Over 15 months after he took over as the chief minister of Madhya Pradesh, Kamal Nath resigned from the top post on Friday March 20,2020<br />
<br />
His
move comes a day after the Supreme Court directed that a floor test be
conducted in Madhya Pradesh Assembly to prove that the Congress
government led by him enjoys majority in the House following the
rebellion by 22 MLAs of his party<br />
<br />
Nath submitted his resignation to Governor Lalji Tandon at the Raj Bhawan here this afternoon.<br />
“He submitted his resignation to the governor,” a Raj Bhawan official told<br />
<br />
In
his resignation letter, Nath said, “In my 40-year- long public life, I
have always done politics of purity and valued democratic norms and
given priority to it. But what transpired in the last two weeks is a new
chapter of devaluation of democratic values.”<br />
<br />
In the letter, he
also congratulated new chief minister of the state and said he will also
extend help in the development of the state<br />
<br />
Before submitting his resignation, Nath addressed a press conference, where he announced his resignation<br />
<br />
During
the press conference, he also accused the BJP of killing the democratic
values by conspiring against his government and blamed former Congress
leader Jyotiraditya Scindia for the current political crisis in the
state<br />
<br />
“I have decided to submit my resignation to the governor.
But I will continue to work for the welfare of the people...I did the
politics of value,” he said<br />
<br />
“I took over as the CM on December
17, 2018. During my political career, I have always believed in
development. I was given an opportunity for a period of five years to
give a new identity to the state,” he said<br />
<br />
“The BJP didn’t like
the people-centric works carried out by my government during our
15-month rule, so they kept conspiring against me,” he said<br />
<br />
Nath alleged that 22 Congress MLAs were held captive in Bengaluru by the BJP, which has been witnessed by the entire country<br />
<br />
“BJP killed the democratic values by conspiring,” he said<br />
<br />
“I
have proved my majority on the floor of the House several times during
the past 15 years...but the BJP betrayed the people of state by
destabilising the government,” he said.</div>

India’s financial capital is shutting down all its offices.
Maharashtra chief minister Uddhav Thackeray on Friday March 20,2020 ordered that all
workplaces in Mumbai, and in the greater Mumbai Metropolitan Region as
well as in Pune, Nagpur and Pimpri Chinchwad will remain closed till
March 31 to rein in the spread of novel coronavirus.<br />
<br />
The chief minister, beefing up precautionary measures, also
announced the mandatory closure of all shops till the end of the month.
Only essential services, including medical stores, grocery and milk
stores, as well as banks, will be allowed to stay open<br />
<br />
While all private companies have been told to let employees work from
home, government offices in the state will function with 25 per cent
staff strength.<br />
<br />
“We have now decided that only 25 per cent government staff will
work. Except essential goods, please close down all other shops. We are
shutting down all offices, shops till March 31. All those who feel that
work from home is not possible, we have to forcibly shut them. We are
left with no alternative. It is essential to stay at home for living.
For us, the health givers are fighting a brutal war,” he said.<br />
<br />
Maharashtra has reported the highest number of confirmed
coronavirus cases in the country at 52 so far, including one death. Five
of the patients have been cured.

US congresswoman Tulsi Gabbard dropped out of the Democratic
presidential nomination race Thursday March 19,2020 and immediately endorsed rival Joe
Biden as flag bearer heading into the November 2020 election against
President Donald Trump.<br />
<br />
“Today, I’m suspending my presidential
campaign and offering my full support to vice president Joe Biden in his
quest to bring our country together,” the lawmaker from Hawaii said in
an online video message.<br />
<br />
“Although I may not agree with the vice
president on every issue, I know that he has a good heart, and he is
motivated by his love for our country and the American people.”<br />
<br />
Her move leaves front runner Biden and leftist Senator Bernie Sanders as the final two candidates in the Democratic race.<br />
<br />
Tulsi Gabbard’s endorsement comes as somewhat of a surprise, given that she
was a fierce supporter of Sanders in 2016 and supports his Medicare for

<br />
But
Sanders is under mounting pressure to drop out after performing poorly
in several recent primaries including three states swept by Biden this
week.<br />

The death toll in Italy from the coronavirus overtook China’s on
Thursday March 19,2020 in a stark illustration of how the outbreak has pivoted toward
Europe and the United States<br />

Italy, with a population of 60
million, recorded at least 3,405 deaths, or roughly 150 more than in
China — a country with a population over 20 times larger<br />

Italy
reached the bleak milestone the same day that Wuhan, the Chinese city

a powerful method to stop the virus’ spread<br />

On Thursday, a

quarantine themselves and take the national lockdown seriously.</div>

was born in Budapest in 1818 and received a doctorate from the
University of Vienna and master's degree in midwifery. During his tenure
at the Vienna General Hospital in the mid 19th century, an infection
called Childbed Fever wreaked havoc and escalated high mortality rates
in new mothers in maternity wards across Europe<br />
<br />
Determined to
discover the cause of Childbed Fever, Semmelweis conducted an extensive
research and found out that infections were being passed on from doctors
- after conducting operations - to patients through their hands<br />
<br />
Soon
after, Semmelweis insisted doctors and other medical staff to wash
hands extensively after examining each patient. This observation worked
as infection rates began reducing<br />
<br />
"Today, Semmelweis is widely
remembered as "the father of infection control," credited with
revolutionizing not just obstetrics, but the medical field itself,
informing generations beyond his own that handwashing is one of the most
effective ways to prevent the spread of diseases," Google Doodle said
on its website.<br />

The 4 men convicted in the 2012 Nirbhaya gang rape and murder case
were hanged to death at 5.30am on Friday March 21,2020, bringing to end a protracted
legal battle of over seven years<br />
<br />
All legal routes to escape the noose closed on Thursday March 20,2020 for the 4 men who brutalised a 23-year-old physiotherapy student in a Delhi
bus with a barbarity that shook the nation<br />
<br />
<span style="color: red;">Mukesh Singh, Pawan Gupta, Vinay Sharma and Akshay Kumar Singh</span>, were
held guilty of gang-raping the young woman on the night of December 16,
2012, so brutally that she died of her injuries a fortnight later<br />
<br />
Their death warrants were deferred by a court thrice on the
grounds that they had not exhausted all their legal remedies and that
the mercy petition of one or the other was before the president<br />
<br />
On Thursday, however, all the legal routes seemed to have closed for the four men<br />
<br />
The Supreme Court Of India (SCI) refused to entertain Mukesh Singh’s last-ditch
plea that he was not in the city when the crime took place. A bench of
Justices of R Bhanumati, Ashok Bhushan and AS Bopanna said he had
exhausted all his remedies and no fresh evidence can be entertained<br />
<br />
The Supreme Court Of India (SCI) also dismissed Akshay Kumar's plea challenging the
rejection of his second mercy petition by President Ram Nath Kovind,
saying no ground was made out for a judicial review of the decision<br />
<br />
On a parallel track, a Delhi court dismissed the pleas of Akshay
Kumar, Pawan Gupta and Vinay Sharma seeking stays on their execution<br />
<br />
With just hours to go for the execution and no legal hurdle left,
Nirbhaya's mother Asha Devi said her daughter's soul will now rest in
peace.

The central government is moving to harden India’s borders and will
implement a new travel ban with effect from March 22 as arrival of all
international flights will be banned for a week starting Sunday.<br />
<br />
India’s decision to stop international flights and isolate itself
from overseas visitors follows similar decision taken by governments in
Australia and New Zealand to stop the spread of the novel Coronavirus<br />
<br />
The government had earlier already banned flights from several
high-risk nations, including from the European Union, till March 31<br />
<br />
Covid-19, which has infected over 2 lakh people across the globe
and led to deaths of over 9,000, has been declared a pandemic by the
World Health Organisation(WHO)<br />
<br />
The decision to ban all flights was announced soon after the
health ministry reported that a patient died of the virus in Punjab on
Thursday, making it the fourth death in the country. The total number of
cases reported so far is 173.

"In these challenging times, it is
more important than ever for our sport to pull together to provide as
much certainty as possible to all those affected by these

<div class="ins cleared mol-factbox-body">
<div class="mol-para-with-font">
<span class="" style="font-size: large;"><span class="mol-style-bold mol-style-medium">What is the Coronavirus?</span></span><br />
</div>
<div class="mol-para-with-font">
A
coronavirus is a type of virus which can cause illness in animals and
people. Viruses break into cells inside their host and use them to
reproduce itself and disrupt the body's normal functions.<br />
<br />
Coronaviruses
are named after the Latin word 'corona', which means crown, because they
are encased by a spiked shell which resembles a royal crown.</div>
<div class="mol-para-with-font">
<br />
The
coronavirus from Wuhan is one which has never been seen before this
outbreak. It has been named SARS-CoV-2 by the International Committee on
Taxonomy of Viruses. The name stands for<br />
<br />
Severe Acute Respiratory
Syndrome coronavirus 2.</div>
<div class="mol-para-with-font">
<br />
Experts say the
bug, which has killed around one in 50 patients since the outbreak
began in December, is a 'sister' of the SARS illness which hit China in
2002, so has been named after it.</div>
<div class="mol-para-with-font">
<br />
The disease that the virus causes has been named COVID-19, which stands for coronavirus disease 2019.</div>
<div class="mol-para-with-font">
<br />
Dr
Helena Maier, from the Pirbright Institute, said: 'Coronaviruses are a
family of viruses that infect a wide range of different species
including humans, cattle, pigs, chickens, dogs, cats and wild animals. </div>
<div class="mol-para-with-font">
'Until
this new coronavirus was identified, there were only six different
coronaviruses known to infect humans. Four of these cause a mild common
cold-type illness, but since 2002 there has been the emergence of two
new coronaviruses that can infect humans and result in more severe
disease (Severe acute respiratory syndrome (SARS) and Middle East
respiratory syndrome (MERS) coronaviruses)<br />
</div>
<div class="mol-para-with-font">
'Coronaviruses
are known to be able to occasionally jump from one species to another
and that is what happened in the case of SARS, MERS and the new
coronavirus. The animal origin of the new coronavirus is not yet
known.'<br />
</div>
<div class="mol-para-with-font">
<span class="">The first human
cases were publicly reported from the Chinese city of Wuhan, where
approximately 11million people live, after medics first started publicly
reporting infections on December 31,2019</span><br />
</div>
<div class="mol-para-with-font">
<span class="">By
January 8, 59 suspected cases had been reported and seven people were
in critical condition. Tests were developed for the new virus and
recorded cases started to surge</span><br />
</div>
<div class="mol-para-with-font">
<span class="">The
first person died that week and, by January 16, two were dead and 41
cases were confirmed. The next day, scientists predicted that 1,700
people had become infected, possibly up to 7,000</span><br />
</div>
<div class="mol-para-with-font">
<span class=""><span class=""></span></span></div>
<div class="mol-para-with-font">
<span class="mol-style-medium mol-style-bold" style="font-size: large;">Where does the virus come from?</span><br />
</div>
<div class="mol-para-with-font">
According
to scientists, the virus almost certainly came from bats. Coronaviruses
in general tend to originate in animals – the similar SARS and MERS
viruses are believed to have originated in civet cats and camels,
respectively<br />
</div>
<div class="mol-para-with-font">
The first cases of
COVID-19 came from people visiting or working in a live animal market in
Wuhan, which has since been closed down for investigation<br />
</div>
<div class="mol-para-with-font">
Although
the market is officially a seafood market, other dead and living
animals were being sold there, including wolf cubs, salamanders, snakes,
peacocks, porcupines and camel meat<br />
</div>
<div class="mol-para-with-font">
A
study by the Wuhan Institute of Virology, published in February 2020 in
the scientific journal Nature, found that the genetic make-up virus
samples found in patients in China is 96 per cent identical to a
coronavirus they found in bats<br />
</div>
<div class="mol-para-with-font">
However,
there were not many bats at the market so scientists say it was likely
there was an animal which acted as a middle-man, contracting it from a
bat before then transmitting it to a human. It has not yet been
confirmed what type of animal this was<br />
</div>
<div class="mol-para-with-font">
Dr
Michael Skinner, a virologist at Imperial College London, was not
involved with the research but said: 'The discovery definitely places
the origin of nCoV in bats in China<br />
</div>
<div class="mol-para-with-font">
'We
still do not know whether another species served as an intermediate
host to amplify the virus, and possibly even to bring it to the market,
nor what species that host might have been.'<br />
</div>
<div class="mol-para-with-font">
<span class="mol-style-bold mol-style-medium">So far the fatalities are quite low. Why are health experts so worried about it? </span><br />
</div>
<div class="mol-para-with-font">
Experts
say the international community is concerned about the virus because so
little is known about it and it appears to be spreading quickly<br />
</div>
<div class="mol-para-with-font">
It
is similar to SARS, which infected 8,000 people and killed nearly 800
in an outbreak in Asia in 2003, in that it is a type of coronavirus
which infects humans' lungs. It is less deadly than SARS, however, which
killed around one in 10 people, compared to approximately one in 50 for
COVID-19.</div>
<div class="mol-para-with-font">
<br />
Another reason for concern
is that nobody has any immunity to the virus because they've never
encountered it before. This means it may be able to cause more damage
than viruses we come across often, like the flu or common cold<br />
</div>
<div class="mol-para-with-font">
Speaking
at a briefing in January, Oxford University professor, Dr Peter Horby,
said: 'Novel viruses can spread much faster through the population than
viruses which circulate all the time because we have no immunity to
them<br />
</div>
<div class="mol-para-with-font">
'Most seasonal flu viruses have a
case fatality rate of less than one in 1,000 people. Here we're talking
about a virus where we don't understand fully the severity spectrum but
it's possible the case fatality rate could be as high as two per cent.'<br />
</div>
<div class="mol-para-with-font">
If the death rate is truly two per cent, that means two out of every 100 patients who get it will die. </div>
<div class="mol-para-with-font">
'My
feeling is it's lower,' Dr Horby added. 'We're probably missing this
iceberg of milder cases. But that's the current circumstance we're in<br />
</div>
<div class="mol-para-with-font">
'Two per cent case fatality rate is comparable to the Spanish Flu pandemic in 1918 so it is a significant concern globally.'<br />
</div>
<div class="mol-para-with-font">
<span class="mol-style-bold mol-style-medium" style="font-size: large;">How does the virus spread?</span><br />
</div>
<div class="mol-para-with-font">
The
illness can spread between people just through coughs and sneezes,
making it an extremely contagious infection. And it may also spread even
before someone has symptoms<br />
</div>
<div class="mol-para-with-font">
It is
believed to travel in the saliva and even through water in the eyes,
therefore close contact, kissing, and sharing cutlery or utensils are
all risky. It can also live on surfaces, such as plastic and steel, for
up to 72 hours, meaning people can catch it by touching contaminated
surfaces<br />
</div>
<div class="mol-para-with-font">
Originally, people were
thought to be catching it from a live animal market in Wuhan city. But
cases soon began to emerge in people who had never been there, which
forced medics to realise it was spreading from person to person<br />
</div>
<div class="mol-para-with-font">
<span class="mol-style-bold mol-style-medium" style="font-size: large;">What does the virus do to you? What are the symptoms?</span><br />
</div>
<div class="mol-para-with-font">
Once
someone has caught the COVID-19 virus it may take between two and 14
days, or even longer, for them to show any symptoms – but they may still
be contagious during this time<br />
</div>
<div class="mol-para-with-font">
If and
when they do become ill, typical signs include a runny nose, a cough,
sore throat and a fever (high temperature). The vast majority of
patients will recover from these without any issues, and many will need
no medical help at all<br />
</div>
<div class="mol-para-with-font">
In a small
group of patients, who seem mainly to be the elderly or those with
long-term illnesses, it can lead to pneumonia. Pneumonia is an infection
in which the insides of the lungs swell up and fill with fluid. It
makes it increasingly difficult to breathe and, if left untreated, can
be fatal and suffocate people<br />
</div>
<div class="mol-para-with-font">
Figures
are showing that young children do not seem to be particularly badly
affected by the virus, which they say is peculiar considering their
susceptibility to flu, but it is not clear why<br />
</div>
<div class="mol-para-with-font">
<span class="mol-style-medium" style="font-size: large;"><span class="mol-style-bold">What have genetic tests revealed about the virus?</span></span><b><span class="mol-style-medium"> </span></b><br />
</div>
<div class="mol-para-with-font">
Scientists
in China have recorded the genetic sequences of around 19 strains of
the virus and released them to experts working around the world<br />
</div>
<div class="mol-para-with-font">
This allows others to study them, develop tests and potentially look into treating the illness they cause<br />
</div>
<div class="mol-para-with-font">
Examinations
have revealed the coronavirus did not change much – changing is known
as mutating – much during the early stages of its spread<br />
</div>
<div class="mol-para-with-font">
However,
the director-general of China's Center for Disease Control and
Prevention, Gao Fu, said the virus was mutating and adapting as it
spread through people<br />
</div>
<div class="mol-para-with-font">
This means
efforts to study the virus and to potentially control it may be made
extra difficult because the virus might look different every time
scientists analyse it<br />
</div>
<div class="mol-para-with-font">
More study
may be able to reveal whether the virus first infected a small number of
people then change and spread from them, or whether there were various
versions of the virus coming from animals which have developed
separately<br />
</div>
<div class="mol-para-with-font">
<span class="mol-style-bold mol-style-medium" style="font-size: large;">How dangerous is the virus? </span><br />
</div>
<div class="mol-para-with-font">
The
virus has a death rate of around two per cent. This is a similar death
rate to the Spanish Flu outbreak which, in 1918, went on to kill around
50million people<br />
</div>
<div class="mol-para-with-font">
Experts have been
conflicted since the beginning of the outbreak about whether the true
number of people who are infected is significantly higher than the
official numbers of recorded cases. Some people are expected to have
such mild symptoms that they never even realise they are ill unless
they're tested, so only the more serious cases get discovered, making
the death toll seem higher than it really is<br />
</div>
<div class="mol-para-with-font">
However, an investigation into government surveillance in China said it had found no reason to believe this was true<br />
</div>
<div class="mol-para-with-font">
Dr
Bruce Aylward, a World Health Organization official who went on a
mission to China, said there was no evidence that figures were only
showing the tip of the iceberg, and said recording appeared to be
accurate<br />
<br /></div>
<div class="mol-para-with-font">
<span class="mol-style-medium mol-style-bold"></span></div>
<div class="mol-para-with-font">
<span class="mol-style-bold mol-style-medium" style="font-size: large;">Can the virus be cured?</span><span style="font-size: large;"> </span><br />
</div>
<div class="mol-para-with-font">
The COVID-19 virus cannot be cured and it is proving difficult to contain<br />
</div>
<div class="mol-para-with-font">
Antibiotics
do not work against viruses, so they are out of the question. Antiviral
drugs can work, but the process of understanding a virus then
developing and producing drugs to treat it would take years and huge
amounts of money<br />
</div>
<div class="mol-para-with-font">
No vaccine exists for
the coronavirus yet and it's not likely one will be developed in time
to be of any use in this outbreak, for similar reasons to the above<br />
</div>
<div class="mol-para-with-font">
The
National Institutes of Health in the US, and Baylor University in Waco,
Texas, say they are working on a vaccine based on what they know about
coronaviruses in general, using information from the SARS outbreak. But
this may take a year or more to develop, according to Pharmaceutical Technology<br />
<a class="" href="https://www.pharmaceutical-technology.com/news/coronavirus-vaccine/" rel="nofollow noreferrer noopener" style="font-weight: bold;" target="_blank"><br /></a></div>
<div class="mol-para-with-font">
Currently,
governments and health authorities are working to contain the virus and
to care for patients who are sick and stop them infecting other people<br />

<h1>
<span style="font-size: small;">Pakistan Confirms First Death from Coronavirus as Number of Positive Cases Rise to 289</span></h1>
<span style="font-size: small;">
</span><figure></figure><br />
<br />
Pakistan on Wednesday March 18,2020 reported its first casualty due to the deadly coronavirus that has infected 289 people across the country<br />
<br />
"Sad to report one patient who passed away in Mardan,"<br />
<br />
Khyber Pakhtunkhwa Health Minister Taimur Khan Jhagra tweeted late Wednesday night<br />
<br />
The number of cases in the worst-hit Sindh province reached to
208 on Wednesday after 19 people in Karachi tested positive, said
Meeran Yousuf, the media coordinator of the health and population
welfare minister<br />
<br />
She said the province recorded total 36 new cases on Wednesday<br />
<br />
Majority of Pakistan's COVID-19 cases are linked to those who
went on pilgrimage to Iran, one of the countries hardest-hit by the
disease, while less than half a dozen are locally transmitted.<br />
Pakistan shares a 960-kilometre border with Iran, with the main crossing point at Taftan in Balochistan province<br />
<br />
The Taftan border has been closed since March 16, but
thousands of Pakistan Shia pilgrims who were visiting religious sites in
Iran have been allowed to return subject to two weeks' quarantine<br />
<br />
More 10 cases were reported in Gilgit-Baltistan and its Chief
Minister Hafeezur Rehman said that the total number of infection in the
region was 15<br />
<br />
Also, the first coronavirus case was reported from
Pakistan-occupied Kashmir, where a 45-year old person who had recently
come back from Iran was found positive<br />
<br />
Punjab Chief Minister Usman Buzdar said two new cases emerged in the province where the total number rose to 28<br />
<br />
Buzdar also announced that the restaurants, hotels and
shopping malls would be shut down by 10pm every day to reduce exposure.
He also said that number of staff at offices will be reduced<br />
<br />
Already 19 cases were reported from Khyber-Pakhtunkhwa, 16 from Balochistan and 2 from Islamabad<br />
<br />
Authorities in Pakistan have screened over 1,015,900
travellers since the virus was first detected in the country. At least
20,088 travellers have been screened in the last 24 hours<br />
<br />
Sindh government has come out criticising Centre for lack of
foresight in quarantine arrangements in Taftan where over 9,000 pilgrims
returning from Iran had been quarantined by the Balochistan government
in a tent city'<br />
<br />
After completing the 14-day incubation period, the pilgrims
were allowed to travel back to their cities. However, Sindh and K-P sent
the pilgrims to isolation facilities in Sukkur and Dera Ismail Khan and
tested them before allowing further travel<br />
<br />
In its March 13 National Security Committee meeting, Centre
formed a Novel Coronavirus Core Committee with daily meetings between
federal and provincial authorities<br />
<br />
The Pakistan Tehreek-e-Insaf (PTI) government tasked National
Disaster Management Authority (NDMA) to coordinate with provincial
governments and lead the fight against novel coronavirus.<br />
<br />
The federal government also decided to ban public gatherings,
close all educational institutions until April 5 and cancel Pakistan Day
parade on March 23. It also sealed borders and limited international
flights operations to Islamabad, Lahore and Karachi<br />
<br />
However, the NSC decision on international travel was taken
back on Tuesday when the government lifted restrictions on all airports
except Gwadar and Turbat<br />
<br />
In Sindh, the Pakistan Peoples Party (PPP) government edges
towards lockdown after it closed all restaurants, malls, shopping
centres and imposed Section 144. Only grocery stores and pharmacies have
been allowed to operate<br />
<br />
Balochistan government banned public gatherings, suspended
biometric attendance, limited activities and closed educational
institutions<br />
<br />
K-P also banned public gatherings, closed educational
institutions and directed police to ensure people were not arranging
private events<br />
<br />
Meanwhile, junior doctors and nurses have announced a strike
in public sector hospitals in Punjab province protesting shortage of
kits and non-provision of other precautionary gear for medics<br />
<br />
Nurses at the Sheikh Zayed Nursing College (SZNC) RahimYar
Khan on Wednesday refused to perform duties during the coronavirus
emergency and held a protest against the administration for forcing them
to perform duty in the hospital without taking any precautionary
measures to save them from the virus<br />
<br />
Grand Health Alliance (GHA) Chairman Salman Haseeb said the ailing people visit hospitals in life-threatening conditions only<br />
<br />
"Doctors will attend to only serious patients and strongly
oppose treating others at outpatient departments of state-run hospitals.
The health authorities only provided 1,200 kits to hospitals across
Punjab (a province of 110 million) for frontline employees attending to
suspected and confirmed patients of coronavirus, he said<br />
<br />
The representative of the junior doctors said the government
needs to hire services of doctors from the Pakistan Army for the
purpose<br />
"We will shut also down services in emergency wards if (corona) kits are not provided to them," Dr Haseeb said.<br />
<br />
Punjab Health Minister Yasmin Rashid has declared young doctors' strike immature and uncalled for.<br />
She said the government will ensure provision of kits and
other protective gear to the doctors and nurses treating coronavirus
patients and suspected patients.<br />

<h1>
<span style="font-size: small;">Portugal Declares 15-day State of Emergency as Coronavirus Cases Rise to 448</span></h1>
<span style="font-size: small;">
</span><figure></figure><br />
<br />
Portugal declared Wednesday March 18,2020 a nationwide 15-day state of emergency to
fight the spread of coronavirus, which will make it easier for the
government to reduce people's movements<br />
<br />
"This is an
exceptional decision for an exceptional period," conservative President
Marcelo Rebelo de Sousa said during a televised address in which he
explained his reasons for adopting the measure which comes into effect
Wednesday at midnight.<br />
<br />
<br />
<br />
"This is not an interruption of democracy. It is democracy trying
to prevent an irreparable interruption in people's lives." It is the
first time that a state of emergency has been declared in the country of
around 10 million people since it returned to democracy in the 1970s
following decades of rightist dictatorship.<br />
<br />
<br />
<br />
The decree declaring a state of emergency allows the government
to suspend some constitutional rights and freedoms, such as the freedom
of movement and the right to go on strike. It also allows the government
to force people into quarantine.<br />
<br />
<br />
<br />
The government will unveil what concrete measures it will adopt
under the state of emergency on Thursday following its weekly cabinet
meeting.<br />
Socialist Prime Minister Antonio Costa said the decree — which
was approved by parliament — would not be used to impose a "mandatory
curfew".<br />
<br />
<br />
<br />
The measures that are adopted will "reinforce the fight and prevention" of this pandemic, he added.<br />
<br />
<br />
<br />
The state of emergency can be renewed once the initial 15-day period is over and the premier said it could last several months.<br />
<br />
<br />
<br />
Portugal has so far reported 448 confirmed cases of coronavirus
and two deaths, but the government has warned that the number of
infections in the country is expected to keep climbing "at least" until
the end of April.<br />
<br />
<br />
<br />
The country has already limited gatherings to no more than 100
people, shut schools and nightclubs and imposed restrictions on the
number of people who can visit restaurants and limited visitors to
retirement homes.<br />
<br />
<br />
<br />
Earlier on Wednesday the government ordered the central city of
Ovar, which is home to around 55,000 people, to be put on lockdown after
about 30 people tested positive for coronavirus there.<br />
<br />
<br />
<br />
Governments on every continent have implemented measures to
contain the disease, which has infected more than 200,000 people and
killed over 8,000 since it first emerged.</div>

<strong></strong>Former Chief Justice of India (CJI) Ranjan Gogoi on
Thursday March 19,2020 took oath as Rajya Sabha member in the presence of Prime
Minister Narendra Modi and Union Home Minister Amit Shah, who attended

<br />
<br />
Several members of the Congress, which has criticised his RS nomination, shouted ‘shame’ and ‘deal’ as the former CJI took oath<br />
<br />
<br />
Gogoi, 65, retired as CJI last November after a tenure of a little
over 13 months. He will be the first former CJI to be nominated to Rajya
Sabha, with opposition parties kicking up a controvesy and criticising
his appointment<br />
<br />
He headed benches that pronounced several key judgements,
including in the sensitive Ayodhya land dispute case. He also led the
benches that ruled on the Rafale fighter jet deal and the entry of women
in Kerala's Sabarimala temple<br />
<br />
The former CJI was nominated to the Rajya Sabha by President Ram
Nath Kovind on March 16. A notification announcing his nomination to the
Upper House was issued by the Ministry of Home Affairs on Monday night<br />
<br />
"In exercise of the powers conferred by sub-clause (a) of clause
(1) of article 80 of the Constitution of India, read with clause (3) of
that article, the President is pleased to nominate Shri Ranjan Gogoi to
the Council of States to fill the vacancy caused due to the retirement
of one of the nominated members," a notification issued by the home
ministry said<br />
<br />
His nomination was questioned by many parties, reacting to which
Gogoi said he would speak in detail about accepting the offer of a seat
to the Upper House after he takes oath. "Let me first take oath, then I
will speak in detail to the media why I accepted this and why I am going
to Rajya Sabha," he said on Tuesday<br />
<br />
"My presence in parliament will be an opportunity to project the
views of the judiciary before the legislature and vice versa," he said.<br />
<br />
"Let God give me the strength to have an independent voice in the
parliament", the former CJI said, adding, "I have much to say, but let
me take the oath in the parliament and then I shall open up"<br />
<br />
On the criticism of his RS nomination, Gogoi told a local news
television channel, "I have accepted the offer of the nomination to the
Rajya Sabha because of a strong conviction that the legislature and
judiciary must at some point of time work together for nation-building.<br />
<br />
Justice Gogoi was among the apex court's four sitting judges who
held an unprecedented press conference in January 2018 when they claimed
then Chief Justice Dipak Misra had allotted "selective assignment of
cases to preferred judges" and "sensitive cases were being allotted to
junior judges".
