricket with a man-of-the-match performance – 134 in just 154 balls – against the West Indies in Rajkot in October this year. He followed that with scores of 70 and 33 not out in Hyderabad – again scored at a blistering pace. He looked in ominous touch in the tour game in Sydney with a 69-ball 66. He registered quick fifties in both innings (62 in 88 balls and 50 in 53 balls) against New Zealand-A in Mount Maunganui – in India-A’s first unofficial Test earlier this month. He has been in exceptional form in first-class cricket since January, 2017 scoring 1530 runs in 28 innings at a staggering average of 56.67, including 7 hundreds.



Overall, he has scored 1767 runs in 31 first-class innings at an average of 60.93 and strike rate of 78.81. This includes 8 hundreds and 8 fifties.
He has great hand-eye coordination and a knack to get big scores at blitzkrieg pace. He is a big boundary hitter as the 246 boundaries in just 17 first class career matches indicate. He is very much in the Sehwag-mould of batting and has the potential to change the game in a session, opening the batting against the hard new red ball on the true Australian pitches. Even a quick 35-40 by Shaw could set the pace for the other Indian batsmen – something Sehwag did consistently in his Test career.
