Revised railway ticket refund rules from today Wednesday July 01,2015

The revised rules for refund of cancelled railway tickets have come into effect from Wednesday July 01,2015

On June 25,2015 Railway Ministry has revised its refund rules comprehensively under which passengers will have to present their confirmed tickets at least 48 hours before the journey instead of existing 24 hours to get the maximum refund.

To get a refund with cancellation charges of 25 percent of the fare, passengers will now have to cancel their confirmed tickets within 48 hours and at least six hours before the train's departure against the existing four hours, the ministry said.

The existing window of time for the same amount of fare deduction is between 24 hours to four hours before the train's scheduled departure.

Railway is deducting a minimum per passenger cancellation charge at the flat rate of Rs 120 for AC first class/executive class, Rs 100 for AC-II tier/first class, Rs 90 for AC III-tier, economy and chair car, Rs 60 for sleeper class and Rs 30 for second class.

If the ticket is presented for cancellation within six hours before the train's scheduled departure of the train and upto two hours after its actual departure, the cancellation charge would be 50 percent of the fare subject to a minimum of the charge.

The old rules, which were valid till June 30, allowed the cancellation of the tickets upto 12 hours after the train's departure if the distance was 500 km or more.

According to the new rules, no refund will be granted on the reserved ticket if it is surrendered for cancellation two hours after the train's actual departure.

Under the new rules, the time for filing of refund claims has been reduced from existing 90 days to 10 days of the train's departure in case of unforeseen circumstances like strike or any natural causes like floods.

According to the new rules, even those with waitlisted or RAC tickets would have to cancel their tickets three hours before the train's actual departure to get the refund after deduction of clerkage charge of Rs 30 once the new rules are implemented from July 1.

New rules would not allow any refund two hours after the train's departure. Existing rules permit cancellation till three hours after the train's departure.

Digital India programme aims at transforming the country into a digitally-empowered knowledge economy, and bringing as many as 2.5 lakh villages under broadband connectivity. The highlights of the Digital India programme, worth Rs 1 lakh crore, are digital locker, E-education, E-health and National Scholarship Portal.

While Prime Minister Narendra Modi will present the government's roadmap for digitising India, industry leaders -

  • RIL Chairman and Managing Director Mukesh Ambani
  • Tata Group chairman Cyrus Mistry and

made brief remarks on their idea of taking digital revolution to the masses and will make presentations on the occasion

Speaking at the event, Mukesh Ambani said, "We at Reliance will invest 250 crores across the Digital India pillars. He lauded the initiative as a "huge success" and added, "Normally, industry moves faster than government but with Digital India, I have no hesitation in saying, the government has moved faster."

Tata's Cyrus Mistry said, "I commit Tata Group's wholehearted participation to make this a century of India innovation." The group, he said, would hire 60,000 IT professionals this year.

Prime Minister Narendra Modi unveiled a logo for Digital India, which seeks to transform India into a digitally-empowered, knowledge economy with a host of initiatives for a synchronised and coordinated engagement of the government and its agencies.

The government had last year approved the Digital India programme comprising various projects worth over Rs 1 lakh crore to transform the country into a digitally empowered knowledge economy.

The programme includes projects that aim to ensure that government services are available to citizens electronically and people get benefit of the latest information and communication technology.

The Ministry of Communications and IT is the nodal agency to implement the programme.

Digital India aims to transform the country into a digitally empowered knowledge economy.

Apart from the event here, 600 districts across the country will organise various programmes to sensitise people about the ongoing activities under the Digital India platform

How Digital India will transform the country

The programme aims at bringing as many as 2.5 villages under broadband connectivity. The highlights of the Digital India programme, worth Rs 1 lakh crore, are digital locker, E-education, E-health and National Scholarship Portal

Digital Locker

Digital locker is a dedicated personal storage space for e-documents as well as Uniform Resource Identifier (URI) of e-documents issued by government departments. The system will have an e-sign facility, which can be used to sign stored documents. Each locker is linked to the resident's Aadhar number.
The move is aimed at minimising the use of physical documents and provide authenticity to e-documents, thereby, giving secure access to documents issued by government. It will also reduce administrative overhead of government departments and agencies and make it easy for the residents to receive services
E-Education
As the name suggests, the programme is aimed at providing high-tech education using state-of-the-art technology to all. This programme can also be used to provide education in far-flung areas where it may not be possible for teachers to be present in person. The education can be imparted through virtual means as part of the programme

E-health
The E-health initiative, which is a part of Mission Digital India of the government, aims at providing timely, effective and economical healthcare services to all citizens. E-health is particularly relevant for masses that have little access to healthcare services in India. The programme looks at helping people maintain health records in a cost-effective manner. This is expected to be linked to the Aadhar number of citizens.
With this initiative, getting an OPD appointment, lab reports and blood availability in any government hospital becomes easy. Online Registration System (ORS) is a framework to link various hospitals across the country for Aadhaar based online registration and appointment system, where counter based OPD registration and appointment system through Hospital Management Information System (HMIS) has been digitalised.
Portal facilitates online appointments with various departments of different Hospitals using eKYC data of Aadhaar number, if patient's mobile number is registered with UIDAI. And in case mobile number is not registered with UIDAI, it uses patient's name.
New Patient will get appointment as well as Unique Health Identification (UHID) number. If Aadhaar number is already linked with UHID number, then appointment number will be given and UHID will remain same.
While visiting a hospital for the first time, one can skip the hassles of registration and other formalities by merely identifying self through the Aadhaar Number, select hospital and department, select date of appointment and get the same through SMS

National Scholarship Portal
The National Scholarships Portal is a one-stop solution for end-to-end scholarship process. From submission of student application, verification, sanction to disbursal to end beneficiary for all the scholarships provided by the government, this is an important tool of the Digital India initiative.
This move simplifies the process for students by providing common application form and one-time registration. SMS and e-mail alert would be sent to students at every step of scholarship process.

Supreme Court of India(SCI) says rapist-victim mediation illegal; terms Madras HC order 'spectacular error' Wednesday July 01,2015

Directing Settlement in Rape Cases is 'Spectacular Error', Rules Supreme Court of India

Overturning Madras High Court's controversial directive allowing a rapist to mediate with the victim, the Supreme Court of India(SCI) on Wednesday July 01,2015 observed that a woman's body is her temple and there should be no mediation and no compromise in rape cases.

While hearing the case the SCI lashed out at the Madras High Court terming the judgement as a 'spectacular error'.

The SCI said any any approach of settlement in a rape case is against dignity of a woman.

The SCI's order comes a week after Madras High Court Justice P Devadass referred a case of a rapist, who was awarded seven years imprisonment by a trial court, to its mediation centre to settle the matter taking note of the future of the victim, now a mother of a child.

Madras High Court Justice P Devadass, holding that alternative dispute resolution such as mediation is now being used in criminal cases said, "In fact, even in Islam, Hinduism and Christianity there are instances of solving the disputes in a non-belligerent manner. The result of it is very good because there is no victor, no vanquished."
Granting interim bail to the accused Mohan, the judge in his order said he has already referred a similar matter in February for mediation which has yielded a good result and nearing happy resolution.
The judge referred the matter to the mediation centre attached to the High Court and said Rs 1 lakh should be deposited as fine by Mohan and it should be kept in Indian Bank, Thittakudi, Cuddalore District as a fixed deposit in the girl's name and granted interim bail enabling Mohan to attend the mediation.
The judge also directed the advocates appearing on both sides to assist the mediators in this case.
Justice Devdass' ruling had come under huge criticism with many legal eagles termed the order as "illegal" and "unwarranted".

At Least 116 Feared Dead in Indonesia Military Plane Crash Tuesday June 30,2015

At Least 116 Dead in Indonesia Military Plane Crash: Officials
At least 116 people were killed Tuesday June 30,2015  when an Indonesian air force transport plane crashed into a major city shortly after take-off and exploded in a fireball

Buildings were left in ruins and cars reduced to flaming wrecks when the Hercules C-130 came down in a residential area of Medan, a city of two million on the island of Sumatra.

Air force chief Agus Supriatna said the manifest showed there were 113 people on board the plane - 12 crew and 101 passengers - when it crashed

Many passengers were likely to be family members of servicemen and women, said a spokesman for Medan airbase from where the plane departed.

Search and rescue officials also said that three people were killed on the ground when the 51-year-old plane went down near a newly built residential area, hitting a massage parlour and a small hotel.

Police said rescuers were still trying to get into the ruined massage parlour, a three-storey building, and they did not know whether there were people inside.

A rescue operation swung into action following the crash, with ambulances ferrying bodies from the site, and crowds of anxious people gathering around a police cordon to view the smouldering wreckage.

So far 84 bodies had been pulled from the debris and brought to a hospital in Medan, the hospital said

Cuba Becomes First Nation to Eliminate Mother-to-Child HIV Tuesday June 30,2015

Cuba on Tuesday June 30,2015 became the first country in the world to eliminate mother-to-child transmission of HIV and syphilis, the World Health Organization said.

"Eliminating transmission of a virus is one of the greatest public health achievements possible," said WHO Director-General Margaret Chan.

"This is a major victory in our long fight against HIV and sexually transmitted infections, and an important step towards having an AIDS-free generation."

Universal health coverage, improved access to tests and increased attention to maternal care were credited with the success, defined by health authorities as fewer than 50 cases of mother-to-child transmission of syphilis or HIV per 100,000 live births.

A small number of cases are allowed to persist, despite the certification, because antiretroviral treatment to prevent mother-to-child-transmission of HIV is not 100 percent effective

Note

Each year, 1.4 million women living with HIV around the world become pregnant.

Left untreated, they have a 15 to 45 percent chance of passing the virus to their children during pregnancy, labor, delivery or breastfeeding.

But the risk of transmission is just over one percent if antiretroviral medicines are given to both mothers and children.

The number children born annually with HIV was 400,000 in 2009.

By 2013, the number was down to 240,000 in 2013.

Greece’s Debt Due: What Greece Owes When

Greece’s Debt Due: What Greece Owes When

Greece Misses International Monetary Fund(IMF) Payment Deadline Tuesday June 30,2015

Greece has missed the deadline for a €1.6bn (£1.1bn) payment to the International Monetary Fund (IMF)on Tuesday June 30,2015

Note

Only 3 other countries are still in arrears to the IMF - Sudan, Somalia and Zimbabwe.

Between them, they owe €1.6bn, only marginally more than Greece.

What happens next?

1 July - Eurogroup - the finance ministers of the eurozone - holds a telephone conference to discuss new proposal from Greek Prime Minister Alexis Tsipras
5 July - Referendum on creditors' proposals takes place, which many say is effectively a vote on Greek membership of the eurzone
20 July - Greece must redeem €3.46bn of bonds held by the European Central Bank. If it fails to do so, the ECB can cut off Greece's access to emergency loans

IMF,the Washington-based fund said the Greek government failed to transfer €1.55 billion ($1.73 billion) by close-of-business on Tuesday—the largest, single missed repayment in the IMF’s history

Greece became the first developed country to default to the IMF, an organization of 188 nations that tries to keep the world economy stable

Greece will now be cut off from access to IMF resources until the payment is made.

The move came hours after the country made a desperate attempt Tuesday to halt its plunge into economic chaos by requesting a new European bailout.

On Tuesday morning—with the clock ticking toward the midnight expiration on the European portion of Greece’s €245 billion bailout—officials in Athens said they were working on a new solution to the four-month old impasse with creditors.
By the afternoon, Prime Minister Alexis Tsipras had asked for a new rescue program—the country’s third in five years—to help pay for some €29.15 billion ($32.52 billion) in debt coming due between 2015 and 2017.

Greece is fast running out of money. It rejected the conditions Europe and the IMF set for releasing the remaining billions from its existing bailout at the weekend. That bailout expired Tuesday June 30,2015

Facebook launches new version of Lite for 2G users in India

Facebook is betting on the new light version of its app on the popular Android platform to tap the 2G using population of the country.
"According to GSMA data, nearly 80 per cent of Indians are on 2G and hence we want to ease the Facebook interactive experience for them," said Vijay Shankar, product manager, Facebook Lite.

The Lite app, which is less than 1MB, can be downloaded from the Play Store. The app uses a compression technology wherein most of the heavy lifting is done on Facebook's servers.

The new app includes Facebook's core experiences like News Feed, status updates, photos, notifications but has no options for video, GPS-using facilities and @tagging features.
